Early Warning Look Ahead Metrics: The Percent Milestone Backlog Metric

All complex development projects experience delays and corresponding backlogs of their project control milestones during their acquisition lifecycles. NASA Goddard Space Flight Center (GSFC) Flight Projects Directorate (FPD) teamed with The Aerospace Corporation (Aerospace) to develop a collection of Early Warning Look Ahead metrics that would provide GSFC leadership with some independent indication of the programmatic health of GSFC flight projects. As part of the collection of Early Warning Look Ahead metrics, the Percent Milestone Backlog metric is particularly revealing, and has utility as a stand-alone execution performance monitoring tool. This paper describes the purpose, development methodology, and utility of the Percent Milestone Backlog metric. The other four Early Warning Look Ahead metrics are also briefly discussed. Finally, an example of the use of the Percent Milestone Backlog metric in providing actionable insight is described, along with examples of its potential use in other commodities.

Milestones in Rotorcraft Aeromechanics

The subject of this paper is milestones in rotorcraft aeromechanics. Aeromechanics covers much of what the engineer needs: performance, loads, vibration, stability, flight dynamics, noise. These topics cover many of the key performance attributes, and many of the often-encountered problems in rotorcraft designs. A milestone is a critical achievement, a turning point, an event marking a significant change or stage in development. The milestones identified and discussed include the beginnings of aeromechanics with autogyro analysis, ground resonance, aeromechanics books, unsteady aerodynamics and airloads, nonuniform inflow and wakes, beams and dynamics, comprehensive analysis, computational fluid dynamics, and rotor airloads tests. The focus on milestones limits the scope of the history, but allows the author to acknowledge his choices for key steps in the development of the science and engineering of rotorcraft.

Ristra Project FY23 L2 Milestone Report, Rev.1: MRT #8541: Multiphysics Scaling on EAS-3

The findings of this report were used to close out the ATDM milestone MRT# 8541, which was designed to demonstrate readiness of ATDM multiphysics codes for mission-relevant work on ATS-4, El Capitan. To this end, the closure criteria were to run a 3D shaped charge problem at scale up to 50% of the El Capitan early-access system, RZVernal (AMD Trento CPUs and AMD MI-250X GPUs), demonstrate scalability, and document challenges with the software stack and environment. LANL’s approach to this milestone was to test our modular software capability by developing an entirely new code, Moya, built upon our FleCSI framework. The physics capability and the GPU infrastructure needed for the shaped charge problem on GPUs was added to Moya, and the required calculations were performed at scale. Moya showed good scaling without any fine-tuning of GPU kernels; there is still significant room for performance enhancements, especially for the Legion backend. Tied up in this L2 milestone was a closeout of KPP-3s for the ECP ST Projects at LANL; this material will be covered in a separate document.

Terrestrial Planet Finder Interferometer : TPF-I Technology Milestone #2 Report : formation control performance demonstration

This document reports the achievement of Terrestrial Planet Finder Interferometer (TPF-I) Technology Milestone #2, a ground-based, system-level demonstration of twospacecraft formation synchronized rotation. We review the milestone specification from the Milestone White Paper (May 25, 2007), summarize the experiments performed in the Formation Control Testbed (FCT), detail the procedures and nalysis of the resulting data, and describe and present the data itself.

Evidence of Completion of Milestone 3: Experimental Testbed

Construction and deployment of the experimental testbed encountered scheduling delays, and completion was subsequently further delayed by curtailment of LANL operations due to the COVID-19 pandemic. Between March and October, LANL was in a state of “Limited Operations” such that only certain “mission-critical” work was performed with approximately 25% on-site staffing. In spite of this, much of the lab space preparation was executed and the five initial model house” units were constructed and installed during this period. Still, the pace of construction was impacted by difficulty in coordinating personnel and minimizing contact between workers. Currently, LANL is in the mode of “Normal Operations with Maximum Telework,” which continues to limit the availability of on-site personnel. Nevertheless, Milestone 3 is now complete. This document describes the experiment as it is deployed and provides status for each task for this milestone.

Evidence of Completion of Milestone 4: Simulation Testbed Validated with Experimental Data

Milestone 4 is given in the SOPO as being due in quarter 5 (ending 9/11/2020) and is described thus: Milestone 4: Enhanced Simulation Testbed Validated with Experimental Data (UM, Mathieu) Simulation testbed validated with data obtained from experimental testbed, specifically, nonlinear load behaviors and communication network issues observed in the experimental testbed will be modeled in the simulation testbed. The simulation testbed should accurately capture TCL real and reactive power consumption (including during extreme events associated with nonlinear behaviors and communication network failures) to within 5% RMSE error with respect to data obtained from the experimental testbed.

Enhancing Developer Productivity - L2 Milestone (Final Report)

This report documents the work done as part of the “Enhancing Developer Productivity” level 2 milestone. The team surveyed developers about impediments and successes; improved our CI pipeline monitoring and reporting; developed tools for line coverage reporting and analysis; improved compiler warning adherence in SIERRA; prototyped static analysis, AI, and mutation testing tooling in SIERRA; and developed a 3-5 year SIERRA plan document to help these initiatives continue past this milestone.

Level-2 Milestone 9009: Flux and Rabbit Capabilities on El Capitan

This document is the milestone delivery report for the ASC 2025 L2 milestone (See Table 1) for advanced I/O capabilities for El Capitan via Flux Workload Manager support and the new I/O hardware designed for El Capitan, the Rabbit Storage System. In this document we describe the design of the Rabbit Storage System and how it is managed by Flux. We evaluate the performance and usability of Rabbit using ARES, IOR, and an AI inference workload. Overall, we find that Rabbit shows good scalability, especially in node-local storage configurations, and is more scalable than the global Lustre parallel file system.

Oil-Free Turbomachinery Team Passed Milestone on Path to the First Oil-Free Turbine Aircraft Engine

The Oil-Free Turbine Engine Technology Project team successfully demonstrated a foil-air bearing designed for the core rotor shaft of a turbine engine. The bearings were subjected to test conditions representative of the engine core environment through a combination of high speeds, sustained loads, and elevated temperatures. The operational test envelope was defined during conceptual design studies completed earlier this year by bearing manufacturer Mohawk Innovative Technologies and the turbine engine company Williams International. The prototype journal foil-air bearings were tested at the NASA Glenn Research Center. Glenn is working with Williams and Mohawk to create a revolution in turbomachinery by developing the world's first Oil-Free turbine aircraft engine. NASA's General Aviation Propulsion project and Williams International recently developed the FJX-2 turbofan engine that is being commercialized as the EJ-22. This core bearing milestone is a first step toward a future version of the EJ-22 that will take advantage of recent advances in foil-air bearings by eliminating the need for oil lubrication systems and rolling element bearings. Oil-Free technology can reduce engine weight by 15 percent and let engines operate at very high speeds, yielding power density improvements of 20 percent, and reducing engine maintenance costs. In addition, with NASA coating technology, engines can operate at temperatures up to 1200 F. Although the project is still a couple of years from a full engine test of the bearings, this milestone shows that the bearing design exceeds the expected environment, thus providing confidence that an Oil-Free turbine aircraft engine will be attained. SAGE III on ISS: Mission Update and Science Milestone Results and Future Plans

The Stratospheric Aerosol and Gas Experiment III on the International Space Station (SAGE III/ISS) has been collecting data on the stratosphere almost continuously for 4 years since the first light milestone was achieved on March 17, 2017. In that time, the SAGE III/ISS data products have withstood robust assessments both internal and external, using comparisons to data sets both in-situ and spaceborne, and incorporated improvements into the retrieval algorithm and the science data products themselves. With the new v5.2 release of the SAGE III/ISS science data product algorithm, improvements made to the aerosol and water vapor products have produced better correlations with both MLS and balloonsonde data. At this 4-year milestone, we will look back on the last 4 years of data collection highlighting SAGE III/ISS ozone and aerosol data from 2017-2020 in a 6-minute video highlighting the SAGE III mission. An overview of mission operations and the challenges of operating a science mission on the ISS will highlight lessons learned and the mission science objectives completed during the first three years of the mission. The future goals for the SAGE III/ISS mission, as we continue operations and science collection, will round out the presentation.

Astrophysics Milestones for Pulsar Timing Array Gravitational-wave Detection

The NANOGrav Collaboration reported strong Bayesian evidence for a common-spectrum stochastic process in its12.5 yr pulsar timing array data set, with median characteristic strain amplitude at periods of a year of A(yr) = 1.92(+0.75,-0.55) x 10^(-15). However, evidence for the quadrupolar Hellings & Downs interpulsar correlations, which are characteristic of gravitational-wave signals, was not yet significant. We emulate and extend the NANOGrav data set, injecting a wide range of stochastic gravitational-wave background(GWB)signals that encompass a variety of amplitudes and spectral shapes, and quantify three key milestones.(I)Given the amplitude measured in the 12.5 yr analysis and assuming this signal is a GWB, we expect to accumulate robust evidence of an interpulsar-correlated GWB signal with 15–17 yr of data, i.e., an additional 2–5 yr from the 12.5 yr data set.(II)At the initial detection, we expect a fractional uncertainty of 40% on the power-law strain spectrum slope, which is sufficient to distinguish a GWB of supermassive black hole binary origin from some models predicting more exotic origins.(III)Similarly, the measured GWB amplitude will have an uncertainty of 44% upon initial detection, allowing us to arbitrate between some population models of supermassive black hole binaries. In addition, power-law models are distinguishable from those having low-frequency spectral turnovers once 20 yr of data are reached. Even though our study is based on the NANOGrav data, we also derive relations that allow for a generalization to other pulsar timing array data sets. Most notably, by combining the data of individual arrays into the International Pulsar Timing Array, all of these milestones can be reached significantly earlier.

Applicability of the Milestones Approach to Deployments of Transportable Nuclear Power Plants (TNPPs)

Transportable nuclear power plants (TNPPs) can provide potential benefits to countries embarking on nuclear programs, offering reduced infrastructure requirements, shorter timeframes for implementation, cost savings and greater deployment flexibility than larger conventional reactors. However, the deployment of a TNPP in a Host State comes with the obligation to establish sufficient regulatory, institutional, and technical infrastructure, which, among others, includes a legal and regulatory framework and a competent regulatory body to implement a State’s safeguards obligations. This paper considers how the unique technical and deployment features of TNPPs may affect the process of preparing for and implementing safeguards in nuclear newcomer countries. Evaluating this issue through the lens of the IAEA’s Milestones Approach, this paper discusses some potential implications arising from the shortening of some milestones phases due to reduced construction or licensing time for TNPPs, and the need for increased cooperation between Host States and Supplier States in preparing for and meeting certain safeguards obligations. These considerations are potentially relevant to various stakeholders: newcomer States considering TNPP deployment; the States and companies that supply such reactors; as well as organizations that support international safeguards capacity building.

Gender Mainstreaming in Nuclear Security: Strategies for Incorporating Gender Equality by Design in the IAEA Milestones Approach

Gender mainstreaming has emerged as a critical mechanism towards achieving gender equality in the development and implementation of laws, policies, and programs, including those related to national security. Gender mainstreaming is generally defined as the process of assessing the implications for women and men of any planned action, including legislation, policies, and programs, in all areas and at all levels, with the ultimate goal to achieve gender equality. Gender mainstreaming, which in essence can be thought of as “gender equality by design,” is an important element for building a robust nuclear security infrastructure. To date, however, gender mainstreaming has not been fully operationalized in the nuclear sector. For instance, the IAEA Milestones Approach, which provides important guidance to states seeking to develop nuclear power programs, has not yet incorporated or addressed gender considerations in its various phases or nuclear infrastructure issues, including those related to nuclear security. Therefore, this paper will argue that specifically for nuclear newcomer states, gender mainstreaming could serve as a powerful tool to integrate gender considerations into the design of laws, policies, programs, and entities necessary to successfully implement a nuclear power program. The objective of this study is twofold: first, to explore the concept of gender mainstreaming and its relevance to nuclear security, and second, to identify how gender can be incorporated into the IAEA Milestones Approach. The paper will emphasize the importance of developing guidance for the IAEA and nuclear newcomer states on how gender considerations could be incorporated throughout the development of a nuclear security program.

Leveraging BERT and Network-Based Attention Analysis for Identifying Treatment Milestones in EHRs

This study introduces a sophisticated data-driven framework for analyzing Electronic Health Records (EHRs) using transformer-based models to identify and disentangle overlapping treatment contexts. The framework leverages a preprocessing pipeline that transforms structured procedural codes into semantically enriched descriptive text, enabling the use of attention mechanisms to cluster medical events into treatment milestones—cohesive and distinct components of care processes. The methodology is rigorously validated using synthetic datasets derived from the MIMIC-III database, designed to simulate the heterogeneity and overlapping procedural contexts characteristic of real-world EHR scenarios. Quantitative evaluation highlights the framework’s robustness in disentangling concurrent care pathways, with attention metrics and unsupervised clustering approaches demonstrating the ability to preserve intra-context relationships while distinguishing inter-context dependencies. By addressing challenges inherent in data heterogeneity, this approach provides a foundation for uncovering complex treatment patterns, advancing clinical decision-making, and optimizing resource allocation in diverse healthcare environments.

BB Milestone Report (V.5)

This report represents fulfillment of the NIF milestone for Demonstration of the Feasibility for Mitigation of SBS Backscatter using Blue Blocker Optics. It summarizes work to date for evaluating the performance of the optic and the role this new blue blocker optic can play in NIF.

Milestone report for MRT 8504: Commission EXAFS spectrometer with spectral range of 17.95-18.6 keV design to obtain EXAFS data for Pu L shell experiments

This milestone describes the development and fielding of EXAFS Phase II spectrometer designed to provide high quality (SNR>=5) EXAFS spectra for Plutonium measurements at the National Ignition facility (NIF). Benefits: the EXAFS data will be used by the High Energy Density (HED) Physics and more specifically the Focused Material Science program to measure the thermal state of compressed materials with good temperature sensitivity (~100-1000 Kelvin). Data with good signal to noise ratio (SNR>=5) and good spectral resolution allows the FMS program to fill a gap in diagnosing temperature to completely constrain material properties for weapon physics and Stockpile Stewardship applications.

FY2024 Q4 L2 Milestone 8237 for Opacity-on-NIF

This document addresses parts 2 and 3 of the original milestone request. In the following writeup, the development of OpSpecTR at LLNL by LLNL and NNSS personnel will be detailed first, followed by a write-up of the development of Vme-resolved simulaVons of the opacity-on-NIF experiment. Capsule backlight simulaVons, hohlraum simulaVons, and sample simulaVons from CASSIO are combined to produce the line of sight from the capsule to an effecVve OpSpec posiVon. Spectra are generated by post-processing these simulaVons from either Spect3D, a commercial software by Prism ComputaVonal Sciences, or FESTR (Finite Element Spectroscopic Transport of RadiaVon), a LANL code. While the simulaVons do not at this stage proceed late enough to include the worst of the backgrounds generated from the hohlraum experimentally and each post-processing simulaVon includes only one ray for each spectrometer channel, these efforts represent proof of concept for a new capability to complete Vme-resolved and Vmegated simulaVons for the complete line of sight of the complex opacity-on-NIF geometry. Future work will be discussed at the end of the report for both efforts.

El Capitan System Readiness: L2 Milestone Summary

This document is the written summary for the El Capitan System Readiness CSSE L2 Milestone from Lawrence Livermore National Laboratory. It briefly summarizes the efforts involved in preparing the El Capitan supercomputer for the local compute environment, and it describes how those efforts fulfill the requirements of ASC L2 #9235.
