Stockpile Stewardship and Nuclear Testing: A Technical Assessment

Since 1992, the United States has retained confidence in its nuclear weapon stockpile without performing any tests that produce nuclear yield. Instead, it has invested in a stockpile stewardship program (SSP) based on the same approach that was validated through fifty years of experience during the nuclear testing era. As the test moratorium continues and new information becomes available, it is both necessary and appropriate to periodically revisit the question of whether or not nuclear testing should resume. In a recent article by Dr. Mark Schneider, he asserts that the United States should return to nuclear testing to address the issues that negatively affect our country’s nuclear deterrent. A serious, technically informed evaluation of the most significant of the issues Dr. Schneider has raised is provided in this paper. The conclusion of this evaluation is that the strategy of a well-funded SSP coupled with rigorous assessments to identify if there is a specific need for a nuclear test is sound and cost-effective approach. Any decision otherwise needs to take into careful consideration all the classified SSP successes and data pertaining to the particular issues in question.

Stewardship of very large digital data archives

An archive is a permanent store. There are relatively few very large digital data archives in existence. Most business records are expired within five or ten years. Many kinds of business records that do have long lives are embedded in data bases that are continually updated and re-issued cyclically. Also, a great deal of permanent business records are actually archived as microfilm, fiche, or optical disk images - their digital version being an operational convenience rather than an archive. The problems forseen in stewarding the very large digital data archives that will accumulate during the mission of the Earth Observing System (EOS) are addressed. It focuses on the function of shepherding archived digital data into an endless future. Stewardship entails storing and protecting the archive and providing meaningful service to the community of users. The steward will (1) provide against loss due to physical phenomena; (2) assure that data is not lost due to storage technology obsolescence; and (3) maintain data in a current formatting methodology.

Stewardship of very large digital data archives

This paper addresses the problems foreseen by the author in stewarding the very large digital data archives that will accumulate during the mission of the Earth Orbiting Satellite (EOS). It focuses on the function of 'shepherding' archived digital data into an endless future. Stewardship entails a great deal more than storing and protecting the archive. It also includes all aspects of providing meaningful service to the community of users (scientists) who will want to access the data. The complete steward will be required to do the following: (1) provide against loss due to physical phenomena; (2) assure that data is not 'lost' due to storage technology obsolescence; (3) maintain data in a current formatting methodology with the additional requirement of being able to reconstitute the data to its original, as-received format; (4) secure against loss or pollution of data due to accidental, misguided, or willful software intrusion; (5) prevent unauthorized electronic access to the data, including unauthorized placement of data into the archive; (6) index the data in a metadatabase so that all anticipatable queries can be served without searching through the data itself; (7) provide responsive access to the metadatabase; (8) provide appropriately responsive access to the data; (9) incorporate additions and changes to the archive (and to the metadatabase) in a timely way; and (10) deliver only copies of data to clients - retain physical custody of the 'official' data. Items 1 through 4 are discussed in this paper.

NASA Archives and Data Stewardship in the Cloud with Cumulus

NASA's Earth Observing System Data and Information System (EOSDIS) houses nearly 30PB (petabytes) of critical Earth Science data and with upcoming missions is expected to balloon to between 200PBs-300PBs over the next seven years. The magnitude of data collected makes it infeasible to download data and process it locally, forcing us to re-think how we store and work with earth science data. NASA has looked to the cloud to address this, building its open source Cumulus software to manage the ingest of diverse data in a wide variety of formats into the cloud and provide services to manage and access the data. In this talk, we will describe how Cumulus provides common features needed to manage a cloud archive in the realm of ingest, data stewardship, and cost-controlled distribution of science data to users and services.

Overview of the Long-Term Stewardship of the Remediated Uranium Mining and Milling Sites in Europe - 20079

Uranium mining in Europe began in the ' 40's for civil and military applications. The great majority of the uranium mines have now been closed and are going through the stages of decommissioning and/or rehabilitation. Today, the main uranium producers are outside the EU; only a few mines are still in operation inside the EU. In 2006, the situation of the uranium mines and mill tailings in Europe, identifying the tailings liabilities, their status, the plans for these sites and any associated hazards, was reported to the EC. The legacy of uranium mines and mill tailing disposals in the EU are located mainly in 12 Member States where, in total, 87 tailing objects were identified at 63 sites. The volume of each one of these tailings disposal varies from a few thousand to several tens of million m{sup 3}. The majority of these sites are no longer in operation. More than 40 tailing embankments have already been completely remediated. Approximately 20 are currently being remediated while for the remaining objects, remediation has yet to start. After ten years, and for a few cases where the respective projects have not yet been completed, it seems that most of Europe's uranium mines and milling legacies were remediated according to acceptable environmental standards. Nevertheless, Europe is about to face a new challenge that comes from the concluded remediation projects for which an effective set of measures for coordinated institutional control, known as 'long-term stewardship', is needed including, in most cases, continuous and active maintenance. Moreover, the uncertainty of what will happen to these sites if institutional control fails at some point in time is a major concern. This work presents a summary of the situation and current issues of the uranium mine and mill tailings in Europe and their remediation status. It addresses not only the management of existing uranium mine and mill legacies but also the methods and strategies that have been used to prevent the creation of new future legacy sites from uranium mines still in operation. Nb 3 Sn Superconducting Cavities by Bronze Routes for Accelerator Stewardship

This project explored the challenges of making Nb 3 Sn superconducting radio-frequency (SRF) cavities by bronze routes. The SRF research community has prioritized Nb 3 Sn for many reasons, including the possibility to operate linacs for stewardship applications in continuous-wave mode with compact cryogenic systems. Existing Nb 3 Sn approaches use a cavity body made of niobium and apply tin to the polished cavity interior, a starting point that contains the main costs of present niobium cavity technology. Further complexity is then added because a high vacuum and temperature >1100 °C must be used to prevent formation of undesirable Nb-Sn phases, de-gas interstitial contaminants, and maintain the high purity of the Nb body. The project sought a more cost-effective solution for the same performance opportunities by exploiting the Cu-Sn-Nb diffusion reactions used to make Nb 3 Sn superconducting wires for magnets, which can be carried out at ~700 °C and are compatible with much cheaper copper cavity bodies. The project also sought understanding of the materials science and factors that affect superconducting properties. The project has impacted SRF cavity technology by demonstrating feasibility of alternative routes that enable compact, high-power electron accelerators for energy, security, environment, medical, and commercial applications.

Stewardship of NASA's Earth Science Data and Ensuring Long-Term Active Archives

Program, NASA has followed an open data policy, with non-discriminatory access to data with no period of exclusive access. NASA has well-established processes for assigning and or accepting datasets into one of 12 Distributed Active Archive Centers (DAACs) that are parts of EOSDIS. EOSDIS has been evolving through several information technology cycles, adapting to hardware and software changes in the commercial sector. NASA is responsible for maintaining Earth science data as long as users are interested in using them for research and applications, which is well beyond the life of the data gathering missions. For science data to remain useful over long periods of time, steps must be taken to preserve: (1) Data bits with no corruption, (2) Discoverability and access, (3) Readability, (4) Understandability, (5) Usability' and (6). Reproducibility of results. NASAs Earth Science data and Information System (ESDIS) Project, along with the 12 EOSDIS Distributed Active Archive Centers (DAACs), has made significant progress in each of these areas over the last decade, and continues to evolve its active archive capabilities. Particular attention is being paid in recent years to ensure that the datasets are published in an easily accessible and citable manner through a unified metadata model, a common metadata repository (CMR), a coherent view through the earthdata.gov website, and assignment of Digital Object Identifiers (DOI) with well-designed landing product information pages.
