Cyber‐Resilient Distributed Energy Resource Control Algorithms for Smart Distribution Grids

ABSTRACT This paper focuses on the development of cyber‐resilient gradient‐based optimisation algorithms and theoretical proof for grid‐interactive distributed energy resource (DER) control to enable two grid services of virtual power plants (VPPs) dispatch and grid voltage regulation, considering the communication and security impacts. Firstly, the combined DER dispatch and voltage regulation as a real‐time gradient‐based optimisation problem is recapped. Thereafter, we consider a probabilistic traffic model to characterise packet delays and loss in a communication network, and study how the delays enter the process of information exchange among the grid measurement units, local DER controllers and the grid control centre that execute this control algorithm in a coordinated manner. Then, a strategy combining delay thresholds and message update rules is proposed to immunity the asynchrony resulting from the communications traffic and it avoids possible numerical instabilities and sensitivities of the power tracking and voltage regulation capabilities, resulting as cyber‐resilient DER control algorithms. Additionally, their convergence is theoretically proved. Effectiveness of proposed cyber‐resilient algorithms has been validated on the IEEE 37‐bus system in terms of convergence, VPP tracking and voltage regulation performance for smart distribution systems with high penetration of DERs.

An Innovative Energy Management System for Microgrids with Multiple Grid-Forming Inverters

As increasingly more grid-forming (GFM) inverter-based resources replace traditional fossil-fueled synchronous generators as the GFM sources in microgrids, the existing microgrid energy management systems (EMS) need to be updated to control and coordinate multiple GFM inverters that consider system control objectives under different microgrid connection states. For each state, we formulate an optimization problem and apply a real-time feedback-based control algorithm; altogether, the control algorithms seamlessly connect the states into a generic microgrid EMS that controls the nodal voltages and frequencies, becomes a virtual power plant (VPP) when connected to the main grid, and coordinates power sharing responsibility among GFM sources when islanded. We showcase the EMS on a real-world simulation of a microgrid under the different states to demonstrate its operational effectiveness.

Enhancing Cloud Cybersecurity: Prescriptive Controls for Operational Technology

This whitepaper provides strategic insights and recommendations into security cloud-based solutions for electric utilities, encompassing operational technology (OT), virtual power plants (VPP), distributed energy resources (DERs), applications, networks, and data storage as they transition to and leverage cloud infrastructure through managed service providers (MSPs) and cloud service providers (CSPs). Principles derived from established frameworks serve as a foundation for best practices across cybersecurity projects and remove the constraints of settling on a single framework. For organizations that prefer not to integrate a specific framework altogether, elements of the proposed approach could be adopted or tailored to best fit defined requirements and expected functionalities. The Cirrus assessment, a utility cloud feasibility tool, and the roadmap it provides serve as a precursor to this paper, which seeks to be a valuable resource for defining next steps following cloud technology integration feasibility appraisal. With its comprehensive approach to adoption, the Cirrus framework offers strategic guidance on responsibly preparing for or deploying a utility cloud solution. The previously published whitepaper, “Use Case-Informed Framework for Utility Cloud Migration,” details the guiding strategy, research, and deployment of cloud solutions within electric and interconnected grid systems. Before implementing the controls suggested in this document, it is recommended that stakeholders complete Cirrus's cloud integration assessment and pair the results with their unique cybersecurity controls to form a comprehensive cloud-based utility cybersecurity plan. The Cirrus outcome will consider a series of future architectures for the grid before and after the energy transition and evaluate the arguments for and against cloud applications for each electric and interconnected grid layer. This document is a companion to the original whitepaper, "Use Case-Informed Framework for Utility Cloud Migration" to further identify and recommend security controls based on Cirrus’s cloud integration assessment output. The following whitepaper outlines the cybersecurity controls that secure cloud-service models pertinent to the electric sector using the predefined categories identify, protect, detect, and respond and recover. The objective is to outline prescriptive security controls based on the type of architecture and data stored in the cloud. The focus includes dissecting the shared responsibility model and elucidating what on-premises Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS) entail. A pivotal consideration in this context is allocating responsibility for foundational cybersecurity aspects—having used Cirrus for the cloud integration assessment. The ensuing controls detailed herein also represent a checklist of controls necessary for a secure cloud transition, equipping utilities with the knowledge to navigate this digital transformation with confidence and strategic foresight in a safe and responsible manner.

Securing Flexible Demand [Slides]

This briefing presents some prior work on security needs for virtual power plants (VPPs). This presentation introduces virtual power plants (VPPs) and discusses why they are an emerging participant in our power grid. We will look at several examples where they have been critical for grid reliability. We will then take a dive into some of the risks associated with wide-area digital coordination of VPP assets, and finally conclude with an outlook on what's next.

POWER ELECTRONICS GRID TIED SYSTEM FINAL REPORT

Across the country, electric utilities are grappling with the persistent hurdles of integrating Distributed Energy Resources (DERs). Managing these assets safely and effectively is a complex endeavor, complicated by varying ownership structures, management philosophies, and the diversity of the technologies themselves. Consequently, the industry has seen a proliferation of bespoke system designs, control strategies, and communication frameworks—forcing utilities to spend significant time and resources developing one-off integration solutions. This project addressed these integration hurdles through a scalable demonstration of intelligent devices designed to coordinate and control diverse resources in low-voltage applications. This concept minimized the need for complex integration by transforming the separate DERs into a dispatchable virtual power plant (VPP) with integrated resiliency functions (called a Node). By collaborating with a utility partner, the project focused on developing rapidly implementable use cases that bridged the gap between theoretical control and real-world deployment
