NASA Procurement Career Development Program

The NASA Procurement Career Development Program establishes an agency-wide framework for the management of career development activity in the procurement field. Within this framework, installations are encouraged to modify the various components to meet installation-specific mission and organization requirements. This program provides a systematic process for the assessment of and planning for the development, training, and education required to increase the employees' competence in the procurement work functions. It includes the agency-wide basic knowledge and skills by career field and level upon which individual and organizational development plans are developed. Also, it provides a system that is compatible with other human resource management and development systems, processes, and activities. The compatibility and linkage are important in fostering the dual responsibility of the individual and the organization in the career development process.

State-Level Trends in Renewable Energy Procurement via Solar Installation versus Green Electricity

In recent years, options for procuring renewable energy have increased, ranging from rooftop solar installation to utility green pricing to Community Choice Aggregation. These options vary in terms of costs and benefits to the consumer as well as grid integration implications. However, little is known regarding how the presence of a wide range of voluntary utility-scale renewable procurement options as well as their growth could affect adoption of distributed residential solar. To examine this relationship, we fit a two-stage least squares random effects regression model on panel data from 2016 to 2019 for all fifty US states plus the District of Columbia, controlling for variables that measure state-level policies, economic factors, and resource availability. Although there was no evidence of a strong relationship between demand for utility-scale and distributed options across all states, the state-level correlations suggest a wide variation between states including a positive, zero or negative relationship between utility-scale and distributed generation.

Voluntary Renewable Energy Procurement Programs in Regulated Utility Markets

Multinational corporations are increasingly purchasing renewable energy (RE) to fulfill international commitments, reduce supply chain emissions, limit environmental impact, and secure stable and affordable electricity. The potential scale of global corporate RE purchasing has been estimated to be nearly 100 GW and growing; however, many markets still lack supportive enabling environments for corporations to access RE through on-site project development or private sector transactions. Even where allowed by law, on-site generation may be insufficient due to space and technical constraints, introducing additional challenges. Utility green pricing and utility green tariff programs backed by renewable energy certificates (RECs), referred to as utility green procurement programs (GPPs) in this report, offer powerful market-based solutions to utilities, regulators, and policymakers to provide corporate and other consumers with RE product options while generating revenue to support RE development. As RE markets expand around the globe, GPPs have proven to be effective mechanisms in market regimes, ranging from fully integrated state-owned utilities to broadly liberalized power markets. GPPs utilize RECs, which are a type of energy attribute certificate and closely resemble guarantees of origin, to track and ultimately monetize RE attributes that corporations and other buyers must procure to demonstrate progress against their RE commitments and make public claims of RE use. Time-tested and transparent REC accounting mechanisms provide market confidence, while at the same time offering flexibility to utilities, regulators, and customers for a range of applications. RECs are used in all types of electricity market structures, as indicated in Figure 1, but REC-based program designs and supporting components differ depending on the type of market. Liberalized markets allow for customers to contract directly with generators for electricity and RECs, while traditionally regulated markets with vertically integrated utility structures may have greater restrictions on generation asset ownership and electricity sales. RE markets can be further defined as being either mandatory or voluntary. Mandatory markets require suppliers to deliver specified amounts of RE to grid customers, such as under a renewable portfolio standard (RPS), while voluntary markets involve no legal mandates, but demand is driven by self-imposed customer goals.

Flexible Ramping Product Procurement in Day-Ahead Markets

Flexible ramping products (FRPs) emerge as a promising instrument for addressing steep and uncertain ramping needs through market mechanisms. Initial implementations of FRPs in North American electricity markets, however, revealed several shortcomings in existing FRP designs. Here, in many instances, FRP prices failed to signal the true value of ramping capacity, most notably evident in zero FRP prices observed in a myriad of periods during which the system was in acute need for rampable capacity. These periods were marked by scheduled but undeliverable FRPs, often calling for operator out-of-market actions. On top of that, the methods used for procuring FRPs have been primarily rule-based, lacking explicit economic underpinnings. In this paper, we put forth an alternative framework for FRP procurement, which seeks to set FRP requirements and schedule FRP awards such that the expected system operation cost is minimized. Using real-world data from U.S. ISOs, we showcase the relative merits of the framework in (i) reducing the total system operation cost, (ii) improving price formation, (iii) enhancing the the deliverability of FRP awards, and (iv) reducing the need for out-of-market actions.

Managing Procurements in the Time of Covid-19: SNS-PPU as a Case Study

In early 2020, COVID-19 swept across the world. The accelerator industry, like many others, was impacted by disease, delays, shortages, and new working conditions. All Thomas Jefferson National Accelerator Facility (JLab) employees were sent home in mid-March 2020, with many still working remotely now. At the time, JLab was working on the Proton Power Upgrade (PPU) to the Spallation Neutron Source (SNS) at Oak Ridge National Laboratory (ORNL). Procurements had been placed and were being managed, parts were being received and inspected. This paper details the JLab procurement plan for the SNS PPU project, and the mitigations that were developed to continue to support this project smoothly under the limitations imposed by COVID-19.

Reference Interoperability Procurement Language

Achieving interoperability involves reaching agreement on common interfaces and promoting interoperability through performance specifications. Effective integration practices are a simple, effective, and direct way of addressing the challenge. By deciding on an integration approach with well-defined interfaces and selecting systems and devices that conform to that approach and choosing integrators that have experience implementing the chosen approach, many problems can be avoided. No integration effort is seamless but by specifying interoperability requirements during the procurement process typical problems from ad hoc approaches can be avoided or reduced. By continuing this approach to its conclusion at the end of the procurement process, these same interoperability requirements may lead themselves to specified performance criteria that can be used to measure interoperability during implementation. The contractual language may contain performance incentives and penalties tied to these requirements as appropriate.

Reconstitution of Sandia's Melt Laboratory: A Strategic Approach to Address Alloy Procurement and Quality Challenges - Part 1

In recent years, the procurement of essential materials such as Stainless Steels, Ni-Alloys, and Kovar has become increasingly challenging. Lead times for these materials have extended to over 24 months, placing significant stress on the reliability of attaining these alloys. This situation is exacerbated by the supplier’s minimum purchase requirement of excessively large quantities to meet unique purchase order (PO) requirements which is usually above the maximum requirements of Sandia National Laboratories (SNL). Additionally, the reluctance of foundries to engage in small lot development for SNL specific needs further complicates the procurement process. This white paper explores the reconstitution of SNL’ Melt Laboratory as a strategic solution to mitigate these challenges.

Standard spacecraft procurement analysis: A case study in NASA-DoD coordination in space programs

The Space Test Program Standard Satellite (STPSS), a design proposed by the Air Force, and two NASA candidates, the Applications Explorer Mission spacecraft (AEM) and the Multimission Modular Spacecraft (MMS), were considered during the first phase. During the second phase, a fourth candidate was introduced, a larger, more capable AEM (L-AEM), configured by the Boeing Company under NASA sponsorship to meet the specifications jointly agreed upon by NASA and the Air Force. Total program costs for a variety of procurement options, each of which is capable of performing all of the Air Force Space Test Program missions during the 1980-1990 time period, were used as the principal measure for distinguishing among procurement options. Program cost does not provide a basis for choosing among the AEM, STPSS, and MMS spacecraft, given their present designs. The availability of the L-AEM spacecraft, or some very similar design, would provide a basis for minimizing the cost of the Air Force Space Test Program.

Automated Procurement System (APS): Project management plan (DS-03), version 1.2

The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) is implementing an Automated Procurement System (APS) to streamline its business activities that are used to procure goods and services. This Project Management Plan (PMP) is the governing document throughout the implementation process and is identified as the APS Project Management Plan (DS-03). At this point in time, the project plan includes the schedules and tasks necessary to proceed through implementation. Since the basis of APS is an existing COTS system, the implementation process is revised from the standard SDLC. The purpose of the PMP is to provide the framework for the implementation process. It discusses the roles and responsibilities of the NASA project staff, the functions to be performed by the APS Development Contractor (PAI), and the support required of the NASA computer support contractor (CSC). To be successful, these three organizations must work together as a team, working towards the goals established in this Project Plan. The Project Plan includes a description of the proposed system, describes the work to be done, establishes a schedule of deliverables, and discusses the major standards and procedures to be followed.
