Preliminary study of GPS orbit determination accuracy achievable from worldwide tracking data

The improvement in the orbit accuracy if high accuracy tracking data from a substantially larger number of ground stations is available was investigated. Observations from 20 ground stations indicate that 20 cm or better accuracy can be achieved for the horizontal coordinates of the GPS satellites. With this accuracy, the contribution to the error budget for determining 1000 km baselines by GPS geodetic receivers would be only about 1 cm.

Control of large space structures: Status report on achievements and current problems

The objectives, state-of-the-art, and problems of large space structures control are outlined. The general objectives range from basic deployment and maneuvering, where some vibration modes may be suppressed, to disturbance rejection for very high performance imaging applications. The controls selected generally must produce some combination of eigenvalue/eigenvector and loads modification in order to achieve the mission objectives. An experiment illustrating the dynamic control of a suspended circular plate is described. Analysis methods used in system modelling, signal processing, and process control and monitoring are discussed. Sensor and actuator performance are assessed.

Contouring tunnel walls to achieve free-air flow over a transonic swept wing

The effects of wind-tunnel walls on the flow over a swept wing were greatly reduced by wall contouring. Significant reductions in spanwise pressure gradients were achieved by shaping all of the walls to conform to the streamlines over the model in free air. Surface pressure and oil-flow data were used to evaluate the effects of Mach and Reynolds numbers on the design. Comparisons of these data with inviscid calculations indicate that free-air flow is established at a Mach number of 0.74 and at Reynolds numbers above 4.7 million.

Composites for Increased Wear Resistance: Current Achievements and Future Prospects

The various ways in which reductions in wear and/or friction can be achieved by the use of composite materials are reviewed. Reinforced plastics are emphasized and it is shown that fillers and fibers reduce wear via several mechanisms additional to their role of increasing overall mechanical strength, preferential transfer, counter face abrasion, preferential load support, or third-body formation on either the composite or its counterface. Examples are given from recent work on thin layer composites of the type widely used as dry bearings in aircraft flight control mechanisms. Developments in metal based composites and carbon-carbon composites for high energy brakes are discussed. The aspects which could benefit by increased fundamental understanding identified and the types of composites which appear to have greatest potential for further growth are indicated.

General approaches for achieving high speed computations

The basic organizational approach to achieve high speed computations has been to execute several instructions concurrently. Various algorithmic structures and related computer organizations have been identified and used for this purpose. Each of them is better suited for some classes of applications, provides a potential speed-up with respect to the sequential computer, and suffers from degradation factors that reduce the effective speed-up obtained. The basic algorithmic structures are presented, the corresponding computer organizations described and the potential degradation factors identified. Also included are considerations related to the cost of the system and to the corresponding programming methodology.

Practical aspects of achieving accurate radiometric field measurements

This paper provides practical advice for investigators new to the field of high accuracy radiometric experiments. Sources typically used for calibrating land reflectance measurement instruments are identified, and some special considerations for their use are highlighted. The physical nature of the processes determining the output of these sources is emphasized, and an estimate of the typical calibration accuracies achieved with these sources is described. Several techniques for the validation and verification of instrument characterization are reviewed. Experiment design of the Backscattered Ultraviolet Spectrometer (BUV) and the Earth Radiation Budget Experiment (ERBE) are introduced as successful mission designs for accomplishing high accuracy radiation measurements from space. The goal of this paper is to introduce reasoning developed in other missions to experiments devoted to sensing the earth's surface and near surface.

The honeymoon effect in job performance - Temporal increases in the predictive power of achievement motivation

Correlations between a job performance criterion and personality measures reflecting achievement motivation and an interpersonal orientation were examined at three points in time after completion of job training for a sample of airline reservations agents. Although correlations between the personality predictors and performance were small and nonsignificant for the 3-month period after beginning the job, by the end of six and eight months a number of significant relationships had emerged. Implications for the utility of personality measures in selection and performance prediction are discussed.

Recent achievements in module reliability research

After 10 years of extensive research on crystalline-silicon flat-plate photovoltaic modules, the emphasis of recent reliability research has shifted to the emerging first-generation thin-film amorphous-silicon modules. These modules share much in common with their crystalline precursors, but also include many materials and processes that demand the development of reliability technologies. Key research thrusts include light-induced effects, cell corrosion, thermal diffusion, hot-spot heating, and electrical isolation of the cells from the module exterior. Research goals and recent achievements are described in each of these areas.

Phase noise in pulsed Doppler lidar and limitations on achievable single-shot velocity accuracy

The smaller sampling volumes afforded by Doppler lidars compared to radars allows for spatial resolutions at and below some sheer and turbulence wind structure scale sizes. This has brought new emphasis on achieving the optimum product of wind velocity and range resolutions. Several recent studies have considered the effects of amplitude noise, reduction algorithms, and possible hardware related signal artifacts on obtainable velocity accuracy. We discuss here the limitation on this accuracy resulting from the incoherent nature and finite temporal extent of backscatter from aerosols. For a lidar return from a hard (or slab) target, the phase of the intermediate frequency (IF) signal is random and the total return energy fluctuates from shot to shot due to speckle; however, the offset from the transmitted frequency is determinable with an accuracy subject only to instrumental effects and the signal to noise ratio (SNR), the noise being determined by the LO power in the shot noise limited regime. This is not the case for a return from a media extending over a range on the order of or greater than the spatial extent of the transmitted pulse, such as from atmospheric aerosols. In this case, the phase of the IF signal will exhibit a temporal random walk like behavior. It will be uncorrelated over times greater than the pulse duration as the transmitted pulse samples non-overlapping volumes of scattering centers. Frequency analysis of the IF signal in a window similar to the transmitted pulse envelope will therefore show shot-to-shot frequency deviations on the order of the inverse pulse duration reflecting the random phase rate variations. Like speckle, these deviations arise from the incoherent nature of the scattering process and diminish if the IF signal is averaged over times greater than a single range resolution cell (here the pulse duration). Apart from limiting the high SNR performance of a Doppler lidar, this shot-to-shot variance in velocity estimates has a practical impact on lidar design parameters. In high SNR operation, for example, a lidar's efficiency in obtaining mean wind measurements is determined by its repetition rate and not pulse energy or average power. In addition, this variance puts a practical limit on the shot-to-shot hard target performance required of a lidar.

Reliability Technology to Achieve Insertion of Advanced Packaging (RELTECH) program

A joint military-commercial effort to evaluate multichip module (MCM) structures is discussed. The program, Reliability Technology to Achieve Insertion of Advanced Packaging (RELTECH), has been designed to identify the failure mechanisms that are possible in MCM structures. The RELTECH test vehicles, technical assessment task, product evaluation plan, reliability modeling task, accelerated and environmental testing, and post-test physical analysis and failure analysis are described. The information obtained through RELTECH can be used to address standardization issues, through development of cost effective qualification and appropriate screening criteria, for inclusion into a commercial specification and the MIL-H-38534 general specification for hybrid microcircuits.

Achievements and challenges of Space Station Freedom's safety review process

The most complex space vehicle in history, Space Station Freedom, is well underway to completion, and System Safety is a vital part of the program. The purpose is to summarize and illustrate the progress that over one-hundred System Safety engineers have made in identifying, documenting, and controlling the hazards inherent in the space station. To date, Space Station Freedom has been reviewed by NASA's safety panels through the first six assembly flights, when Freedom achieves a configuration known as Man Tended Capability. During the eight weeks of safety reviews spread out over a year and a half, over 200 preliminary hazard reports were presented. Along the way NASA and its contractors faced many challenges, made much progress, and even learned a few lessons.

Mold bolt and means for achieving close tolerances between bolts and bolt holes

In the space shuttle, a cargo bay storage rack was required which was to be manufactured from a metal-plastic composite and bolted to a cargo structure. Following completion, utilization of the rack was disallowed due to tolerances, that is, the size differences between the outside bolt diameter and the inside hole diameter. In addition to the space shuttle problem there are other close tolerance requirements for bolts. Such environments often benefit from close tolerance bolting. Frequently such fabrication is not cost effective. Consequently there is a need for means of achieving close tolerances between bolts and bolt holes. Such means are provided. After compressing the elements together a strong rigid plastic, ceramic, or ceramic plastic fluid is forced into a channel extending through the bolt.
