Bi-Level Linear Programming Model for Automatic Load Shedding: A Distributed Wide-Area Measurement System-based Solution

Load shedding is currently implemented as a two-step based approach. In the first step, manual load shedding is taken place, were system operators, using estimates, inform distribution utilities of predicted stressful conditions. Information provided include the potential use of energy reserves, as well as load shedding amount. In a second step, automatic load shedding is done. The latter is realized using protection relays. While considering frequency variation, pre-defined values of load to be shed and correspondent number of stages for such to be realized are transformed into relay settings. Under-frequency protection relays use only local measurements towards decision making, thus operate in a decentralized architecture. Decision making is done in milliseconds plus breaker time. While this approach has provided much system reliability, considering the new smart grid paradigm, where system dynamics are much faster due to increasing renewable resources penetration, in some operating conditions it will generate sub-optimal solutions, such as islanding. Phasor measurement units provide a source of information which can be useful for this problem. Centralized architecture-based solutions for automatic load shedding, as present in the state-of-the-art, require though total processing times which are not acceptable for real-life implementation. In this work, considering the above, a bi-level linear programming model is presented. The model is implemented considering a distributed architecture while leveraging phasor measurement units data. The upper-level model estimates the current system state. Results of this model are embedded in a lower-level model, which decision variables are the location and load value to be shed. Easy-to-implement model, built-on the classic weighted least squares solution, highlight potential aspects towards real-life applications.

3013 Inner Container Closure Weld Region (ICCWR) Characterization by Wide Area 3D Measurement System (WAMS) Analysis (FY21 Progress Report)

As part of the 3013 Surveillance Program, through-wall penetration from stress corrosion cracking (SCC) of the 3013 inner containers has been identified as the most credible condition for failure withing the 50- years lifetime. Chlorides contained in Pu-bearing material, together with intra-canister humidity levels, metallurgical conditions, and internal stresses have been found to produce corrosion in the Inner Container Closure Weld Region (ICCWR) of the 3013 canister system. A Laser Confocal Microscope (LCM) is used as part of the 3013 Surveillance Program protocol to identify the prevalence of corrosion and corrosionrelated cracking in the ICCWR2. With the LCM, a close visual examination is made of the ICCWR surface along with measurements of corrosion-related features. LCM inspections produce immense amounts of image data that is time intensive to analyze. There is also a 9-year backlog of images, with approximately 49 canisters that must be evaluated. To expedite data analysis and reduce the amount of generated data, a Wide Area 3D Measurement System (WAMS) microscope has been added to the examination protocol. Although WAMS is a lower resolution microscope, small features of interest can be still identified. The advantage of collecting data for the full circumference using the WAMS is that it can take about 1/16 of the time needed with the LCM. Both systems offer capabilities that combined can be utilized to expedite the examination of the ICCWR. The WAMS is an efficient system for screening and identification of corrosion features while the LCM can be utilized to obtain higher resolution images areas identified by the WAMS. This report explains and justifies the data collection methods used with the WAMS. It includes a summary of the data generated by WAMS in FY21. The goals set for data collection in FY21 were met. A total of twenty-two DE’s were imaged, and analysis was carried out on eleven samples. The analyzed samples showed large numbers of potential cracks and pits distributed throughout the surfaces. Lastly, to explain the advantages of the WAMS, its capabilities were compared to those of a simpler microscope. Micrographs of the samples imaged in FY21 and those analyzed are included in the appendices.

Machine Learning-based Cyber-Physical Anomaly Detection in Wide Area Voltage Control Systems

Wide-area voltage control systems (WAVCS) are widely deployed in power grid to improve the voltage stability in transmission system using Flexible AC Transmission System (FACTS) devices. The WAVCS relies on wide-area measurement and control signals for closed-loop control of FACTS devices to improve the transient voltage stability in power grid in real-time. Since the WAVCS utilizes a cyber-layer communication during its normal operation, they are susceptible to cyber attacks from adversaries which can lead to a voltage collapse if the attacks go undetected and unmitigated. This paper proposes a supervised machine learning (ML)-based anomaly detection algorithm for detecting various stealthy cyber attacks in the context of WAVCS cybersecurity. In particular, a fuzzy logic-based wide-area controller, as proposed by the Bonneville Power Administration (BPA), is implemented on the Kundur’s four machine two-area system that is integrated with a static var compensator (SVC) to improve voltage profile on sensitive buses. Later, different types of data integrity attacks, including pulse and ramp attacks, are considered on the wide-area measurement and control signals to analyze the performance of the proposed anomaly detector. Our experimental evaluation shows a promising performance with a high true-positive rate (more than 99%) and low false-negative rate (less than 1%) while exhibiting a small prediction time.

A Cross-Domain Optimization Framework of PMU and Communication Placement for Multidomain Resiliency and Cost Reduction

Phasor measurement units (PMUs) play a crucial role in real-time monitoring and control of power grids. They rely on a communication network to transfer measurement data to the phasor data concentrator (PDC) for further processing and analysis. In this paper, a resilient cross-domain PMU and communication link placement method for minimizing the overall installation cost of the wide-area measurement system (WAMS) is proposed. Here, the main idea is to break down the barrier between the power grid domain and the communication domain, and consider the impact of one when design the other. The PMU placement in the power grid domain takes into account the cost of communication links by generating multiple solutions with equally minimum PMU costs for communication link placement evaluation. On the other hand, the communication link placement problem reduces the cost by customizing the routing policies based on the different roles of PMUs in grid observability. The proposed WAMS design is capable of withstanding any single component failure in the power domain (PMU failure or power branch failure) or in the communication domain (communication link failure or PDC failure). Numerical study on the IEEE 57-bus system reveals that the developed cross-domain optimization framework can significantly reduce the overall installation cost of WAMS while attaining multi-domain resiliency.

Voltage and Current Response Characteristics of PMU Device by PCI Simulation

Phasor Measurement Units (PMUs) are critical for the Wide Area Measurement System (WAMS), especially for real-time grid monitoring, disturbance location, and situation awareness. Once they are damaged, the stable operation of power system will be affected directly and greatly. As new electronic devices in power system, their immunity to electromagnetic pulse (EMP) events needs to be studied. In this paper, an effective impedance measurement scheme is proposed for port impedance measurement of PMU. A non-uniform transmission line model is established to eliminate the impact of fixture in the de-embedding process. Then circuit of pulse current generator is established to generate damping sinusoid and double exponential wave applied to the port. Finally, by using measured impedance as load of the generator, the voltage and current responses of different ports are calculated in the pulsed current injection (PCI) simulation. Results shows the characteristics of port impedance, voltage and current waveforms. The relation between port impedance and the waveforms is discussed.

Immunity Study: Port Impedance Measurement of PMU and PCI testing under EMP

Phasor Measurement Units (PMUs) are critical for the Wide Area Measurement System (WAMS), especially for real-time grid monitoring, disturbance location, and situation awareness. Once they are damaged, the stable operation of the power system will be affected directly and greatly. Therefore, it is urgent and necessary to study their immunity to electromagnetic pulse (EMP) events. In this paper, an effective impedance measurement scheme is proposed for port impedance measurement of PMU. The equivalent non-uniform transmission line model is established to eliminate the impact of the fixture in the de-embedding process. Then circuit of pulsed current generator is established to generate damping sinusoid and double exponential wave applied to the port. Finally, by using measured impedance as a load of the generator, the voltage and current responses of different ports are calculated in the pulsed current injection (PCI) testing simulation. Results show that common-mode impedance is large and differential mode impedance is small. The critical condition will appear in the common mode for voltage and differential mode for current.

WAMS-Based HVDC Damping Control for Cyber Attack Defense

Owing to the fast and large power regulating the capacity of the HVDC system, the wide-area measurement system (WAMS) based high voltage direct current (HVDC) system has been regarded as a prospective solution to deal with the low-frequency oscillation issue. However, due to the vulnerability of the WAMS communication, WAMS based HVDC system control can be a prime target of malicious penetrations that could lead to disastrous events. To remediate this adverse effect, an improved WAMS based HVDC damping control framework is proposed in this paper. First, a lightweight network named Attack Shuffle convolutional neural Networks (ASNet) is proposed to learn the characteristics of cyber attacks. Then, a model-free-based cyber attack defense framework is introduced to quickly identify the attack types based on the continuous wavelet transform and ASNet. Additionally, an improved control framework of the WAMS and HVDC-based wide-area power oscillation damping control (WH-PODC) is developed to provide different response control for mitigation of the impact of cyber attacks. Finally, the performance of the proposed WH-PODC control framework is evaluated with real PMU data in multiple scenarios in RTDS, where the results indicate that the response intensity can be kept under multiple types of cyber attacks while providing similar effectiveness in oscillation suppression to conventional controls.

Adding power of artificial intelligence to situational awareness of large interconnections dominated by inverter‐based resources

Abstract Large‐scale power systems exhibit more complex dynamics due to the increasing integration of inverter‐based resources (IBRs). Therefore, there is an urgent need to enhance the situational awareness capability for better monitoring and control of power grids dominated by IBRs. As a pioneering Wide‐Area Measurement System, FNET/GridEye has developed and implemented various advanced applications based on the collected synchrophasor measurements to enhance the situational awareness capability of large‐scale power grids. This study provides an overview of the latest progress of FNET/GridEye. The sensors, communication, and data servers are upgraded to handle ultra‐high density synchrophasor and point‐on‐wave data to monitor system dynamics with more details. More importantly, several artificial intelligence (AI)‐based advanced applications are introduced, including AI‐based inertia estimation, AI‐based disturbance size and location estimation, AI‐based system stability assessment, and AI‐based data authentication.

A Scalable PDC Placement Technique for Fast and Resilient Monitoring of Large Power Grids

The wide-area measurement system (WAMS) is a key enabler of real-time monitoring of power grids. The essential goals of WAMS design are fast and resilient data transfer from phasor measurement units (PMU) to phasor data concentrators (PDC). We propose a scalable two-stage PDC placement technique for minimizing the end-to-end delay while maintaining resiliency. In the prescreening stage, the plausible candidates of PDC configurations are identified based on a graph theory-based multi-median function (MMF). Here, in this article, a computationally efficient meta-heuristic algorithm is used to address scalability. In the candidate selection stage, two different algorithms, namely, Suurballe's and Dijkstra's, are employed to identify the best of those plausible PDC configurations as the final design. This technique not only minimizes the hop paths between PMUs and PDCs, but also ensures network resiliency against single PMU, PDC, or communication link failure by incorporating the roles of PMUs in power grid observability into routing policy. Simulation results on the IEEE 57-bus test power system and the 2000-bus test power system demonstrate the effectiveness and scalability of the proposed technique.

Immunity Study: Port Impedance Measurement of PMU and PCI testing under EMP

With the increased requirements of real-time grid monitoring, disturbance location, and situation awareness, Phasor Measurement Units (PMUs) have become more critical for the Wide Area Measurement System (WAMS). However, the vulnerability of PMUs has not been well studied, especially under electromagnetic pulse (EMP) scenarios. The stable operation of the power system will be affected directly once EMP damages them. Therefore, studying their immunity to EMP events is urgent and necessary. In this paper, the effective impedance measurement scheme and pulsed current injection (PCI) testing are proposed for the port impedance measurement and immunity levels of PMUs. The equivalent non-uniform transmission line model is established to eliminate the impact of the fixture in the de-embedding process. Then, the circuit of the pulsed current generator is set to generate a damping sinusoid, and the double exponential wave is applied to the port. Finally, using measured impedance as a generator load, the voltage and current responses of different ports are calculated in the PCI testing simulation. In conclusion, results reveal the characteristics of port impedance, waveforms of voltage and current, and distribution of accumulative energy. The relation between port impedance and the waveforms is discussed.

Cyber-Attack Identification of Synchrophasor Data Via VMD and Multifusion SVM

A large amount of synchrophasor data in the wide area measurement system (WAMS) needs to be collected and transmitted to the phasor data concentrator, thereby increasing the possibility of being attacked by hackers. The attacked data are therefore hidden into the normal synchrophasor data so that the synchrophasor data based application will be affected. To remedy this problem, an identification framework is proposed to detect the data cyber-attack in WAMS utilizing variational mode decomposition (VMD) and multifusion support vector machine (MSVM). First, VMD is used to transform the attacked data into multiple modal components. Thereafter, a novel MSVM is employed to classify the deterministic features using the proposed linear combined multikernel (LCM). Further, this LCM can fuse multiple types of features, including the time, frequency, and statistical domains of the synchrophasor data. Utilizing the actual data from FNET/GridEye, different experiments are conducted under multiple attack strengths and types. The results demonstrate that the identification framework has higher precision and robustness compared with other conventional classifiers.
