Waste Retrieval Enhancements to Achieve Preliminary Cease Waste Removal in Savannah River Site Liquid Waste Tanks 9H and 10H – 25348

The Liquid Waste (LW) contractor at the Savannah River Site (SRS) is Savannah River Mission Completion (SRMC). The LW Mission is tasked with processing legacy nuclear waste stored in underground waste tanks for final disposition. The Concentration, Storage, and Transfer Facilities (CSTF) contain 43 active waste tanks and 8 closed waste tanks between the two tank farms, F-Area Tank Farm (FTF) and H-Area Tank Farm (HTF). The first steps in the Waste Retrieval and Tank Closure (WRTC) process are the waste removal campaigns, consisting of either salt dissolution or sludge mobilization. Two tanks that are rapidly approaching the final closure determination and have demonstrated considerable success with salt dissolution are Tanks 9 and 10. The closure of these tanks is a high priority for the LW Mission due to the greater environmental risk they pose since both tanks reside within the water table and contain active leak sites from the primary tank to the annulus space. Tanks 9 and 10 have each recently completed their respective salt dissolution campaigns and achieved the Preliminary Cease Waste Removal (PCWR) milestone.

Organic Acid-Assisted Thermal Dehalogenation of Halide Salt Nuclear Wastes: From Waste Salts to Borosilicate Glass

Only a handful of high-halide salt waste forms have been demonstrated for vitrification-based immobilization strategies for halide-salt nuclear waste streams (e.g., pyroprocessing wastes, molten salt reactor wastes) and they all have low waste loading potential and most have low chemical durabilities for high-alkali streams. An alternative approach to direct salt immobilization is salt partitioning prior to waste form fabrication and one option for partitioning is halide removal (called dehalogenation). Removing the halogen fraction through dehalogenation can significantly reduce the waste volume required for disposal in the primary waste form. Furthermore, when dehalogenation is performed using organic acids, the dehalogenation reagent can decompose during high-temperature vitrification, reducing waste loading limitations in the waste form. In the current work, different organic acids (i.e., oxalic, formic, acetic, oxamic, and citric) were evaluated for dehalogenation efficiency of a simple chloride salt simulant (7.19% LaCl 3 , 53.77% LiCl, and 39.04% KCl, by mole) and a more complex chloride salt simulant called ERV3 (electrorefiner version 3) at 150 °C–300 °C and using H + /Cl – molar ratios of 1:1, 2:1, and 3:1. Additionally, a borosilicate glass waste form called TARS (or the average of refined specifications) was formulated, produced, and characterized for dehalogenated ERV3.

The Utility of Waste Tank Historical Reviews in Bulk Waste Removal Operations at the Savannah River Site – 25271

SRMC is actively working to remove, treat, and dispose radioactive waste generated by the separation facilities at SRS since their initial operations in the 1950s. The separation facilities at SRS have produced nuclear materials for a variety of purposes, particularly national defense, and continue to support the disposition of spent fuel through the Accelerated Basin Deinventory program. In almost 70 years of operation, nearly 625,000 m3 (165 million gallons) of radioactive waste have been generated and transferred to the tank farm facilities at SRS [1]. As a result of volume reduction (e.g., evaporation) and waste solidification (e.g., vitrification), approximately 127,000 m3 (33.5 million gallons) of material remain as of June 30, 2024 [2]. This liquid waste has since been stored in 51 large underground waste tanks present on the site. These waste tanks may contain up to 4,921 m3 (1.3 million gallons) of radioactive waste each in the form of saltcake or sludge. SRMC’s contract is to treat and dispose of this waste, clean the tanks, and operationally close them. To date, 8 of the 51 waste tanks have been operationally closed. Waste retrieval and tank closure activities are ongoing in an additional 17 tanks through either operations in the field or in design [3].

FY22 Development of Improved Grout Waste Forms for Supplemental Low Activity Waste Treatment

About 54 to 56 million gallons of radioactive mixed waste is currently stored in underground tanks at the United States Department of Energy’s (DOE’s) Hanford site in the State of Washington. This waste will be separated into low- and high activity waste fractions, which will then be vitrified respectively into Immobilized Low Activity Waste (ILAW) and Immobilized High Level Waste (IHLW) products for subsequent disposal. The ILAW product will be disposed of in an engineered facility at the Hanford site while the IHLW product is designed for acceptance into a national deep geological disposal facility for high level nuclear waste. Treatment of the tank waste will take place in the Hanford Tank Waste Treatment and Immobilization Plant (WTP), which is under construction. However, since the WTP Low Activity Waste (LAW) Vitrification Facility was not designed to process the entire inventory of Hanford LAW, up to half of the retrieved Hanford LAW will require supplemental immobilization. Electronic Waste (E-Waste) Recycling: Barriers and Opportunities for State, Local, and Tribal Governments

Electronic waste, or e-waste, encompasses end-of-life electrical and electronic equipment, including computers, monitors, televisions, printers, cell phones, household appliances with electronic components, and small consumer devices containing batteries or circuitry. E-waste is one of the fastest-growing components of the U.S. waste stream, with nearly 8 million tons generated in 2022. E-waste presents two related public-interest considerations. First, e-waste contains economically and strategically important materials: base metals (copper, aluminum, iron, steel), precious metals (gold, silver, platinum group metals), and critical materials such as rare earth elements, gallium, and indium that appear on the U.S. Geological Survey's (USGS) 2025 List of Critical Minerals. Second, many electronic devices contain hazardous constituents - including lead, mercury, cadmium, and brominated flame retardants - as well as rechargeable batteries that can pose fire risks during handling. Effective management of these constituents helps protect workers, communities, and the environment. In the United States, it is estimated that less than 20% of e-waste is formally collected and recycled, leaving over 6 million tons landfilled or otherwise unrecovered. This fact sheet provides state and local decision-makers an overview of (1) e-waste composition and recoverable materials, (2) technology pathways used to recover those materials, and (3) examples of operational and partnership structures used to provide e-waste recycling capacity in the United States. It is intended to complement existing collection-program guidance available through U.S. Environmental Protection Agency (EPA) and other sources.

Evaluation of Iron‐Phosphate Glass–Ceramic Waste Form for Electrorefiner Salt Waste Simulant Dechlorinated With Phosphoric Acid

The importance of glass and glass–ceramic nuclear waste forms has been reaffirmed in recent years by the growing interest in nuclear power as a reliable energy source. Determination of processing methods for the disposal of halide-containing wastes will be essential for the advancement of nuclear technologies such as non-aqueous fuel reprocessing. Phosphate-based dechlorination and subsequent vitrification of radioactive salt waste into an iron-phosphate waste form have been identified as a potential processing scheme for electrochemical processing waste. The impact of H 3 PO 4 -based dechlorination of complex salt mixtures on the vitrification process and structure of the final iron-phosphate waste form has not yet been investigated. In this work, iron-phosphate glass–ceramics were made from simulant salt waste (48LiCl–33KCl–19NaCl mol%) dechlorinated with the H3PO4-based method. The glass-forming region was compared to that of traditionally prepared Na 2 O–Fe 2 O 3 –P 2 O 5 systems. For a candidate glass-forming composition, the processing scheme presented here was determined to favor Fe 3+ species. The O/P molar ratio was consistent for the candidate composition when dechlorinated at 400°C and 600°C in air and argon environments, indicating glass network connectivity was maintained despite variations in processing parameters. The results presented here validate processing schemes requiring iron-phosphate waste form synthesis following H 3 PO 4 -based dechlorination.

Improbability of Post-Closure Criticality in Array of Transuranic Waste Containers after Compaction by Salt Creep at Waste Isolation Pilot Plant

Based on the rationale presented, post-closure nuclear criticality is improbable when room closure compacts containers disposing transuranic (TRU) waste emplaced at the Waste Isolation Pilot Plant (WIPP), an operating repository in bedded salt in southeastern New Mexico. As described in the original WIPP certification, a qualitative estimate of the probability of post-closure criticality in TRU waste produced from atomic energy defense activities has been low either because remote-handled TRU waste canisters are neutronically isolated by the bedded salt or because the low fissile mass in an array of contact-handled TRU waste drums cannot be compacted sufficiently by room closure from salt creep. These situations are still valid for the majority of TRU waste that is disposed at WIPP without any disposal constraints, as updated herein. This report also qualitatively evaluates the probability of criticality after disposal of TRU waste in pipe overpack containers (POC) where every POC in a shipment may have the maximum 200 fissile gram equivalent of 239Pu content. The probability of criticality for a disposal room filled with POCs is estimated during four representative phases of repository evolution: (1) a large salt block falls onto POCs in the first 20 years, (2) salt creep closes a disposal room in the first 1000 years without brine seepage and subsequent gas generation, which permits maximum compaction, (3) some brine seepage occurs into the closed room, which initiates consumption of the fiberboard (cellulose) impact absorber in the POC in the second 1000 years, and (4) full brine inundation of a room and consumption of all fiberboard thereafter. Salt-block fall in the first phase does not greatly disrupt three tiers of POCs. The compacted spacing of POCs in the later three repository conditions is calculated through high-fidelity, geomechanical modeling. Criticality evaluation of compacted 200-g 239 Pu spheres at the compacted spacing shows that neither 12-inch nor 6-inch POCs are critical after the first 1000 years, the second 1000 years, or thereafter as the sea of reflector material changes to represent the three repository conditions. Specifically, fiberboard and iron isolates 239 Pu while dry, and brine reduces the reactivity when a room is partially and fully inundated. Because POC behavior bounds behavior of other standard TRU waste containers, post-closure criticality caused by room closure compacting containers is omitted in the performance assessments for the 2019 and 2026 WIPP compliance re-certification applications to the US Environmental Protection Agency.

Contextualizing Wind Turbine Blade Waste: Comparison to Other Global Waste Streams

Worldwide wind energy generation capacity has grown rapidly over the past several decades, and wind turbines installed at the beginning of this wave of growth are approaching the end of their design lifetimes. As an increasing number of wind power plants reach their end of life, both decommissioning and repowering (i.e., dismantling or refurbishing existing turbines and commissioning new ones) will produce waste material from the retired wind turbines, foundations, and balance of plant. However, the amount and type of waste, particularly for wind blades, is often mischaracterized. Although wind turbine components are largely recyclable, the blades are typically made of fiberglass composites, which can present challenges for material recovery and reuse. Within the USA, the accumulation of wind turbine blades in landfills has raised questions about whether the continued expansion of wind energy is sustainable if it results in substantial future waste. This study compares the mass and volume of potential global wind blade waste to other waste streams. It also discusses the materials used to manufacture wind turbine blades and summarizes current options for material redesign, recycling (recovery and reuse), repurposing, and disposal of used blades. The analysis indicates that, although wind turbine blades could represent 14% of the composite market by 2027, the potential future mass and volume of wind turbine blade waste is relatively small compared to other industries. These findings suggest that although the development of scalable, economically viable, and environmentally sustainable methods for wind turbine manufacturing, repurposing, and recycling is important, it may make sense to take advantage of synergies among multiple industries in recycling composite waste, rather than focusing solely on wind turbine blades. From a global perspective, larger sustainability, recycling, and waste stream reduction impacts can be made in other industries, such as transportation and construction.

RH-TRU Waste Streams: HFDA Crucibles Create New Complex Waste Stream

This project focuses on the removal of the Hot Fuel Dissolution Apparatus (HFDA) crucibles from the Hot Fuel Examination Facility’s (HFEF) hot cells to create space for upcoming projects. The project team has created a crucible and pyro-salt non-debris waste stream that can be disposed of at Waste Isolation Pilot Plant (WIPP). Chemical Compatibility Examinations (CCEs) must be performed on candidate waste by reviewing the types of chemicals used in the experiments, information found in INL Process Knowledge Summary Reports (PKSRs), and Environmental Protection Agency guides on chemical compatibility. The CCEs identify which chemicals can be safely combined to ensure adverse reactions do not occur in the waste packages. The CCEs are then used to update the PKSR, Basis of Knowledge, and Acceptable Knowledge documents and demonstrate compliance with the WIPP Waste Acceptance Criteria. Once documents are finalized, they are reviewed and approved by the WIPP Central Characterization Project (CCP) to ensure proper waste stream characterization. After the documents are approved, the crucibles can be packaged and shipped to the Idaho Nuclear Technical and Engineering Center for storage awaiting certification. CCP will certify the waste using the approved documents and a series of confirmatory testing before being shipped and disposed in WIPP’s deep geological repository. Currently, the CCE is in progress and the PKSRs are being updated.

FY24 Development of Improved Grout Waste Forms for Alternative Low Activity Waste Treatment

Since the WTP Low Activity Waste (LAW) Vitrification Facility was not designed to process the entire inventory of Hanford LAW, up to half of the retrieved Hanford LAW will require supplemental immobilization. Immobilizing LAW in a cementitious waste form known as Cast Stone has been investigated as a possible candidate supplemental immobilization technology. In FY21, Washington River Protection Solutions, LLC (WRPS) tasked Atkins and the Vitreous State Laboratory (VSL) of The Catholic University of America (CUA) to perform testing to evaluate methods for reducing the release of COCs, particularly nitrate, 99Tc, and 129I, from cementitious waste forms made from aqueous LAW derived from Hanford Tank Waste. FY22 work built on the FY21 results and further developed formulations while targeting higher waste loadings. The objective of this work was to perform laboratory-scale testing to further refine the most promising formulation(s) that were identified in the FY23 work. The goal of the refinement was to further reduce the release rates for 99Tc, Cr, 129I, and nitrate while maintaining workability of the fresh grout, and to increase waste loading.

Analysis of NuCycle® Process Waste Streams and Identification of Candidate Waste Forms (CRADA 719) Abstract

The objective of this project is to support collaboration between PNNL and Curio to address technical gaps in the immobilization of waste streams generated by the NuCycle® process, thereby improving the overall viability of the technology. This work will be carried out in two phases, described below. Phase 1 – Waste Management Study The first phase consists of a comprehensive waste management study focused on the waste streams produced during the NuCycle® process, including those containing long lived fission products (LLFPs, e.g., I 129) and transuranic elements (TRUs). This phase involves compiling waste compositions and characteristics based on recently completed NuCycle® testing and modeling efforts. Established waste forms and processing methods will be identified for streams where they are applicable.

Synergy in Materials: Leveraging Phosphosilicate Waste Forms for Electrochemical Salt Waste

Here, waste forms containing glassy and crystalline phosphate and silicate phases were produced to immobilize salt waste simulants from pyroprocessing and characterized by using Raman spectroscopy, Mössbauer spectroscopy, X-ray diffraction, scanning electron microscopy, heat capacity, and chemical durability measurements. In this work, a phosphosilicate waste form is presented to leverage the benefits of both borosilicate glasses and iron phosphate glasses. To improve waste loading, prior to immobilization, salt simulants were successfully dechlorinated using ammonium dihydrogen phosphate, mixed with a borosilicate frit (5–30 wt %) and Fe 2 O 3 , and vitrified. Additions of 2.5–15 wt % borosilicate glass (NBS3) improved normalized release rates for Cs relative to iron-phosphates without NBS3, resulting in chemical durabilities similar to high-level waste borosilicate glass reference materials. The release rates of the alkalis (i.e., Li, Na, K, Cs) were the lowest with the addition of 5 wt % NBS3. Although Sr was not specifically targeted in this study, evidence exists that it preferentially partitioned with Si to form an amorphous droplet phase within the iron phosphate glass matrix.

Waste management strategies for military-generated waste in the United States

Sustainable and energy efficient municipal solid waste (MSW) management is vital for the health and performance of deployed soldiers, as they play an important role in the safety and dignity of a country. As the United States targets net-zero carbon-free emission goals, research and development are essential to surpassing current practices for management of MSW at military installations, both at home and abroad. To achieve this, it is important to act upon and implement the policies and instructions set by government agencies such as the Environmental Protection Agency (EPA), the Department of Energy (DOE), and the Department of Defense (DoD). Understanding the composition of waste and disposal methods that are in use at military installations is a crucial step to success. Here, the authors show this through analyzed data from trusted sources, such as government agencies, reports, magazines, journals, and other publications on MSW management techniques. By defining these challenges, possible solutions can be better understood for improved management of MSW at military installations in the United States. Finally, an integrated approach with deployable units capable of waste-to-energy technology using waste reduction, diversion, and recycling strategies shows to be an effective pathway for MSW conversion into energy and other useful products.

Artificial intelligence-driven municipal solid waste sortation and its significance on downstream waste valorization in the United States: Techno-economic and life cycle assessment

Municipal solid waste (MSW) generation is quickly increasing due to population growth, industrialization, and urbanization. Current sorting technologies, e.g., optical sorters have low sortation efficiency and produce contaminated sorted materials unsuitable for downstream valorization. This study evaluates a novel artificial neural network (ANN)-based MSW sortation system through sorting efficiencies, economic performance, and environmental impacts. ANN system can sort up to 8 plastic types and all organic waste (i.e., food, yard, and paper waste) with 99% and 93% recovery efficiency, respectively, compared to optical sortation which could separate only polyvinyl chloride (PVC) plastic ultimately producing mixed plastics (except PVC) and organics streams as products. Nonetheless, their sortation costs are similar, $28.7 for ANN-based sortation and $28 for optical sortation per metric ton (Mt) of MSW at processing capacity of 94,860 metric tons (Mt)/yr of MSW in the United States. Additionally, ANN system produced high purity feedstocks for downstream valorization. A biochar pyrolysis plant modeled to process 3.6 and 14 Mt/h of sorted yard waste outperformed biochar production from mixed organic fraction (MOF), achieving 8% lower production cost and 34% lower global warming impact (1.37 kg CO 2 eq. per kg) compared to biochar derived from mixed organic feedstock (2.08 kg CO 2 eq.).

Evaluating High-Halide Waste Form Options for Salt-Based Nuclear Waste Simulants

In this study, waste forms were being explored for an electrochemical salt simulant, , referred to as ERV3, which is a high-LiCl/KCl salt containing simulated fission products (i.e., Sr, Cs, Nd) and Na to represent bond sodium from Experimental Breeder Reactor-II metallic fast reactor fuel. The goal was to find glassy systems that could be used to immobilize the salt in a single-step process. The envisionment of this process would be find a frit glass that could be added to the salt waste, heat treated, poured into waste canisters, and then stored for disposal. To perform this study, a literature review was conducted, the most promising seven systems were fabricated without the salt, and then mixed with salt simulant and heat treated under different processes. The criteria that were used to screen potential compositions included demonstrated alkali incorporation, could be melted at reasonably low temperature ( T ≤ 1000°C), and if the compositions had some demonstrated data for waste-form-related properties, that was a benefit. High marks were given for compositions that showed amorphous nature after slow cooling of samples containing ERV3.

Direct Processing of Lithium Chloride Based Waste Salt in a Ceramic Waste Form

Ceramic waste form materials were fabricated with a LiCl based salt mixture to demonstrate the suitability of direct processing of waste salt from an all LiCl pyroprocessing flow sheet on the formation, microstructure, and durability of ceramic waste forms. Materials were successfully synthesized by using the simplified direct processing technique with salt loadings of 5, 7.5, and 10 wt% at the laboratory scale. Materials fabricated with LiCl based salt indicated full conversion of zeolite to sodalite occurred to form products with low open porosity. This indicates that the Na 2 O content of NBS4 glass is suitable for processing salt chemistries which do not contain NaCl. Generated sodalite was microencapsulated by the glass binder, halite occlusions were detected within sodalite domains at all salt loadings, and a Cs-rich phase believed to be Cs-pollucite was detected in the material made with the lowest salt loading (5 wt%). Salt inclusions were encapsulated within the binder glass at all loadings, and found to consist primarily of NaCl with Cs present. A small amount of salt was found at the surface of the wasteform made with the highest salt loading of 10 wt%, which may indicate an upper limit to the amount of salt that can be accommodated or incomplete mechanical mixing of the reagents. Durability testing by using the ASTM C1308 method indicated that initial rapid dissolution of exposed halite inclusion phases was directly correlated to salt loading. Wasteform degradation during all tests occurred primarily due to dissolution of the sodalite phase. Durability of the binder glass was found to increase as the waste salt loading increased. Results for the release of cations from the salt indicate the changes in wasteform durability and halite inclusion chemistry are strongly influenced by ion exchange phenomena between the salt and the glass. This appears to be the result of the relatively stronger affinity for the glass phase of Li, compared to that of other cations such as Na and Cs. The effects from cation exchange were diminished at lower salt loadings.

Theoretical foundations of waste factor and waste figure with applications to fixed wireless access and relay systems

The growing energy demands of next-generation wireless systems call for unified, system-level metrics to evaluate and optimize energy efficiency. This paper advances the concept of the Waste Factor (W), or Waste Figure (WF) in decibel scale, as a general framework for modeling power loss across cascaded communication components. By integrating W into the Consumption Factor (CF)–the ratio of data rate to consumed power–we reveal how component inefficiencies influence the minimum achievable energy per bit. Closed-form expressions are derived for energy-per-bit consumption in both direct and relay-assisted links, along with a decision rule for selecting the more energy-efficient path. While not explicitly modeled, Reflective Intelligent Surfaces (RIS) are shown to fit naturally within this framework. The analysis is further applied to a Fixed Wireless Access (FWA) scenario, where asymmetries in traffic direction and hardware inefficiencies are jointly considered, demonstrating the utility of the Waste Factor in guiding energy-aware system design.
