Report-reading patterns of technical managers and nonmanagers

A survey to determine the review and reading processes used by technical managers and nonmanagers indicates that the summary, abstract, conclusion, title page, and introduction are the components used most frequently by both groups to decide whether to read a NASA technical report. In the review process, significantly more managers than nonmanagers use the summary and conclusion, whereas significantly more nonmanagers use the abstract and title page. The most common sequence of review consists of the title page, abstract, and summary, in that order, for both groups. In the reading process, the conclusion, results and discussion, and summary are the components read by the highest percentage of both groups.

Managing technical debt across large-scale control systems

This presentation provides a comprehensive overview of technical debt in the context of control systems for large-scale physics facilities. We will explore its various forms, common causes, and potential consequences on system reliability, maintainability, and upgradability. Drawing on experiences from multiple projects, we will present a range of strategies for proactively managing technical debt, including best practices in design, development, testing, and documentation, as well as reactive approaches for identifying and mitigating existing issues. The presentation will also emphasize the importance of a collaborative approach and the use of modern tools, like fault tracking systems, to ensure the long-term health and success of control systems in our field.

Applied Space Systems Engineering: Manage Technical Data - Chapter 17

Effective space systems engineering (SSE) is conducted in a fully electronic manner. Competitive hardware, software, and system designs are created in a totally digital environment that enables rapid product design and manufacturing cycles, as well as a multitude of techniques such as modeling, simulation, and lean manufacturing that significantly reduce the lifecycle cost of systems. Because the SSE lifecycle depends on the digital environment, managing the enormous volumes of technical data needed to describe, build, deploy, and operate systems is a critical factor in the success of a project. This chapter presents the key aspects of Technical Data Management (TDM) within the SSE process. It is written from the perspective of the System Engineer tasked with establishing the TDM process and infrastructure for a major project. Additional perspectives are reflected from the point of view of the engineers on the project who work within the digital engineering environment established by the TDM toolset and infrastructure, and from the point of view of the contactors who interface via the TDM infrastructure. Table 17.1 lists the TDM process as it relates to SSE.

Crew Transportation Technical Management Processes

Under the guidance of processes provided by Crew Transportation Plan (CCT-PLN-1100), this document, with its sister documents, International Space Station (ISS) Crew Transportation and Services Requirements Document (CCT-REQ-1130), Crew Transportation Technical Standards and Design Evaluation Criteria (CCT-STD-1140), Crew Transportation Operations Standards (CCT STD-1150), and ISS to Commercial Orbital Transportation Services Interface Requirements Document (SSP 50808), provides the basis for a National Aeronautics and Space Administration (NASA) certification for services to the ISS for the Commercial Provider. When NASA Crew Transportation System (CTS) certification is achieved for ISS transportation, the Commercial Provider will be eligible to provide services to and from the ISS during the services phase.

Report format preferences of technical managers and nonmanagers

A survey of engineers and scientists concerning the format of NASA technical reports indicates that a summary as well as an abstract should be included, that the definitions of symbols and glossary of terms should be located in the front of the report, and that the illustrative material should be integrated with the text rather than grouped at the end of the report. Citation of references by number, one-column, ragged-right-margin layout, and third-person writing style are also preferred by a majority of the respondents. The preferences of managers and nonmanagers are very similar for all aspects of technical report format covered by the survey.

Small Unmanned Aircraft System Off Nominal Operations Reporting System Unmanned Aircraft System: Traffic Management Technical Capability Level 4 Implementation, Data Collection and Analysis

NASA performed research and development of technologies and requirements for traffic management of small Unmanned Aircraft Systems (UAS). In this effort, a small UAS off-nominal situation reporting system was developed to capture information from off-nominal situations to understand their nature and reduce occurrences. This Technical Memorandum (TM) describes the reporting system and analysis of 116 off-nominal situation reports from 352 small UAS operations, which were conducted at two flight test ranges in Summer 2019.

NASA Technical Management Report (533Q)

The objective of this task is analytical support of the NASA Satellite Laser Ranging (SLR) program in the areas of SLR data analysis, software development, assessment of SLR station performance, development of improved models for atmospheric propagation and interpretation of station calibration techniques, and science coordination and analysis functions for the NASA led Central Bureau of the International Laser Ranging Service (ILRS). The contractor shall in each year of the five year contract: (1) Provide software development and analysis support to the NASA SLR program and the ILRS. Attend and make analysis reports at the monthly meetings of the Central Bureau of the ILRS covering data received during the previous period. Provide support to the Analysis Working Group of the ILRS including special tiger teams that are established to handle unique analysis problems. Support the updating of the SLR Bibliography contained on the ILRS web site; (2) Perform special assessments of SLR station performance from available data to determine unique biases and technical problems at the station; (3) Develop improvements to models of atmospheric propagation and for handling pre- and post-pass calibration data provided by global network stations; (4) Provide review presentation of overall ILRS network data results at one major scientific meeting per year; (5) Contribute to and support the publication of NASA SLR and ILRS reports highlighting the results of SLR analysis activity.

Managing Technical and Cost Uncertainties During Product Development in a Simulation-Based Design Environment

An approach for objective and quantitative technical and cost risk analysis during product development, which is applicable from the earliest stages, is discussed. The approach is supported by a software tool called the Analytical System for Uncertainty and Risk Estimation (ASURE). Details of ASURE, the underlying concepts and its application history, are provided.

Implementation of quality improvement techniques for management and technical processes in the ACRV project

Total Quality Management (TQM) is a cooperative form of doing business that relies on the talents of everyone in an organization to continually improve quality and productivity, using teams and an assortment of statistical and measurement tools. The objective of the activities described in this paper was to implement effective improvement tools and techniques in order to build work processes which support good management and technical decisions and actions which are crucial to the success of the ACRV project. The objectives were met by applications in both the technical and management areas. The management applications involved initiating focused continuous improvement projects with widespread team membership. The technical applications involved applying proven statistical tools and techniques to the technical issues associated with the ACRV Project. Specific activities related to the objective included working with a support contractor team to improve support processes, examining processes involved in international activities, a series of tutorials presented to the New Initiatives Office and support contractors, a briefing to NIO managers, and work with the NIO Q+ Team. On the technical side, work included analyzing data from the large-scale W.A.T.E.R. test, landing mode trade analyses, and targeting probability calculations. The results of these efforts will help to develop a disciplined, ongoing process for producing fundamental decisions and actions that shape and guide the ACRV organization .

Industrial Assessment Center Technical Field Manager

The work to be performed involves managing Industrial Assessment Centers through a portfolio of activities. The core activities to be performed are in the general areas of; quality assurance of IAC operations, enhancement of the student IAC experience, program development for improving assessments and implementing smart manufacturing projects, program outreach to carry assessment successes beyond the program, and program integration with other DOE/manufacturing assistance programs. The IAC Technical Field Management Organization (FMO) works in close collaboration with DOE and provides technical management for the IAC program working under policy guidelines established by DOE.

This report summarizes by task the engineering, technical, and management support services provided by Vitro Corporation to NASA Headquarters Office of Safety, Reliability, Maintainability, and Quality Assurance (now called Office of Safety and Mission Assurance (OSMA)) (Code Q) under Contract Number NASW-4311 from the period February 10, 1994. Each task summary includes significant Vitro accomplishments, conclusions, and recommendations for future efforts in each of the divisions within OSMA.

Technical Facilities Management, Loan Pool, and Calibration

My work at JPL for the SURF program began on June 11, 2012 with the Technical Facilities Management group (TFM). As well as TFM, I worked with Loan Pool and Metrology to help them out with various tasks. Unlike a lot of other interns, I did not have a specific project rather many different tasks to be completed over the course of the 10 weeks.The first task to be completed was to sort through old certification reports in 6 different boxes to locate reports that needed to be archived into a digital database. There were no reports within these boxes that needed to be archived but rather were to be shredded. The reports went back to the early 1980's and up to the early 2000's. I was looking for reports dated from 2002 to 2012
