Monte Carlo-based Transmission and Subtransmission Recovery Simulation of Hurricanes

High-impact low-probability (HILP) events can wreak havoc on electric power systems without appropriate preparedness. In this paper, the recent development of a tool, named Recovery Simulator and Analysis (RSA), is described and demonstrated. While there are many issues to consider when recovering electric power systems, the focus of RSA is on the coordination of transmission and subtransmission recovery with generation dispatch to minimize unserved energy. RSA focuses on recovery simulation to evaluate resilience as part of a planning process. RSA is demonstrated on an approximately 1400-bus Puerto Rican power system for 100 simulated instances of Hurricane Maria. Analysis of the recovery determines how many lines are critical to the recovery and which loads may experience delayed recovery. The results demonstrate the potential uses of RSA for identifying recovery decisions with low unserved energy and for identifying assets critical to recovery which can then be hardened prior to a HILP event.

PacWave Grid Integration Study: Transient and Dynamic Conditions (Final Report)

This report describes the results of PSCAD simulations that were performed in 2020 to assess the impacts of PacWave generation on CLPUD's 12.47-kV distribution and 69-kV subtransmission systems. PacWave South (PacWave) is a wave energy test facility planned by Oregon State University. PacWave shore facilities will be located south of Seal Rock on the Oregon coast. PacWave is expected to be operational in 2022 and will connect up to 10 MW of generation to CLPUD's Seal Rock distribution feeder.

Hawaiian Electric Company (HECO) Grid Optimization with Solar (Cooperative Research and Development Final Report)

The purpose of this project is to provide a software platform that gives utility companies the capability to seamlessly dispatch legacy devices (at both the distribution and subtransmission levels) and distributed energy resources (DERs) to achieve system-wide performance and reliability targets–such as minimizing loss, reducing voltage violation, and corresponding imbalance–for extreme solar futures with well over 100% (capacity) penetrations.

Review of Technical Requirements for Inverter-Based Resources in Chile

This document compares the technical requirements in the grid code of Chile (NTSyCS) against the EirGrid (Ireland transmission system operator) and National Grid Electricity System Operator (NESO) grid codes and the Institute of Electrical and Electronics Engineers (IEEE) 2800-2022 standard for conventional inverter technology at the transmission and subtransmission levels in the process of being adopted by system operators in the U.S. The document is intended to be a guide and reference for future updates of the NTSyCS, considering the local system requirements and present improvements in inverter-based resource (IBR) technology. In light of the findings of the aforementioned comparative review, this document proposes and describes the requirements for conventional IBRs that could be incorporated and updated into the Chilean grid code. The document is structured around the main grid challenges posed by the transition to an IBR-dominated grid and conventional IBRs capabilities to help address them. This document does not provide guidance on how this specification should be implemented (e.g., through a mandate or market solution).
