Revisiting Current Paradigms: Subject Matter Expert Views on High Consequence Facility Security Assessments

Security assessments support decision-makers' ability to evaluate current capabilities of high consequence facilities (HCF) to respond to possible attacks. However, increasing complexity of today's operational environment requires a critical review of traditional approaches to ensure that implemented assessments are providing relevant and timely insights into security of HCFs. Using interviews and focus groups with diverse subject matter experts (SMEs), this study evaluated the current state of security assessments and identified opportunities to achieve a more "ideal" state. The SME-based data underscored the value of a systems approach for understanding the impacts of changing operational designs and contexts (as well as cultural influences) on security to address methodological shortcomings of traditional assessment processes. These findings can be used to inform the development of new approaches to HCF security assessments that are able to more accurately reflect changing operational environments and effectively mitigate concerns arising from new adversary capabilities.

Certification and prediction of post-disturbance states in dynamic security assessment

Dynamic security assessment usually involves the simulation of system dynamics under large disturbances. The instant large disturbance occurs, the post-disturbance state of the system could deviate significantly from the pre-disturbance one. It is desirable and necessary to develop an efficient method to certify the existence of state and predict the approximate post-disturbance state because: (1) faster warning can be made in online assessment; and (2) the dynamic simulator can be given better initial values to calculate precise solutions, which prevents convergence failure brought on by poor initial values. We propose a novel approach for efficiently certifying and predicting the post-disturbance states in dynamic security assessment. Based on the fixed-point power flow mapping approach applied to salient pole generator models, the criterion for determining the existence and uniqueness of the post-disturbance solution is derived, and the bounds of post-disturbance solution can be rigorously characterized.

Mission-centric cyber security assessment of critical systems

We present a novel model-based, mission-centric approach to perform cyber security assessments for evaluating the impact of low-level cyber events on high-level mission objectives.We demonstrate the benefits of our approach using a system model and attack trees specific to the command-and-control system of a spacecraft. Specifically, we demonstrate how our approach enables a decision-maker to assess the security posture of the system, identify necessary mitigations and prioritize their deployment.

Dynamic security assessment of systems powered only by grid-forming power plants with uncertain dispatch using polynomial vectors

A modern challenge in power engineering is to perform the dynamic security assessment (DSA) of grids that are 100% powered by inverter-based resources (IBRs). Addressing this challenge is difficult because: (i) the dispatch of IBRs can be uncertain as a result of the variability of renewable resources and (ii) they have hard current control limits that cannot be neglected, contrasting synchronous machines. To address this problem, this paper sets forth a framework to conduct DSA of bulk power systems that are 100% powered by grid-forming IBRs. Furthermore, the framework considers that IBR operational conditions are unknown but bounded by a zonotope which is also expressed as a polynomial vector for uncertainty propagation via Dormand–Prince integration. The framework is applied to modified versions of the WSCC 9-bus and IEEE 39-bus grids.

Security assessment and impact analysis of cyberattacks in integrated T&D power systems

In this paper, we examine the impact of cyberattacks in an integrated transmission and distribution (T&D) power grid model with distributed energy resource (DER) integration. We adopt the OCTAVE Allegro methodology to identify critical system assets, enumerate potential threats, analyze and prioritize risks for threat scenarios. Based on the analysis, attack strategies and exploitation scenarios are identified which could lead to system compromise. Specifically, we investigate the impact of data integrity attacks in inverted-based solar PV controllers, control signal blocking attacks in protective switches and breakers, and coordinated monitoring and switching time-delay attacks. Communications and control for electric power systems: Power flow classification for static security assessment

This report investigates the classification of power system states using an artificial neural network model, Kohonen's self-organizing feature map. The ultimate goal of this classification is to assess power system static security in real-time. Kohonen's self-organizing feature map is an unsupervised neural network which maps N-dimensional input vectors to an array of M neurons. After learning, the synaptic weight vectors exhibit a topological organization which represents the relationship between the vectors of the training set. This learning is unsupervised, which means that the number and size of the classes are not specified beforehand. In the application developed in this report, the input vectors used as the training set are generated by off-line load-flow simulations. The learning algorithm and the results of the organization are discussed.

DSS Security Assessment

The Discovery and Synchronization service (DSS) has implemented some reasonable technical controls that help improve security and there are very few technical findings. The use of Docker and Kubernetes helps simplify the deployment process, and the DSS uses mutual TLS (mTLS) to connect. Much of the security risk across the DSS is a factor of its nature, a distributed environment that relies on all members to secure their parts correctly. As such, the DSS team should attempt to emphasize security controls that reduce complexity for securing entities’ Cockroach DB (CRDB) instances properly and improve coordination among DSS members for things like security patching, incident response, detecting, and removing bad actors. The DSS team must recognize that operating a DSS instance securely will require a combination of technical and procedural controls. Each DSS entity must configure their instance properly and follow standard operating procedures to ensure that the DSS service is secure.

Security Assessment of an LBP16-Protocol-Based Computer Numerical Control Machine

Subtractive manufacturing systems, specifically, computer numerical control machines, have revolutionized the manufacturing industry. Computer numerical control machining is the preferred method for producing finished parts due to its efficiency, speed and suitability for high-volume production. Securing computer numerical control machines is a priority. Compromises or disruptions of these machines can result in significant downtime, loss of productivity and financial loss. This study examines the vulnerabilities and risks associated with computer numerical control machines, in particular, systems utilizing the LBP16 protocol for controller-machine communications. The study reveals that an adversary can execute cyber-physical attacks such as sabotage and denial of service. The potential security threats emphasize the importance of implementing robust security measures to mitigate the cyber risks to computer numerical control machines.
