Hanford 200 West Area Flowsheet Data to Support Waste Treatment and Disposal Request for Proposal

This report documents the 200 West Area (200W) flowsheet supplemental data needed to support the Request for Proposal (RFP) to procure onsite and/or offsite treatment and disposal capabilities for West Area pretreated1 tank waste (PTW). The data provided in this document is based on the results of a 200W flowsheet model run evaluating single-shell tank (SST) retrievals for all S, SX, and U Farms, except for Tank S-112, which was retrieved in March of 2007 (HNF-EP-0182, Waste Tank Summary Report for Month End August 31, 2024). The evaluation also includes the waste inventory in double-shell tanks (DSTs) in SY Farm.

Cadmium Telluride Photovoltaics Accelerator Consortium Solicitation: Request for Proposals Information

Cadmium telluride photovoltaics (CdTe PV) is a leading PV technology built on U.S. innovations that currently holds significant market share within domestic utility scale PV systems. In order to keep pace with a highly competitive and innovative global PV module market, CdTe manufacturing needs readily adaptable advances at the cell and module levels that simultaneously enable higher conversion efficiencies and manufacturing cost reductions without risking long-term module durability. In pursuit of this goal, the Department of Energy (DOE) Solar Energy Technologies Office (SETO) has asked the National Renewable Energy Laboratory (NREL) to launch and support a Consortium to accelerate domestic CdTe technology development through a competitive solicitation process. NREL will competitively select a CdTe Consortium with the goals of enhancing U.S. competitiveness and expanding domestic CdTe PV material and module production through 2030. NREL will provide coordination and oversight through development of technical scopes, review of technical proposals, subcontract support, and review of deliverables along with research support to the Consortium. The new Consortium is expected to include major U.S. companies and universities that possess strong technology development, transfer, and validation capabilities. The research and analysis output of the CdTe Consortium will inform purchasing, design, deployment, and operations decisions of companies in the domestic CdTe PV supply chain, leading to increased material and module production in the U.S.

External Release of Organic Scintillator DRiFT Software - Technology Evaluation and Demonstration Project Accomplishments [Slides]

Overview and Objectives: DRiFT post processes radiation transport output from MCNP, and generates realistic nuclear instrumentation response; Organic scintillator response has been developed, tested, and validated with measurements, these instruments are widely used in nuclear safeguards. At the beginning of this project, DRiFT was only available to LANL employees with access to yellow High Performance Computing clusters. Additionally, there are many complicated external software dependencies. Our TED project request proposed using funds to: Comment and clean up code, friendly testing, generating test suites and examples; Expansion of scintillator types natively supported by DRiFT; External release of DRiFT accompanied by documentation. We accomplished all objectives (and many others), they are highlighted in these slides.

Commercial Building Energy Code Field Study (Final Report)

What is the dollar value of increasing compliance with the energy code? Ultimately, this is the question that policy makers, funders, and program implementers care about. With this in mind, Pacific Northwest National Laboratory (PNNL) developed a new methodology capable of determining how much energy cost savings could potentially be gained through better compliance with the code (Rosenberg et al. 2016). On March 2, 2016 DOE issued Funding Opportunity Announcement (FOA) Number DE-FOA-0001532, requesting proposals to develop and test a methodology for identifying the commercial energy code requirements that can provide the maximum cost-effective energy and cost savings through increased compliance. Awarded to the Institute for Market Transformation, this report summarizes the development and testing of a commercial code compliance methodology, including a summary of results, statistical analysis of sample, and best practices for others implementing a commercial energy code compliance field study.

Writing Competitive Proposals [Slides]

A proposal is a written response to an opportunity offered by a funding organization. Proposals must meet a SOLICITOR’S needs, not YOUR needs. A solicited proposal is a written response to a specific solicitation issued by a sponsor. These solicitations are typically called RFPs, or Requests for Proposals. RFPs are specific in their requirements regarding format and technical content. Scientists at Los Alamos often deal with this type of proposal — Laboratory-Directed Research and Development (LDRD) proposals are one example. An unsolicited proposal is one submitted to a sponsor who has not issued a specific solicitation. It usually comes about during interactions at meetings or conferences. In some instances, a sponsor may be visiting for another reason when the possibility for an unsolicited proposal becomes available. A pre-proposal is one in which a sponsor wishes to gage competition before having participants prepare a formal, full-length proposal. These types of scenarios imply that the actual proposal could be highly competitive and will usually be by invitation only.

Community Geothermal: Mechanical, Electrical, and Plumbing Design Report and Drawings - Wallingford, CT

Included here are the mechanical, electrical, and plumbing design report and drawings for the proposed community geothermal system at an affordable housing complex in Wallingford, Connecticut. The report and drawings were developed by LN Consulting, in partnership with the University of Connecticut, which completed the energy modeling that formed the basis of the design work. The drawings can be used as a basis for a Request for Proposals to procure entities to complete construction-ready design documents.

CMIP7 data request: land and land ice priorities and opportunities

The Land and Land Ice Theme in the Coupled Model Intercomparison Project Phase 7 (CMIP7) represents the current understanding of physical processes in land surface ecosystems, hydrology, cryosphere, and their physical interactions with other Earth system components. Simulations from Earth system models (ESMs) could provide crucial information for assessing planetary safety, such as critical tipping elements, and be used to inform climate risks for improving climate impact assessments and policy decisions. This paper presents a collaborative effort to identify scientific opportunities in the Land and Land Ice Theme of the CMIP7 Data Request. The proposed opportunities build upon advances in ESMs, including new freshwater system and land ice processes being included in CMIP7, as well as the scientific community's demand for high-frequency and sub-grid-scale land surface outputs. In total, 25 variable groups that contain 716 variables have been identified to be potentially available to the broad scientific audience for performing analysis in land–atmosphere coupling, hydrological processes and freshwater systems, glacier and ice sheet mass balance and their influence on the sea levels, land use, and plant phenology. Key reflections from this data request effort include advocacy for closer engagement between the user community and modeling groups, reduction in the technical barriers to tracking existing parameters and defining new variables, and more streamlined variable management. These will be essential to enhance the usability and reliability of CMIP7 outputs for climate and Earth system research and applications to a broad audience that relies on the CMIP7 endeavor.

SPECs Early-Stage Decision Model: User Manual

The SPECs Early-Stage Decision (ESD) model is central to the SPECs procurement solutions toolkit. The ESD model is an Excel-based spreadsheet model, which provides information about the economic and strategic value of a proposed battery-storage project or solar-plus-storage (solar-plus) project. The model can be used to explore combinations of storage-related project value streams in order to define a potential project, while educating co-op decision-makers about project benefits and costs. A sensitivity analysis function speeds the development of "what-if" scenarios. A gap analysis function solves for top-priority metrics and supports the inclusion of hard-to-monetize strategic values, such as the value of storage to defer costly system upgrades in light of increasing distributed solar and other distributed energy resources (DERs). Model outputs include the utility data, assumptions, and use-case scenarios that are recommended content for the requests for proposals (RFPs). The model may also provide an initial "sanity check" for RFP responses, supporting further discussions among utility staff, vendors and stakeholders. The ESD is not a "finance-grade" modeling tool, and users are cautioned to be mindful of its limitations, but the model has been reviewed by users, who recommend it as a way to drive faster and better project design and planning, as well as to facilitate better communications with vendors, grid partners, and stakeholders.

Community Microgrid Assistance Partnership (C-MAP) [Slides]

This informational webinar, held on Nov. 11, 2024, covered the structure, technical focus, and eligibility criteria for the first Request for Proposals (RFP) released by the Community Microgrid Assistance Partnership (C-MAP). Eligible communities are invited to propose a community-based microgrid development or improvement project for funding and/or technical assistance. C-MAP is a program led by the U.S. Department of Energy Office of Electricity with management and coordination by the National Renewable Energy Laboratory. C-MAP will bring together many of the organizations that are working to understand, improve, and implement advanced microgrid energy systems in underserved and Indigenous communities in remote areas, facilitating a new forum for engagement and collaboration. Wraparound services from regional organizations will support the participating communities in microgrid operations as it relates to advancing their energy goals.

Lighting for Health and Wellness Recommendations in Offices: A Circadian Lighting Pilot Project in Chicago, IL

In 2019 Cook County initiated a request for proposals for a pilot project aimed at designing and specifying an advanced tunable lighting system for government offices in Chicago, Illinois. The primary goal of the project was to replace the existing tubular LED (TLED) lighting system with a lighting system that supported the circadian rhythms and wellbeing their office employees. A secondary goal was to evaluate the potential impacts of the new lighting system, informing Cook County’s internal workplace design standards. Schuler Shook, a Chicago-based lighting design firm, was awarded the Circadian Lighting Pilot Project in October 2019 and invited Pacific Northwest National Laboratory (PNNL) to contribute as a research partner. Based on the initial project goals, Schuler Shook and PNNL established design objectives that would enable a human factors study in the office spaces, investigating the benefits and drawbacks of using a tunable LED lighting system to meet existing recommendations for lighting and health. The following report details the lighting design process through design development, with summaries of the relevant circadian lighting metrics, simulation tools, energy considerations, and research plan for the Circadian Lighting Pilot Project.

NSTTF Voucher Program RPPR-1 (Final Report)

Sandia issued a Request for Proposals (RFP) to solicit proposals from industry, academia, research laboratories, government agencies, and individuals on the use of the National Solar Thermal Test Facility (NSTTF) to increase CSP technology market adoption across the United States. The voucher funds will be used to cover the cost of NSTTF test facilities usage and technical staff support for analysis, design and test planning and execution. Sandia will collect submitted proposals, coordinate their review through DOE SETO, and work in partnership or under contract with the applicants to complete the funded research. Through this program, participants will be supported in their use of the world class facilities and expertise available at the NSTTF at Sandia in Albuquerque, NM to accelerate the advancement of CST technologies toward meeting 2030 SETO goals for CSP. The goals of this semi-annual reporting period were to complete all administrative tasks and contracting, begin testing on three of the vouchers, and report on initial findings. The fourth voucher (University of Michigan) is predicated on the results of an ongoing heat exchanger test that is expected to conclude by the end of FY22.

ESPC ESA Training Series: Site-Specific/Stand-Alone Contract Vehicle

This webinar provides instructions and resources for financing distributed energy projects (e.g., on–site renewable energy, storage, and combined heat and power) using an energy savings performance contract (ESPC) energy sales agreement (ESA) through the site–specific/stand–alone contract vehicle. The site–specific/stand–alone contract vehicle is a procurement process using a request for proposal (RFP). Topics covered during the webinar include forming a strong project team, validating the feasibility of the distributed energy project at a site, acquisition planning, RFP development, procurement, proposal evaluation and contract award, and the construction and performance period. This webinar also provides an overview of the resources available in the ESPC ESA Toolkit, such as checklists and templates.
