Commercial Building Planning and Retrofitting Strategy for Grid Services

The increasing integration of distributed energy resources (DERs) plays an important role in improving energy consumption efficiency. In September 2020, the Federal Energy Regulatory Commission (FERC) approved Order 2222 which opens wholesale electricity markets to small capacity DERs. The benefit of this new FERC Order 2222 is that DERs, such as rooftop solar panels and batteries, will be able to participate in regional electricity markets and provide grid services. Meanwhile, the planning and operation strategies of DERs are facing new challenges to account for the impact of the wholesale market with numerous uncertainty factors. Therefore, in this paper, we propose a new planning and retrofitting model for long-term commercial buildings that considers both DER investment and market participation. Specifically, we explore the capability of implementing DERs for grid services. The effectiveness of the proposed model is validated using real-world data. Simulation results also validate that participating in grid services can significantly increase revenues through appropriate building energy management and shorten the payback period of DER investments.

Plan evaluation for heat resilience: complementary methods to comprehensively assess heat planning in Tempe and Tucson, Arizona

Abstract Escalating impacts from climate change and urban heat are increasing the urgency for communities to equitably plan for heat resilience. Cities in the desert Southwest are among the hottest and fastest warming in the U.S., placing them on the front lines of heat planning. Urban heat resilience requires an integrated planning approach that coordinates strategies across the network of plans that shape the built environment and risk patterns. To date, few studies have assessed cities’ progress on heat planning. This research is the first to combine two emerging plan evaluation approaches to examine how networks of plans shape urban heat resilience through case studies of Tempe and Tucson, Arizona. The first methodology, Plan Quality Evaluation for Heat Resilience, adapts existing plan quality assessment approaches to heat. We assess whether plans meet 56 criteria across seven principles of high-quality planning and the types of heat strategies included in the plans. The second methodology, the Plan Integration for Resilience Scorecard™ (PIRS™) for Heat, focuses on plan policies that could influence urban heat hazards. We categorize policies by policy tool and heat mitigation strategy and score them based on their heat impact. Scored policies are then mapped to evaluate their spatial distribution and the net effect of the plan network. The resulting PIRS™ for Heat scorecard is compared with heat vulnerability indicators to assess policy alignment with risks. We find that both cities are proactively planning for heat resilience using similar plan and strategy types, however, there are clear and consistent opportunities for improvement. Combining these complementary plan evaluation methods provides a more comprehensive understanding of how plans address heat and a generalizable approach that communities everywhere could use to identify opportunities for improved heat resilience planning.

Integrating Resilience Planning in Distribution System Planning

Electric utilities, regulators, and stakeholders face increasing risks of severe storms, freezes, floods, and heat waves damaging grid infrastructure and causing power outages—and increasing risks of utility equipment igniting wildfires. At the same time, customer electricity rates have risen substantially in recent years, due in part to replacing aging infrastructure and improving resilience to natural hazards and physical threats. To address these challenges, utilities are beginning to move beyond traditional, siloed planning processes to balance resilience with other fundamental grid objectives such as affordability, reliability, safety, and serving new loads. This study presents a framework for states and utilities that want to advance integration of resilience and distribution planning processes to improve planning efficiency, better prioritize cost-effective grid expenditures, and balance planning objectives. The framework includes 7 key integration points between these planning processes: -Strategy process -Data -Threat assessments -Solution identification and prioritization -Optimization opportunities -Consideration of other grid needs -Metrics Lawrence Berkeley National Laboratory reviewed utility distribution system plans and interviewed subject matter experts to identify emerging practices for each of the 7 integration points. This report presents these practices, which can be used as a guide toward more holistic planning and cohesive investment strategies. It also includes 3 case studies to provide practical examples of how utilities apply such integrated planning processes: two pole hardening programs and one microgrid planning effort. The report concludes by identifying opportunities for future research.

Community Planning for Solar: Conducting Focus Groups for Solar Planning

This guide is designed to assist community officials, volunteers, and regional planning agency staff in conducting preliminary community meetings to learn about attitudes towards solar energy in your community. The guide will provide the key steps, timelines, facilitators' guide, and tips for hosting successful focus groups. Focus groups are meetings with a small group that represent a diversity of perspectives in your community. These differ from an open meeting in that focus groups include very specific questions that are prepared in advance, and all participants are given time to respond and understand various perspectives about solar energy. The guide concludes with a suggested template for reporting the results of your focus group or community meeting to your community more broadly. Holding community focus groups is part of assessing community preferences, as part of the Community Planning for Solar toolkit (ag.umass.edu/solarplanning). This guide is designed to help municipalities in Massachusetts and other states proactively plan for solar development in their communities. Improved Decarbonization Planning through Climate Resiliency Modeling

California has set ambitious decarbonization goals concerning both emissions and the portion of energy generated by renewable resources. However, climate change poses considerable uncertainties. Variation in load is driven both by the level of electrification as well as the impact of climate change on weather. Further, climate change stands to make weather more variable, impacting not just load but generation from renewable resources. In this paper, we approach the issue of the impacts of climate change on decarbonization planning from two perspectives. First, we look at the range of decarbonization pathways through 8 pathways that account for differences in socioeconomic development, global emissions, and warming. Second, we develop a more robust way of ensuring the reliability of energy resources planning than the commonly used planning reserve margin. We show that the proposed method can save between 6 and 14 billion dollars in investment and maintenance costs and outline critical policy implications concerning the reliance of power plants for satisfying planning reliability requirements, including the potential retirement of dozens of peaker power plants.

Initial Process Planning of a Hybrid Multi-Tasking Platform

Abstract Applications of hybrid technology are expanding from refurbishment and repair to low quantity, specialty part production, which are staple characteristics in medical implant, energy, and aerospace industry sectors, among others. This expansion has led to the development of the Mazak VC-500A/5X AM HWD, a wire fed laser cladding unit equipped with a standard 5 axis CNC. This unit is capable of building near net geometry of complex medium to large parts within a profitable timeframe, due to its comparatively high rate of deposition to that of a powder fed hybrid system. In this study, deposition and machining capabilities of the VC-500A/5X AM HWD are assessed through the production of three different test geometries by different process plans. Production of these test geometries is supported by an open loop sensor package primarily for monitoring machine health, data collection, and machine operator aid. The viability of extended deposition followed by machining is evaluated against a more cyclical strategy of reoccurring deposition and machining operations. Lastly, common defects in as-built geometries are evaluated and addressed through revisions to original process plans and toolpaths, indicating the need for continued innovation in hybrid manufacturing specific CAM/CAD software, as well as closed loop machine monitoring and quality control.
