Application of NASA-developed technology to the automatic control of municipal sewage treatment plants

A search was made of NASA developed technology and commercial technology for process control sensors and instrumentation which would be applicable to the operation of municipal sewage treatment plants. Several notable items were found from which process control concepts were formulated that incorporated these items into systems to automatically operate municipal sewage treatment plants. A preliminary design of the most promising concept was developed into a process control scheme for an activated sludge treatment plant. This design included process control mechanisms for maintaining constant food to sludge mass (F/M) ratio, and for such unit processes as primary sedimentation, sludge wastage, and underflow control from the final clarifier.

An analysis of the market potential of water hyacinth-based systems for municipal wastewater treatment

The potential U.S. market for tertiary municipal wastewater treatment facilities which make use of water hyacinths was investigated. A baseline design was developed which approximates the "typical" or "average" situation under which hyacinth-based systems can be used. The total market size for tertiary treatment was then estimated for those geographical regions in which hyacinths appear to be applicable. Market penetration of the baseline hyacinth system when competing with conventional chemical and physical processing systems was approximated, based primarily on cost differences. A limited analysis was made of the sensitivity of market penetration to individual changes in these assumptions.

Trace elemental characteristics of aerosols emitted from municipal incinerators

As part of a continuing investigation of high temperature combustion aerosols, elemental composition of size differentiated aerosols emitted from a local municipal incinerator was studied. Aerosols were aerodynamically separated into eight diameter groups ranging from 0.43 mm to 20 mm, collected, and analyzed by charged particle induced X-ray emission technique. On line data collection and reduction codes generated aerial densities for elements from Na to U with sensitivities in the ng/cu m range for most elements. From the total weights of aerosols collected per stage, their size distribution was determined to be bimodal, with one group centered at a diameter of 0.54 mm and the other at a diameter of 5.6 mm. Measured elemental concentrations in various size ranges indicate that K and S show a strong tendency to concentrate on aerosol surfaces. A weaker trend for surface preference was also observed for Mn and Ni, but other elements show no such trend.

Air pollution from aircraft operations at San Jose Municipal Airport, California

The amount of air pollution discharged by arriving and departing aircraft at the San Jose Municipal Airport was estimated. These estimates were made for each one hour interval of a summer weekday in 1977. The contributions of both general aviation (personal and business aircraft) and certified air carriers (scheduled airliners) were considered. The locations at which the pollutants were discharged were estimated by approximating the flight paths of arriving and departing aircraft. Three types of pollutants were considered: carbon monoxide, hydrocarbons, and oxides of nitrogen.

Solar heating and hot water system installed at Municipal Building complex, Abbeville, South Carolina

Information on the solar energy system installed at the new municipal building for the City of Abbeville, SC is presented, including a description of solar energy system and buildings, lessons learned, and recommendations. The solar space heating system is a direct air heating system. The flat roof collector panel was sized to provide 75% of the heating requirement based on an average day in January. The collectors used are job-built with two layers of filon corrugated fiberglass FRP panels cross lapped make up the cover. The storage consists of a pit filled with washed 3/4 in - 1 1/2 in diameter crushed granite stone. The air handler includes the air handling mechanism, motorized dampers, air circulating blower, sensors, control relays and mode control unit. Solar heating of water is provided only those times when the hot air in the collector is exhausted to the outside.

Sacremento Municipal Utility District 100-MW sub e photovoltaic plant

A status report on plans for the Sacramento Municipal Utility District (SMUD) 1-MW photovoltaic power plant is presented. DOE, the California Energy Commission, and SMUD will fund the project cooperatively. Emphasis is placed on the details of the government contract/cooperation agreement.

Production of gaseous fuel by pyrolysis of municipal solid waste

Pilot plant tests were conducted on a simulated solid waste which was a mixture of shredded newspaper, wood waste, polyethylene plastics, crushed glass, steel turnings, and water. Tests were conducted at 1400 F in a lead-bath pyrolyser. Cold feed was deaerated by compression and was dropped onto a moving hearth of molten lead before being transported to a sealed storage container. About 80 percent of the feed's organic content was converted to gaseous products which contain over 90 percent of the potential waste energy; 12 percent was converted to water; and 8 percent remained as partially pyrolyzed char and tars. Nearly half of the carbon in the feed is converted to benzene, toluene and medium-quality fuel gas, a potential credit of over $25 per ton of solid waste. The system was shown to require minimal preprocessing and less sorting then other methods.

Evaluation of methods of reducing community noise impact around San Jose municipal airport

A computer simulation of the airport noise impact on the surrounding communities was used to evaluate alternate operational procedures, improved technology, and land use conversion as methods of reducing community noise impact in the airport vicinity. In addition, a constant density population distribution was analyzed for possible application to other airport communities with fairly uniform population densities and similar aircraft operational patterns. The introduction of sound absorption material (SAM) was found to reduce community noise annoyance by over 25 percent, and the introduction of refan was found to reduce community annoyance by over 60 percent. Replacing the present aircraft was found to reduce the noise problem to very small proportions, and the introduction of an advanced technology twin was found to essentially eliminate the community noise problem.

The impact of municipal refuse utilization on energy and our environment

The incinerator/boiler configuration is stressed as the most reliable method of waste utilization. It is also pointed out that the high cost of refuse disposal and the ever increasing cost of energy, have made this method attractive. A plan is outlined for operating a waste utilization plant. Community participation is encouraged in investigating the feasibility of refuse to energy facilities in their area.

municipal recreation center is heated and cooled by solar energy

Major fraction of energy requirements for community building is ksupplied by Sun. The 238 flat plate solar collectors are roof mounted on single story structure enclosing gymnasium, locker area, and health care clinic; heat exchanger transfers collected energy to 6,000 gallon storage tank. Final report chronicles project from inception to completion, documenting performance, costs, operating modes, and data acquisition system. Appendix contains manufacturers' product literature and engineering drawings.

Evaluating the reforested area for the municipality of Buri by automatic analysis of LANDSAT imagery

The author has identified the following significant results. The class of reforestation (Pinus, Eucalyptus, Araucaria) was defined using iterative image analysis (1-100) and LANDSAT MSS data. Estimates of class area by 1-100 were compared with data supplied by the forestry institute in Sao Paulo. LANDSAT channels 4 and 5 served to differentiate the Pinus, Eucalyptus, and Araucaria from the other trees. Channels 6 and 7 gave best results for differentiating between the classes. A good representative spectral response was obtained for Auraucaria on these two channels. The small relative differences obtained were +4.24% for Araucaria, -7.51% for Pinus, and -32.07% for Eucalyptus.

Automated pilot advisory system test and evaluation at Manassas Municipal Airport

In cooperation with the Federal Aviation Administration, NASA developed an experimental automated pilot advisory system (APAS) to provide airport and air traffic advisories at high density uncontrolled airports. The APAS concept is to utilize low cost automated systems to provide the necessary information for pilots to more safely plan and execute approach and landing at uncontrolled high density airports. The system is designed to be a natural extension of the procedural visual flight rules system used at uncontrolled airports and, as an advisory system, will enhance the "see-and-be-seen" rule and an evaluation of the APAS concept was obtained from pilots who used the system at the Manassas, Virginia airport. These evaluations and the system performance are presented.

Estimating the quality of pasturage in the municipality of Paragominas (PA) by means of automatic analysis of LANDSAT data

The use of LANDSAT data to evaluate pasture quality in the Amazon region is demonstrated. Pasture degradation in deforested areas of a traditional tropical forest cattle-raising region was estimated. Automatic analysis using interactive multispectral analysis (IMAGE-100) shows that 24% of the deforested areas were occupied by natural vegetation regrowth, 24% by exposed soil, 15% by degraded pastures, and 46% was suitable grazing land.

Solar thermal power plants in small utilities - An economic impact analysis

A study was performed to assess the potential economic impact of small solar thermal electric power systems in statistically representative synthetic small utilities of the Southwestern United States. Power supply expansion plans were compared on the basis of present worth of future revenue requirements for 1980-2000 with and without solar thermal plants. Coal-fired and oil-fired municipal utility expansion plans with 5 percent solar penetration were 0.5 percent and 2.25 percent less expensive, respectively, than the corresponding conventional plan. At $969/kWe, which assumes the same low cost solar equipment but no improvement in site development costs, solar penetration of 5 percent in the oil-fired municipal reduced revenue requirements 0.88 percent. The paper concludes that some solar thermal plants are potentially economic in small community utilities of the Southwest.

Simultaneous stack gas scrubbing wastewater purification

Variations of a process for removing sulfur dioxide from stack gases and using it to treat municipal waste water are described. The once-through system lowers the pH of the scrubbing water from minor depressions to a pH of about 2.5 under certain conditions. A recycle system uses iron for catalytic oxidation of sulfurous acid to sulfuric acid allowing very large amounts of sulfur dioxide to be absorbed in a small portion of water. The partial recycle system uses municipal wastewater and iron as a scrubbing medium, followed by neutralization of the wastewater with lime to produce an iron hydroxide precipitation which, when removed, produces tertiary quality treated wastewater. The SO2 scrubber is described, test results are analyzed, and a preliminary capital cost estimate for the three processes is included.
