Weber's (1971) interpretation of his observations involving a source at the center of the Galaxy isotropically radiating in the form of gravitational waves is discussed. The gravitational-wave flux at the earth is presumed to be that indicated by Weber's experiments, and directions are suggested in which more satisfactory theories of the source can be sought.
Gravitational-wave observations can be powerful tools in the testing of relativistic theories of gravity - perhaps the only tools for distinguishing between certain extant theories in the foreseeable future. In this paper we examine gravitational radiation in the far field using a formalism that encompasses all 'metric theories of gravity.' There are six possible modes of polarization, which can be completely resolved by feasible experiments. We set forth a theoretical framework for classification of waves and theories, based on the Lorentz transformation properties of the six modes. We also show in detail how the six modes may be experimentally identified and to what extent such information limits the 'correct' theory of gravity.
Gravitational-wave experiments are a potentially powerful tool for testing gravitation theories. Most theories in the literature predict rather different polarization properties for gravitational waves than are predicted by general relativity; and many theories predict anomalies in the propagation speeds of gravitational waves.
It is argued that the collapse which forms the supermassive black holes that are likely to exist in the nuclei of many quasars and galaxies, and collisions between those holes, should produce strong broadband bursts of gravitational waves. The mean time between such gravitational-wave bursts at earth is analyzed in terms of the present Hubble expansion rate, the present deceleration parameter of the universe, the redshift z = 2.5 (at which most of the bursts are assumed to have been generated), the present number density of 'centers' where the bursts originated, the mean number of bursts generated in each center during its active life, and the speed of light. The analysis shows that the range from one week to 300 years is reasonable for the time between bursts, although it is admitted that hardly any bursts at all is also reasonable. Expected characteristics of the bursts are deduced, and it is shown that the best detector for these bursts will probably be Doppler tracking of one or more interplanetary spacecraft.
The Heisenberg uncertainty principle prevents the monitoring of the complex amplitude of a mechanical oscillator more accurately than a certain limit value. This 'quantum limit' is a serious obstacle to the achievement of a 10 to the -21st gravitational-wave detection sensitivity. This paper examines the principles of the back-action evasion technique and finds that this technique may be able to overcome the problem of the quantum limit. Back-action evasion does not solve, however, other problems of detection, such as weak coupling, large amplifier noise, and large Nyquist noise.
The significance of experimental evidence for gravitational waves is considered for astronomy. Properties, generation, and astrophysical sources of the waves are discussed. Gravitational wave receivers and antennas are described. A review of the Weber experiment is presented.
Approaches regarding the role of gravitational wave observations in the investigation of relativistic theories of gravity are treated as providing greater potential in the prediction of wave propagation speed and the polarization properties of gravitational waves. The invariant classes of waves discussed have the same post-Newtonian limit as general relativity for a reasonable choice of cosmological models.

Discussion of the nature and origin of gravitational waves in the light of current theories and data, stating the concept of gravitational waves as a field of relative gravitational forces that propagate with the speed of light. The topics include the generation of gravitational waves, their astrophysical sources, pulsars, supernovae, the birth of neutron stars, explosions in quasars and nuclei of galaxies, and atomic and molecular processes. Also considered are gravitational wave reception techniques, covering free-mass antennas, nonmechanical displacement sensors, almost free antennas, mechanical displacement sensors, acoustic systems, resonant antennas, Weber's detectors, and natural antennas. Future developments in gravitational wave astronomy are considered.
The nature of gravitational wave measurements is discussed, along with their significance for tests of relativistic gravity theory. It is shown that the Riemann tensor of the most general wave is composed of six modes of polarization expressible in terms of six 'electric' components that govern driving forces in a detector. Consequently, currently feasible detectors can obtain all the measurable information contained in the most general wave permitted by any metric theory of gravity. It is important that future experiments be designed to measure all six 'electric' components.
Supermassive black holes which exist in the nuclei of many quasars and galaxies are examined along with the collapse which forms these holes and subsequent collisions between them which produce strong, broad-band bursts of gravitational waves. Such bursts might arrive at earth as often as 50 times per year--or as rarely as once each 300 years. The detection of such bursts with dual-frequency Doppler tracking of interplanetary spacecraft is considered.
The overall relevance of general relativity to astrophysics is considered, and some of the knowledge about the ways in which general relativity should influence astrophysical systems is reviewed. Attention is focused primarily on finite-sized astrophysical systems, such as stars, globular clusters, galactic nuclei, and primordial black holes. Stages in the evolution of such systems and tools for studying the effects of relativistic gravity in these systems are examined. Gravitational-wave astronomy is discussed in detail, with emphasis placed on estimates of the strongest gravitational waves that bathe earth, present obstacles and future prospects for detection of the predicted waves, the theory of small perturbations of relativistic stars and black holes, and the gravitational waves such objects generate. Characteristics of waves produced by black-hole events in general, pregalactic black-hole events, black-hole events in galactic nuclei and quasars, black-hole events in globular clusters, the collapse of normal stars to form black holes or neutron stars, and corequakes in neutron stars are analyzed. The state of the art in gravitational-wave detection and characteristics of various types of detector are described.
Two different versions of the Green's function for the scalar wave equation in weakly curved spacetime (one due to DeWitt and DeWitt, the other to Thorne and Kovacs) are compared and contrasted; and their mathematical equivalence is demonstrated. The DeWitt-DeWitt Green's function is used to construct several alternative versions of the Thorne-Kovacs post-linear formalism for gravitational-wave generation. Finally it is shown that, in calculations of gravitational bremsstrahlung radiation, some of our versions of the post-linear formalism allow one to treat the interacting bodies as point masses, while others do not.

Previously derived waveforms for gravitational bremsstrahlung are discussed along with their spectra and their limiting structure at high and low relative velocities. Waveforms and spectra are presented for a low-velocity bremsstrahlung encounter, and waveforms are given for encounters of arbitrary relative velocity. Limiting forms for the gravitational-wave amplitudes in the 'forward', 'intermediate', and 'backward' regions are derived in the high-velocity limit. The energy spectra seen by observers in the three regions are computed for arbitrary and high velocities. Simpler methods for analyzing special cases of the bremsstrahlung problem are examined, and the results of those methods are compared with the present results. Those methods include the quadrupole-moment and post-Newtonian formalisms, linear perturbations of the Schwarzschild metric, the method of colliding plane waves, the method of virtual quanta, and the zero-frequency limit. Classical gravitational bremsstrahlung is then compared with classical electromagnetic bremsstrahlung.
Observations of radio-wave phase scintillation are reported which used the Viking spacecraft having an earth-spacecraft link very similar to that which will be used in very low-frequency (VLF) gravitational-wave searches. The phase power-spectrum level varies by seven orders of magnitude as the sun-earth-spacecraft (elongation) angle changes from 1 to 175 deg. It is noteworthy that a broad minimum in the S-band (2.3 GHz) phase fluctuation occurs in the antisolar direction; the corresponding fractional frequency stability (square root Allan variance) is about 3 x 10 to the -14th for 1000-s integration times. A simultaneous two-frequency two-station observation indicates that the contribution to the phase fluctuation from the ionosphere is significant but dominated by the contribution from the interplanetary medium. Nondispersive tropospheric scintillation was not detected (upper limit to fractional frequency stability about 5 x 10 to the -14th). Evidently, even observations in the antisolar direction will require higher radio frequencies, phase scintillation calibration, and correlation techniques in the data processing, for detection of gravitational bursts at the anticipated strain amplitude levels of no more than 10 to the -15th.
The article describes new electronic techniques required for quantum nondemolition measurements and the theory underlying them. Consideration is given to resonant-bar gravitational-wave antennas. Position measurements are discussed along with energy measurements and back-action-evading measurements. Thermal noise in oscillators and amplifiers is outlined. Prospects for stroboscopic measurements are emphasized.
This paper discusses the interaction of long periodic gravitational waves with a three-link microwave system known as the Doppler canceling system. This system, which was developed for a gravitational red-shift experiment, uses one-way and two-way Doppler information to construct the beat signal of two reference oscillators moving with respect to each other. The geometric-optics approximation is used to derive the frequency shift produced on a light signal propagating in a gravitational-wave space-time. The signature left on the Doppler-cancelled beat by bursts and continuous gravitational waves is analyzed. A comparison is made between the response to gravitational waves of the Doppler canceling system and that of a (NASA) Doppler tracking system which employs two-way, round-trip radio waves. A threefold repetition of the gravitational wave form is found to be a common feature of the response functions of both systems. These two functions otherwise exhibit interesting differences.
