C-5 Electrical Substation (SWMU 066) Performance Monitoring Report

The C-5 Electrical Substation (C5ES) is a National Aeronautics and Space Administration (NASA) operated electrical power substation located at the John F. Kennedy Space Center (KSC), Florida. This facility has been designated Solid Waste Management Unit (SWMU) 066 under KSC’s Resource Conservation and Recovery Act (RCRA) Corrective Action program. This Performance Monitoring Report (PMR) presents the Interim Measure (IM) activities, including baseline sampling, air sparge system construction and operation, and performance monitoring, that were completed to remediate chlorinated volatile organic compounds (CVOC) in groundwater exceeding the Florida Department of Environmental Protection (FDEP) natural attenuation default concentrations (NADC).

Fiber-Optic Electric-Field Meter

Sensor for measuring electric-field strength does not greatly alter field in which placed. Sensor used to map fields in electric power substation or under high-voltage transmission line. Also used for laboratory measurements. Fused-silica fibers guide light from source to photometer. Light emerges from tip of source fiber, passes through curved coupler, and enters tip of photometer fiber. Attenuation of coupler changes with distance between fiber tips.

Analysis of the 60-Hz power system at KSC: The Orsino substation

An analysis of the Orsino Substation, a component (50 percent) of the 60-Hertz electric power system at the Kennedy Space Center, is presented. Presented here are separate single-line diagrams of the sixteen feeder circuits to permit easy access to information on the individual feeders for future planning. The load condition of each feeder and load break switch are presented and a heuristic reliability analysis of the system is performed. Information is given about the system fashion useful for decision making purposes. The beauty of it is in the simplified manner by which information about the system can be obtained.

Autonomous Inspection of Electrical Transmission Structures with Airborne UV Sensors - NASA Report on Dominion Virginia Power Flights of November 2016

The report details test and measurement flights to demonstrate autonomous UAV inspection of high voltage electrical transmission structures. A UAV built with commercial, off-the-shelf hardware and software, supplemented with custom sensor logging software, measured ultraviolet emissions from a test generator placed on a low-altitude substation and a medium-altitude switching tower. Since corona discharge precedes catastrophic electrical faults on high-voltage structures, detection and geolocation of ultraviolet emissions is needed to develop a UAV-based self-diagnosing power grid. Signal readings from an onboard ultraviolet sensor were validated during flight with a commercial corona camera. Geolocation was accomplished with onboard GPS; the UAV position was logged to a local ground station and transmitted in real time to a NASA server for tracking in the national airspace.

Photovoltaic central station step and touch potential considerations in grounding system design

The probability of hazardous step and touch potentials is an important consideration in central station grounding system design. Steam turbine generating station grounding system design is based on accepted industry practices and there is extensive in-service experience with these grounding systems. A photovoltaic (PV) central station is a relatively new concept and there is limited experience with PV station grounding systems. The operation and physical configuration of a PV central station is very different from a steam electric station. A PV station bears some similarity to a substation and the PV station step and touch potentials might be addressed as they are in substation design. However, the PV central station is a generating station and it is appropriate to examine the effect that the differences and similarities of the two types of generating stations have on step and touch potential considerations.

Analytical study of electrical disconnect system for use on manned and unmanned missions

The program to survey existing electrical connector availability, and establish an optimum connector design for maintainable spacecraft substation interfaces is reported. Functional and operational requirements are given along with the results of the documentation survey, which disclosed that the MSFC series connectors have the preferred features of current connector technology. Optimum design concepts for EVA tasks, modules serviced by manipulators, and for manipulators independent of other servicing units are presented. It is concluded that separate connector designs are required for spacecraft replaceable modules, and for crewman EVA.

Communications and control for electric power systems

The first section of the report describes the AbNET system, a hardware and software communications system designed for distribution automation (it can also find application in substation monitoring and control). The topology of the power system fixes the topology of the communications network, which can therefore be expected to include a larger number of branch points, tap points, and interconnections. These features make this communications network unlike any other. The network operating software has to solve the problem of communicating to all the nodes of a very complex network in as reliable a way as possible even if the network is damaged, and it has to do so with minimum transmission delays and at minimum cost. The design of the operating protocols is described within the framework of the seven-layer Open System Interconnection hierarchy of the International Standards Organization. Section 2 of the report describes the development and testing of a high voltage sensor based on an electro-optic polymer. The theory of operation is reviewed. Bulk fabrication of the polymer is discussed, as well as results of testing of the electro-optic coefficient of the material. Fabrication of a complete prototype sensor suitable for use in the range 1-20 kV is described. The electro-optic polymer is shown to be an important material for fiber optic sensing applications. Appendix A is theoretical support for this work. The third section of the report presents the application of an artificial neural network, Kohonen's self-organizing feature map, for the classification of power system states. This classifier maps vectors of an N-dimensional space to a 2-dimensional neural net in a nonlinear way preserving the topological order of the input vectors. These mappings are studied using a nonlinear power system model.

Multiple-Ring Digital Communication Network

Optical-fiber digital communication network to support data-acquisition and control functions of electric-power-distribution networks. Optical-fiber links of communication network follow power-distribution routes. Since fiber crosses open power switches, communication network includes multiple interconnected loops with occasional spurs. At each intersection node is needed. Nodes of communication network include power-distribution substations and power-controlling units. In addition to serving data acquisition and control functions, each node acts as repeater, passing on messages to next node(s). Multiple-ring communication network operates on new AbNET protocol and features fiber-optic communication.

National Maglev initiative: California line electric utility power system requirements

The electrical utility power system requirements were determined for a Maglev line from San Diego to San Francisco and Sacramento with a maximum capacity of 12,000 passengers an hour in each direction at a speed of 300 miles per hour, or one train every 30 seconds in each direction. Basically the Maglev line requires one 50-MVA substation every 12.5 miles. The need for new power lines to serve these substations and their voltage levels are based not only on equipment loading criteria but also on limitations due to voltage flicker and harmonics created by the Maglev system. The resulting power system requirements and their costs depend mostly on the geographical area, urban or suburban with 'strong' power systems, or mountains and rural areas with 'weak' power systems. A reliability evaluation indicated that emergency power sources, such as a 10-MW battery at each substation, were not justified if sufficient redundancy is provided in the design of the substations and the power lines serving them. With a cost of $5.6 M per mile, the power system requirements, including the 12-kV DC cables and the inverters along the Maglev line, were found to be the second largest cost component of the Maglev system, after the cost of the guideway system ($9.1 M per mile), out of a total cost of $23 M per mile.

Communications and control for electric power systems

A long-term strategy for the integration of new control technologies for power generation and delivery is proposed: the industry would benefit from an evolutionary approach that would adapt to its needs future technologies as well as those that it has so far not heeded. The integrated operation of the entire system, including the distribution system, was proposed as a future goal. The AbNET communication protocols are reviewed, and additions that were made in 1991 are described. In the original network, traffic was controlled by polling at the master station, located at the substation, and routed by a flooding algorithm. In a revised version, the polling and flooding are modified. The question of interfacing low-energy measurement transducers or instrument transformers is considered. There is presently little or no agreement on what the output of optical current transducers (CT's) should be. Appendices deal with the calibration of current transducers; with Delta modulation, a simple means of serially encoding the output of an OCT; and with noise shaping, a method of digital signal processing that trades off the number of bits in a digital sample for a higher number of samples.

Lightning location system supervising Swedish power transmission network

For electric utilities, the ability to prevent or minimize lightning damage on personnel and power systems is of great importance. Therefore, the Swedish State Power Board, has been using data since 1983 from a nationwide lightning location system (LLS) for accurately locating lightning ground strikes. Lightning data is distributed and presented on color graphic displays at regional power network control centers as well as at the national power system control center for optimal data use. The main objectives for use of LLS data are: supervising the power system for optimal and safe use of the transmission and generating capacity during periods of thunderstorms; warning service to maintenance and service crews at power line and substations to end operations hazardous when lightning; rapid positioning of emergency crews to locate network damage at areas of detected lightning; and post analysis of power outages and transmission faults in relation to lightning, using archived lightning data for determination of appropriate design and insulation levels of equipment. Staff have found LLS data useful and economically justified since the availability of power system has increased as well as level of personnel safety.
