Nuclear decisionmaking, complexity and emerging and disruptive technologies: A comprehensive assessment

The complex interactions of emerging and disruptive technologies (EDTs) could significantly impact nuclear decision-making, particular in an escalating regional conventional conflict. Such conflicts may present governments with a range of nuclear decisions: whether to introduce a nuclear dimension to a crisis, whether to cross the nuclear threshold through limited nuclear use, how to respond to a limited nuclear attack, whether to expand the scope and intensity of initial limited attacks, and whether to escalate to an all-out nuclear war. At each decision point, EDTs create potential risks as well as rewards. EDTs are likely to influence the context for nuclear decision-making and the choices between different courses of action. EDTs could impact the context of nuclear decision-making by improving or degrading situational assessment, the ability to deliberate, and the ability to manage one’s nuclear forces. EDTs could influence the choice between nuclear restraint or escalation by affecting the perceived strategic benefits, escalatory risks, and operational requirements associated with different courses of action. Even though particular combinations of EDTs could precipitate nuclear use in some scenarios, they could encourage restraint in others. The impact and relevance of the same combinations of EDTs might be different at various nuclear decision points. The availability of specific combinations of EDTs at different stages of a conflict would also vary because of the attrition and one-time-use nature of some capabilities. In later stages of a conflict, the decision maker’s confidence in different combinations of EDTs would depend on their previous experience in using them. While the interactions of EDTs are likely to bring additional complexity to a nuclear decision-making process, EDTs are also not the only source of complexity. Broader strategic, military, operational, legal, moral, and emotional factors are also likely to play an important role. These factors may dominate decision-making in a range of potential cases.

Improving energy performance metrics to maximize the benefits of disruptive technologies

Advances in appliance and equipment systems' technologies also cause changes in their technical characteristics that can affect energy consumption and associated greenhouse gas emissions. Energy performance evaluation methods that use testing and metrics can evolve to account for energy consumption contributed from new technological characteristics. However, there is no systematic effort to enable the advancement of test procedures and performance metrics to maximize the energy, climate, and financial benefits of disruptive technologies. Therefore, it is important for countries to regularly update their energy-efficiency policy programs, such as standards and labels, by improving test procedures and metrics to reflect the innovation in emerging technologies as well as to mitigate the risk of deploying obsolete technology. This paper shows how energy performance metrics have been improving in selected appliances and equipment and provides insights to design a systematic effort to improve metrics and test procedures at the speed of ongoing changes in technologies and markets.

Photovoltaic Deployment Scenarios toward Global Decarbonization: Role of Disruptive Technologies

To totally decarbonize global electrical systems using photovoltaics (PVs) in the 2050–2060 decade, the world would need to install 63.4 TW of PV. This article models and explores how a PV manufacturing ramp‐up trajectory toward this goal can be achieved while assuming that investors continue to make financially rational decisions avoiding stranded production assets and therefore protecting their return on investment. The model effectively exploits experience curve benefits in both the scaling of the manufacturing process and continued progress in product design technologies. The scale‐up challenge is amplified because trajectories that achieve this goal require an unprecedented ramp‐up of production capacity over just two decades, followed by relatively modest demand to maintain the installed base and support continued population growth. It is demonstrated that sustainable ramp‐up of manufacturing is indeed possible and shown that the deployment of the requisite manufacturing capacity can be accelerated and accomplished at lower total capital cost by the introduction of disruptive technologies that have lower capital intensity, embedded energy, or higher efficiency.

Quantum Computing and Visualization: A Disruptive Technological Change Ahead

The focus of this Visualization Viewpoints article is to provide some background on quantum computing (QC), to explore ideas related to how visualization helps in understanding QC, and examine how QC might be useful for visualization with the growth and maturation of both technologies in the future. In a quickly evolving technology landscape, QC is emerging as a promising pathway to overcome the growth limits in classical computing. In some cases, QC platforms offer the potential to vastly outperform the familiar classical computer by solving problems more quickly or that may be intractable on any known classical platform. As further performance gains for classical computing platforms are limited by diminishing Moore’s Law scaling, QC platforms might be viewed as a potential successor to the current field of exascale-class platforms. Importantly, while present-day QC hardware platforms are still limited in scale, the field of quantum computing is robust and rapidly advancing in terms of hardware capabilities, software environments for developing quantum algorithms, and educational programs for training the next generation of scientists and engineers. After a brief introduction to QC concepts, the focus of this article is to explore the interplay between the fields of visualization and QC. First, visualization has played a role in QC by providing the means to show representations of the quantum state of single-qubits in superposition states and multiple-qubits in entangled states. Second, there are a number of ways in which the field of visual data exploration and analysis may potentially benefit from this disruptive new technology though there are challenges going forward.

Delivering Contextual Knowledge and Critical Skills of Disruptive Technologies through Problem-Based Learning in Research Experiences for Undergraduates Setting

The recent development in transportation, such as energy-efficient and autonomous vehicles, defines a condition for the students in transportation engineering. Students in the field of transportation engineering should be ready upon their graduation with new knowledge and skills that are compatible with the need of the industry and sustainable engineering practices.During summers of 2018 and 2019, we developed and implemented an eight-week program to increase the knowledge and skills of students coming from multidisciplinary fields related to autonomous vehicles. Problem of “How much will platooning reduce fuel consumption and emissions per vehicle mile traveled?” was instrumentalized in subsequent activities to introduce the comprehensive knowledge structure of autonomous vehicles. The engineering concept of reducing the cost and sustainability was embedded in the leading research question that helped us to develop and implement activities on an overall knowledge structure in autonomous vehicles. The goal of using problem-based learning activities was not to encourage the students to focus on reaching the solution merely. We aimed to introduce the multidisciplinary knowledge and critical skills aspects of learning about disruptive technologies. In this paper, we will discuss how a multidisciplinary research approach was incorporated into a problem-based learning activity. The students were introduced the subjects related to math, physics, computer science, and biology as the integration of the knowledge structure of autonomous vehicles. We will also present the results on students’ use of critical skills such as machine learning and computer programming.

Disruptive Technology for Carbon Negative Commodity Chemicals

This project was designed to develop an economically attractive process for the carbon negative production of the commodity biochemical succinic acid. To compete against petroleum derived biochemicals, the process must deliver high raw material conversion efficiency and high volumetric productivity to reduce both recurring and capital-related costs, respectively. The proposed process introduces additional electrons sourced from hydrogen into the biosynthetic pathway so that the carbon from two CO2 molecules can be combined with each glucose to significantly increase succinic acid yields. The process also uses ultrafiltration to continuously remove the product from the bioreactor to avoid product inhibition and extend the productive life of the cell extract. Genetic deletions and specific enzyme removal during extract preparation more efficiently direct both atomic and electronic resources toward product formation. A preliminary technoeconomic analysis indicates that these process innovations made possible by cell-free production will enable large scale production with attractive ROI and profitability. This two-year project provided some 29 distinct insights, analytical advances, and process improvements that resulted in a demonstration of process feasibility. However, an estimated two to three years of additional development will be required to achieve convincing pilot scale demonstrations that will motivate large scale investments.

Disruptive Photovoltaic Technologies Can Accelerate Global Decarbonization

This contribution explores PV manufacturing capacity expansion trajectories needed to achieve the goal of global decarbonization assuming that investors make financially rational decisions avoiding stranded production assets while still effectively exploiting experience curve benefits in both manufacturing process and product design. Substantial production cost savings and timely decarbonization risk mitigation could accrue by adoption and scaling of high efficiency multijunction device architectures and thin film direct bandgap semiconductor technologies that provide lower manufacturing capital intensity. We demonstrate that there is a $1-2 trillion market opportunity for such disruptive technologies while also providing hundreds of billions of dollars of cost savings to reach total decarbonization.

Challenges and Gaps in the Development of Pulsed Power for Fusion Applications: A Preroadmapping Perspective From Industry, Academia, and National Laboratory Experts

Fusion energy meets the twenty-first century World Grand Challenge of sustainable, ubiquitous, and safer energy sources. However, harnessing the promise of fusion energy has proven elusive. The competing approaches to fusion power plant design include inertial confinement fusion, National Ignition Facility (ICF-NIF, Z machine, etc.,) magnetic confinement fusion (MCF-Tokamak, stellarators, etc.), and other approaches that show promise in small- (flow stabilized Z pinches) or large-scale applications. These approaches are being accelerated with private and public funding and seek to demonstrate the feasibility of different approaches to fusion-based power plants. Yet, how can the necessary pulsed power technologies for these disruptive technology bases be accelerated with no clear “Dominant Design?” Roadmapping holds the promise to identify and develop common critical pulsed power components for laboratory, prototype, and commercial fusion, and can accelerate the commercialization of fusion reactor designs. A preroadmapping Workshop on Pulsed Power for Fusion was held at the IEEE International Pulsed Power Conference in San Antonio, TX, USA, in June 2023. The workshop had 177 attendees. Here, the common elements for many of the ICF technologies vying for dominant design were identified. The advancement of these technologies through roadmapping will enhance commercial expectations that require their rapid and innovative development in the next five years, as well as the next five to ten years. The key technologies identified that underpin and limit the advancement of fusion power include pulsed power technologies such as energy storage, high-voltage switching, additive manufacturing, and modular pulsed power circuit topologies. In conclusion, they are the focus of our effort in the following roadmap scenario, which will delineate potential paths to technology development.

MEMS RF accelerators for nuclear energy and advanced manufacturing

Energetic ions are widely used to develop radiation hard structural materials and fuels for advanced nuclear energy. Ion beams are also used to generate neutrons for nuclear materials testing, as well as in a series of high impact, high value adding manufacturing processes (ranging from doping of semiconductors to hardening of materials against wear and to increase bio-compatibility of materials). But to date, high power beams of high energy ions are simply too expensive because they are delivered from large single beam accelerators. We have recently demonstrated that MEMS technology enables massively parallel, low cost batch fabrication of ion beams. We propose to scale intense ion accelerators based on MEMS (micro-electro mechanical systems) to high beam power (>10 kW). With our approach, hundreds to thousands of ion beamlets will be densely packed on silicon wafers. Ions are injected and accelerated across gaps formed in stacks of wafers, leading to uniquely high current densities for intense ion accelerators with variable kinetic energy (0.1 to 10 MeV) and variable ion species. Our team brings together experts in high power ion accelerators from Lawrence Berkeley National Laboratory and leading experts in MEMS technology from Cornell University. We will deliver a disruptive technology of low cost, flexible and massively scalable ion accelerators that will enable the rapid development of radiation hard nuclear materials for advanced nuclear energy and enable new applications in manufacturing.

A Model for Lean Corporate/ Startup Interfaces: Unlocking Resources of Midcap Corporations Providing a Pathway to Advanced Energy Technologies

Commercializing energy technologies through traditional market pathways is challenging for early-stage energy innovators. Development cycles in energy are long and expensive, and adoption is difficult, making energy technologies of limited interest to venture capital relative to industries with faster growth and shorter product life cycles such as life sciences and software. As such, partnerships with established corporations are one of the most promising, and in some cases only, go-to-market pathways for energy technologies. Startups often seek to work with, large well-known Fortune 500 (and similar) companies. However, the size and risk aversion of those firms often makes partnering challenging. It can take well over 12 months for a large corporation to agree to commercial terms and get internal board / management approval to move forward with a binding agreement with a startup for even a simple starting partnership. This timeline is prohibitive for most early-stage companies who are both time and money constrained, and often working in highly competitive commodity sectors. Mid-cap corporations ($\$ $100M to $\$ $10B) are a promising but untapped resource for partnering with technology developers because they are often nimbler, tend to be fiercely competitive, and are looking for new revenue or cost-saving opportunities. These factors make them both more receptive to disruptive technologies, and more capable of integrating them. However, while Fortune 500 companies often have venturing groups that facilitate the initial connection process, most midcap incumbents do not have the resources to create standalone corporate venture groups. As a result, although they could help each other significantly (startup technologies make midcaps more competitive; midcaps offer a faster commercialization pathway to startups), midcap companies and startups rarely work together. In 2017, ADL Ventures (ADL) received Award #DE-EE0008111 from DOE EERE’s Innovative Pathways program to unlock the domain expertise and material resources of midcap companies. The goal of the award was to support energy technology commercialization via an innovation platform for startups to interface with midcap corporations. During the grant period, we have developed a novel open innovation platform that allows financially conservative incumbents to efficiently engage with energy innovators and startups, thereby unlocking the incumbents’ domain expertise, strategic capital, R&D facilities, supply chain, and pathways to market. We have executed full-scale open innovation challenges for three clients, exceeding the initial proposed goal of two. We also built a diversified opportunity pipeline which resulted in four projects contracted for 2020, meeting the goals of the proposal, with others pending.

Solar Energy Research Institute for India and the United States (SERIIUS): Lessons and Results from a Binational Consortium

This book describes the development, functioning, and results of a successful binational program to promote significant scientific advances in Earth-abundant photovoltaics (PV) and concentrated solar power (CSP), advanced process/manufacturing technologies, multiscale modeling and reliability testing, and analysis of integrated solar energy systems. SERIIUS is a consortium between India and the United States dedicated to developing new solar technologies and assessing their potential impact in the two countries. The consortium consists of nearly 50 institutions including academia, national laboratories, and industry, with the goal of developing significant new technologies in all areas of solar deployment. In addition, the program focused on workforce development through graduate students, post-doctoral students, and an international exchange program. Particular emphasis was placed on the following efforts: creating disruptive technologies in PV and CSP through high-impact fundamental and applied research and development (R&D); identifying and quantifying the critical technical, economic, and policy issues for solar energy development and deployment in India; overcoming barriers to technology transfer by teaming research institutions and industry in an effective project structure; building a new platform for binational collaboration using a formalized R&D project structure, along with effective management, coordination, and decision processes; creating a sustainable network and workforce development program from which to build large collaborations and fostering a collaborative culture and outreach programs. This includes using existing and new methodologies for collaboration based on advanced electronic and web-based communication to facilitate functional international teams. The book summarizes the general lessons learned from these experiences.

Dry cooler contribution to LCOE in a sCO 2 power cycle for CSP

In order to maintain viability as a future power-generating technology, concentrating solar power (CSP) must reduce its levelized cost of electricity (LCOE). One component of solving this problem is reducing the cost of the power block while simultaneously increasing the efficiency of the thermodynamic cycle. One disruptive technology that has the promise to accomplish this is supercritical CO 2 (sCO 2 ) based power cycles. Here, these cycles are conceptually similar to steam cycles; however, they have substantially smaller turbomachinery at equivalent power while also delivering more efficiency at turbine inlet temperatures of 500-700 °C.

This paper will summarize the current status of a US Department of Energy project to develop machinery to support a 10 MW sCO2 power cycle. The team of Southwest Research Institute® (SwRI®) and Hanwha Power Systems America, proposed to develop an integrally-geared (IG) compressor-expander (compander) for use in a nominal 10 MW-scale CSP supercritical carbon dioxide (sCO2) plant application. This integrally-geared compander (IGC) comprises multiple pinion shafts interconnected on a single bull gear to create a compact package, and utilizes a low-cost, low-speed driver. In addition, the integrally-geared architecture allows each pinion to operate at different rotational speeds to optimize performance and easily allow for inter-stage cooling and turbine re-heat to further enhance both stage and cycle efficiency. The close integration of all turbomachinery elements into a single integrally-geared (IG) machine creates a design that lends itself to power block modularization, which makes it suitable for waste heat recovery, fossil fuel power plants, and especially CSP applications.

In the current work, the focus is developing a test loop to enable safe testing of the main compressor stage across a wide range of operating conditions, and to validate the mechanical integrity of the turbine at full pressure, temperature, and speed. Developing a test loop for sCO2 requires balancing a number of design alternatives that impact cost, lead time, safety, and performance. The current work discusses the design process for the reduced flow test loop for the compander, and supporting documentation supporting the viability of the test loop
