Trends and Effects of Changes in Business Cases for Petroleum Refineries

This study investigates trends and effects in business cases for petroleum refineries with a focus on effects for the state of Oregon for finished gasoline. Recently, the Oregon Department of Energy released the 2024 Oregon Energy Security Plan (ESP) which highlighted the reliance on out of state gasoline imports primarily from refineries located in the state of Washington. This study compiled a list of recent refinery closures in the United States and analyzed the drivers and impacts each refinery closure had to its respective region. The study dives into exploring three refinery closure business cases and past events that impacted gasoline prices in Oregon. Lastly, the paper outlines a potential framework of indicators to analyze the risk of future refinery closures based on the findings. This study hopes to inform stakeholders about the vulnerabilities in Oregon’s fuel supply chain and provide information that can guide strategic planning for future energy security.

Business Case Analysis for Digital Safety-Related Instrumentation & Control System Modernizations

This LWRS research seeks to assist in breaking the impasse which has precluded digital safety system upgrades by generating and demonstrating a process and related business case tool to enable a Business Case Analysis (BCA). The purpose of a BCA is to show such upgrades can be economically justified. This BCA methodology first systematically establishes a forecast of expected lifecycle costs for I&C identified for upgrade by: • Definitively bounding the scope of current I&C systems envisioned for upgrade. • Collecting historical labor and material usage data that bound cost contributors related to the systems to be upgraded. • Synthesizing and analyzing the data to establish lifecycle cost forecasts for the current systems. In collaboration with engineers familiar with the attributes of the digital equipment to be used in the upgrade and how it is envisioned to be applied, cost savings categories and expected savings in those categories are then identified and applied using the analysis tools developed for this purpose. The result is an estimate NPV of savings enabled by the upgrade. This includes both direct cost savings (e.g., surveillance labor costs) as well as cost avoidance items (e.g., inventory carrying costs). Finally, when utility-provided digital upgrade costs estimates are included, the resultant BCA provides an NPV for the upgrade project. Development of a useful BCA methodology requires a real-world basis. With the cooperation of Exelon Generation (“Owner”), an Exelon-owned 2-Unit BWR Station (“Station”) was used as the foundation for this research. Exelon is pursuing a digital upgrade of current, first-echelon, safety-related I&C systems at these units, including the following: • Reactor Protection System (RPS) • Nuclear Steam Supply Shutoff System (N4S) • Emergency Core Cooling Systems (ECCS) • Anticipated Transient Without Scram (ATWS) Mitigation System

Business Case Analysis for Artificial Intelligence-Large Language Model Technology Integration

AI-assisted processes are expected to enhance operational efficiency and improve decision-making, supporting the long-term economic viability of nuclear power plants. However, detailed business analyses of AI-generated cost savings are rarely performed. Given the recent industry interest in Large Language Model (LLM), the U.S. Department of Energy (DOE) Light Water Reactor Sustainability (LWRS) Program has conducted a comprehensive business case analysis of LLM Artificial Intelligence (AI) implementation in nuclear plant engineering workflows. The research employed three complementary business case approaches to evaluate impact of an LLM, using three representative engineering processes as use-cases: Boric Acid Corrosion (BAC) Evaluations, Maintenance Rule Evaluations, and 10 CFR 50.59 Screenings. Through detailed workload analyses and structured interviews, the study quantified significant efficiency improvements ranging from 11% to 59% across these processes. The research further considers how these efficiency gains could translate into tangible reliability improvements through enhanced engineering capacity. Analysis of historical plant trip data indicates that enabling engineers to focus on proactive reliability activities could provide substantial financial benefits through avoided outages, potentially generating greater value than the direct efficiency improvements alone. By documenting successful applications, implementation challenges, and strategic opportunities, this research provides nuclear utilities with a practical framework for evaluating the value of AI technology to support long-term operations through advanced digital technologies.

2023 Business Case Study: Hydrothermal Liquefaction of Algal Bloom Biomass

A business case study was developed for the fiscal year (FY) 2023 to explore the technical and economic feasibility of converting lake-harvested algal bloom biomass (ABB) into biofuel via hydrothermal liquefaction (HTL). The case study includes reporting on the experimental demonstration of converting the algal feedstock to HTL biocrude. Using the experimental data, a preliminary techno-economic assessment (TEA) of a commercial-scale facility was completed to determine the economic feasibility of the process.

Future Interagency Range and Spaceport Technologies (FIRST) Formulation Products: 1. Transformational Spaceport and Range Concept of Operations. 2. F.I.R.S.T. Business Case Analysis

The Baseline Report captures range and spaceport capabilities at five sites: KSC, CCAFS, VAFB, Wallops, and Kodiak. The Baseline depicts a future state that relies on existing technology, planned upgrades, and straight-line recapitalization at these sites projected through 2030. The report presents an inventory of current spaceport and range capabilities at these five sites. The baseline is the first part of analyzing a business case for a set of capabilities designed to transform U.S. ground and space launch operations toward a single, integrated national "system" of space transportation systems. The second part of the business case compares current capabilities with technologies needed to support the integrated national "system". The final part, a return on investment analysis, identifies the technologies that best lead to the integrated national system and reduce recurring costs..Numerous data sources were used to define and describe the baseline spaceport and range by identifying major systems and elements and describing capabilities, limitations, and capabilities

Considerations for Building the Business Cases for Bidirectional Electric Vehicle Charging

The purpose of this report is to serve as an informative discussion document and to consider perspectives of some key stakeholders that affect commercialization of bi-directional electric vehicles (EVs), charging infrastructure, and other related technologies. In this report, we synthesized information from existing lab studies and a series of industry roundtables, panels, and webinars facilitated by the U.S. Department of Energy’s (DOE’s) Office of Technology Transitions, in collaboration with the DOE’s Vehicles Technology Office and Argonne National Laboratory, aimed at discussing these technologies. This synthesis identifies key issues and considerations that factor into stakeholder perspectives and the business cases for potential stakeholder adoption of bidirectional electric vehicles, charging infrastructure, and other related technologies. Plug-in electric vehicle (PEV) owners, building owners, and grid operators all have the potential to develop business cases for bidirectional PEVs and the associated charging infrastructure. Bidirectionality includes the transfer of electricity or associated grid services from a vehicle to a home, building, grid, or other infrastructure, and vice versa also known as V2X).

A Business Case Evaluation of Gas Switching Reforming (GSR) Technology: A Promising Technology for Natural Gas Reforming with Integrated CO2 Capture

Hydrogen is essential in the transition to sustainable energy, and developing low-carbon production methods is a key research focus. Traditional steam methane reforming (SMR) dominates the hydrogen industry but contributes substantially to CO2 emissions. In response, Gas Switching Reforming (GSR) has emerged as a novel process that integrates carbon capture and utilizes process heat more efficiently. Unlike other reforming methods, GSR consolidates oxidation and reduction reactions within a single reactor, which minimizes external energy inputs and simplifies scaling. Like conventional steam methane reforming (SMR), GSR can be integrated with water-gas shift and pressure swing adsorption units for pure hydrogen production. This work presents a comprehensive business case analysis of GSR technology based on experimental results in Technology Readiness Level 3, Life Cycle Assessment (LCA) and Techno-Economic (TEA) evaluation incorporating ASPEN Plus process modeling considering different configurations and energy scenarios. The TEA incorporates data from kinetic experiments from various catalysts to evaluate the GSR process under various conditions. The goal of this work is to evaluate GSR’s potential to serve as a low-carbon alternative to SMR, focusing on global warming potential and additional impact categories to evaluate a wide spectrum of environmental impacts. Comparative assessments were conducted with SMR, chemical loop reforming (CLR), and proton exchange membrane (PEM) electrolysis to explore trade-offs across environmental metrics. The environmental impact assessment of this work encompasses the entire hydrogen production lifecycle from raw material extraction to plant decommissioning, using a cradle-to-gate boundary. Preliminary findings highlight that GSR, when integrated with low-carbon energy sources, could significantly reduce environmental impacts, making it a promising candidate for low-carbon hydrogen infrastructure. The insights from this business case evaluation aim to guide industry in scale-up and commercialization of this promising clean energy technology.

Business Case Analysis of the Towed Gilder Air Launched System (TGALS)

The Aerospace Corporation developed an integrated Business Case Analysis (BCA) model on behalf of the NASA Armstrong Flight Research Center (AFRC). This model evaluated the potential profitability of the Towed Glider Air Launched System (TGALS) concept, under development at AFRC, identifying potential technical, programmatic, and business decisions that could improve its business viability. The model addressed system performance metrics; development, production and operation cost estimates; market size and product service positioning; pricing alternatives; and market share.

The Business Case for Automated Software Engineering

Adoption of advanced automated SE (ASE) tools would be more favored if a business case could be made that these tools are more valuable than alternate methods. In theory, software prediction models can be used to make that case. In practice, this is complicated by the 'local tuning' problem. Normally. predictors for software effort and defects and threat use local data to tune their predictions. Such local tuning data is often unavailable. This paper shows that assessing the relative merits of different SE methods need not require precise local tunings. STAR 1 is a simulated annealer plus a Bayesian post-processor that explores the space of possible local tunings within software prediction models. STAR 1 ranks project decisions by their effects on effort and defects and threats. In experiments with NASA systems. STARI found one project where ASE were essential for minimizing effort/ defect/ threats; and another project were ASE tools were merely optional.

Initial Scoping Efforts for a Plant-Wide Digital Infrastructure Modernization Business Case Study

This research report describes the preparatory efforts to perform a BCA on an expanded set of digital upgrades envisioned for implementation at the Luminant?s Comanche Peak nuclear plant. It captures efforts to scope the digital upgrade effort to enable performance of the BCA. The final BCA will be the subject of a subsequent report. LWRS pilot research in this area is intended to enable this effort and to provide a roadmap to others to follow. INL appreciates the Luminant?s participation in this research.

Business Case Analysis for Digital Safety-Related Instrumentation & Control System Modernizations

The commercial nuclear sector faces unprecedented financial challenges driven by low natural gas prices and subsidized renewables in a marketplace that does not reward carbon-free baseload capacity. These circumstances, along with increasingly antiquated labor-centric operating models and analog technology, have forced the premature closure of multiple nuclear facilities and placed a much larger population of nuclear power stations at risk. Nuclear plant economic survival in current and forecasted market conditions requires an efficient and technology-centric operating model that harvests the native efficiencies of advanced technology. This is analogous to transformations in nearly every other industry. In light of previous industry experience in modernizing safety Instrumentation and Controls (I&C) systems, nuclear utilities are reluctant to pursue these upgrades due to uncertainty in licensing and cost.

Pilot Business Case Analysis for Digital Infrastructure

The Inflation Reduction Act Has Provided an Opening to Dramatically Change and Improve the Economics of Nuclear Power Until recently, the commercial nuclear sector has faced unprecedented financial challenges driven by low natural gas prices and subsidized renewables, in a marketplace that did not reward carbon-free baseload capacity. The industry is also plagued by labor shortages, increasingly obsolete labor-centric operating models and antiquated analog technology that threaten the viability of the long-term operations of domestic nuclear facilities. In this context, the economic survival of nuclear power plants requires an efficient and technology-centric operating model that harvests the native efficiencies of advanced technology. Such transformations have been made in many other industries – notably, oil and gas. The passage by Congress of the Inflation Reduction Act (IRA) in 2022 provides nuclear operators with unprecedented economic incentives to pursue these upgrades. To realize the benefits of these incentives and achieve the necessary transformations in the nuclear operating model, the nuclear industry must overcome both the continuing unease about licensing pathways and uncertainty related to implementation costs.

The business case for connectivity

Information systems that provide competitive advantages to organizations can be broadly classified into those that improve the effectiveness of a business function and those that improve the reach of information in the organization. The latter, organizational connectivity systems, can be categorized as intraorganizational and interorganizational systems. Intraorganization systems provide connectivity to function areas within the business, while interorganizational systems support the exchange of business data between independent business units. These system are not confined to a single entity but span organizational boundaries which can be national or international in scope. A series of case studies was undertaken in an effort to better understand the issues and problems associated with providing an increased flow of information within and outside of an organization. Ten issues emerged from this study. In summary, it is necessary for firms to first consider how effective their internal communications systems are before launching projects that tie the organization to external systems.

General Mission Analysis Tool (GMAT): Mission, Vision, and Business Case

The Goal of the GMAT project is to develop new space trajectory optimization and mission design technology by working inclusively with ordinary people, universities businesses and other government organizations; and to share that technology in an open and unhindered way. GMAT's a free and open source software system; free for anyone to use in development of new mission concepts or to improve current missions, freely available in source code form for enhancement or future technology development.

Proving the Business Case for Building Analytics

As building monitoring becomes more common, facilities teams are faced with an overwhelming amount of data. These data do not typically lead to insights or corrective actions unless they are stored, organized, analyzed, and prioritized in automated ways. Buildings are full of energy savings potential that can be uncovered with the right analysis. With analytic software applied to everyday building operations, owners are using data to their advantage and realizing cost savings through improved energy management.

Driving Economics and Reducing Risks: The Business Case for Security-by-Design in Nuclear Power

This report provides an analysis of the financial, operational, and strategic advantages of incorporating Security-by-Design (SeBD) early in the lifecycle of nuclear power plant projects. By framing security as a foundational design element rather than a late-stage add-on, owners, vendors, and operators can reduce budget overruns, strengthen regulatory compliance, and increase revenue opportunities. The report details key lifecycle phases, highlighting the strategic imperative for organizations (including project developers, investors, vendors, and regulators) to adopt SeBD. Drawing on industry estimates, real-world case studies, and comparative cost analyses, the findings underscore that even a modest upfront investment in SeBD can yield substantial long-term returns by preventing costly retrofit activities, minimizing regulatory delays, and positioning nuclear vendors for the ability to adapt in the evolving security market. By avoiding excessive retrofit expenses and positioning security as a built-in feature rather than an afterthought, nuclear projects can protect their financial performance, enhance public trust, and secure a competitive edge in an increasingly complex global energy market. The authors advocate for SeBD’s strategic implementation, supported by established quality management methodologies, thereby promoting continuous improvement and defect avoidance. Ultimately, early SeBD integration represents a strategic investment, yielding significant returns by preventing costly retrofits and positioning nuclear projects for enhanced competitiveness and public trust.

The Business Case for Spiral Development in Heavy Lift Launch Vehicle Systems

Performance capabilities of a specific combination of the Space Shuttle external tank and various liquid engines in an in-line configuration, two-stage core vehicle with multiple redesigned solid rocket motor strap-ons are reexamined. This concept proposes using existing assets, hardware, and capabilities that are already crew-rated, flight certified, being manufactured under existing contracts, have a long history of component and system ground testing, and have been flown for over 20 yr. This paper goes beyond describing potential performance capabilities of specific components to discuss the overall system feasibility-from end to end, start to finish-describing the inherent cost advantages of the Spiral Development concept, which builds on existing capabilities and assets, as opposed to starting up a "fresh sheet" heavy-lift launch vehicle program from scratch.
