Energy Storage in Long-Term System Models: A Review of Considerations, Best Practices, and Research Needs

Technological change and policy support have heightened expectations for the role of energy storage in power systems, creating a need to enhance representations of energy storage in long-term models to inform decision-making. Energy storage technologies have complex and diverse cost, value, and performance characteristics that make them challenging to model, but there is limited guidance about best practices and research gaps for energy storage analysis. This paper reviews the literature and draws upon our collective experience to provide recommendations to analysts on approaches for representing energy storage in long-term electric sector models, navigating tradeoffs in model development, and identifying research gaps for existing tools and data. The review focuses on national-scale models with technological, temporal, and regional detail given their prevalence in planning and policy, though many insights are transferable to other modeling contexts. It also offers guidance to consumers of model outputs on proper use and interpretation based on model strengths and limitations. In particular, this review demonstrates the importance of capturing how the values of energy storage and other resources change as the system composition changes (e.g. with different levels of storage, renewables deployment, and emissions outcomes). These considerations require model detail like high spatiotemporal resolutions and endogenous investments that global integrated assessment models and price-taker frameworks do not typically resolve. Research gaps include linking tools of different resolutions, developing reduced-form representations of value streams, incorporating hybrid energy storage and renewable systems, and representing longer-duration energy storage technologies.

Ocean surface radiation measurement best practices

Ocean surface radiation measurement best practices have been developed as a first step to support the interoperability of radiation measurements across multiple ocean platforms and between land and ocean networks. This document describes the consensus by a working group of radiation measurement experts from land, ocean, and aircraft communities. The scope was limited to broadband shortwave (solar) and longwave (terrestrial infrared) surface irradiance measurements for quantification of the surface radiation budget. Best practices for spectral measurements for biological purposes like photosynthetically active radiation and ocean color are only mentioned briefly to motivate future interactions between the physical surface flux and biological radiation measurement communities. Topics discussed in these best practices include instrument selection, handling of sensors and installation, data quality monitoring, data processing, and calibration. It is recognized that platform and resource limitations may prohibit incorporating all best practices into all measurements and that spatial coverage is also an important motivator for expanding current networks. Thus, one of the key recommendations is to perform interoperability experiments that can help quantify the uncertainty of different practices and lay the groundwork for a multi-tiered global network with a mix of high-accuracy reference stations and lower-cost platforms and practices that can fill in spatial gaps.

Consensus International Solar Resource Standards and Best Practices Development

Standardization and best practices of data sets and models enable the industry to develop widely accepted protocols adapted to various stages of solar project development and operations. In collaboration with the International Energy Agency Photovoltaic Power Systems Programme Task 16, the National Renewable Energy Laboratory (NREL) developed and regularly updates the Best Practices Handbook for the Collection and Use of Solar Resource Data for Solar Energy Applications. In collaboration with ASTM's radiometry subcommittee, NREL leads the development of various radiometric standards. These contribute to increased accuracy in the measurement of the solar resource available to conversion systems and boost the development and improvement of radiative models. These models can then provide the long-term geographic or climatic distribution of solar radiation for areas where measured solar data are not available. Further, these standards play a preeminent role in all aspects of solar energy projects, including standard conditions, methods and instrumentation, accelerated testing, and service lifetime of materials.

Concentrating Solar Power Best Practices Study

The primary objective of this Concentrating Solar Power Best Practices Study is to publish best practices and lessons learned from the engineering, construction, commissioning, operations, and maintenance of existing concentrating solar power (CSP) parabolic trough and power tower systems. To accomplish this objective, information was solicited from many owners, operators, and engineering, procurement, and construction (EPC) contractors, independent engineers, and other stakeholders of parabolic trough and central receiver plants (also commonly referred to as power towers). Information was gathered through in-person or online meetings, site visits, and questionnaires sent to participants. The project team held about 50 information-gathering sessions with participants over the course this effort; and in the process, it collected information from participants representing nearly 80% of CSP plants operating worldwide.

Modernization of Technical Requirements for Licensing of Advanced Non-Light Water Reactors: LMP Lessons Learned, Best Practices, and Frequently Asked Questions

This report captures lessons learned, best practices, and frequently asked questions with responses gleaned from the experiences of early adopters of the LMP RIPB process. Interviews were conducted in late 2019 with five non-LWR design organizations to gather their feedback on the application of the LMP RIPB process under real production conditions. The overall feedback from the reactor developers is that the LMP RIPB process can be successfully implemented with material benefits to the designer. As with any new processes, numerous challenges and questions were relayed by the designers. These challenges have been translated into lessons learned and best practices. Those two sections address both technical and organizational aspects of implementing the LMP RIPB process. Questions that were asked by multiple designers were turned into “frequently asked questions” and responses were provided by the LMP team.

Radiometric Standards and Best Practices: Recent Progress

International standards and best practices for solar resource assessments provide assurance for traceable measurements associated with a low uncertainty. This benefits the solar energy industry by reducing the investment risks through heightened confidence in the solar resource information. NREL, in collaboration with international organizations, such as subcommittees G03 of ASTM (Radiometry) and TC180/SC1 of ISO (Climate measurement and data), recently revised some standards that are widely used by the solar industry. These include radiometric standards that assist in (i) maintaining calibration traceability; (ii) uncertainty analysis; (iii) measurement quality assurance, and (iv) establishing reference spectral irradiance distributions. The latter are widely used by the solar community to evaluate the actual absorptance, reflectance, and transmittance of solar energy materials, or the performance of solar energy devices and systems, relative to standard conditions. This paper provides a summary of the recent changes brought to these standards as a way to better support the solar energy industry.
