Energy Storage in Long-Term System Models: A Review of Considerations, Best Practices, and Research Needs

Technological change and policy support have heightened expectations for the role of energy storage in power systems, creating a need to enhance representations of energy storage in long-term models to inform decision-making. Energy storage technologies have complex and diverse cost, value, and performance characteristics that make them challenging to model, but there is limited guidance about best practices and research gaps for energy storage analysis. This paper reviews the literature and draws upon our collective experience to provide recommendations to analysts on approaches for representing energy storage in long-term electric sector models, navigating tradeoffs in model development, and identifying research gaps for existing tools and data. The review focuses on national-scale models with technological, temporal, and regional detail given their prevalence in planning and policy, though many insights are transferable to other modeling contexts. It also offers guidance to consumers of model outputs on proper use and interpretation based on model strengths and limitations. In particular, this review demonstrates the importance of capturing how the values of energy storage and other resources change as the system composition changes (e.g. with different levels of storage, renewables deployment, and emissions outcomes). These considerations require model detail like high spatiotemporal resolutions and endogenous investments that global integrated assessment models and price-taker frameworks do not typically resolve. Research gaps include linking tools of different resolutions, developing reduced-form representations of value streams, incorporating hybrid energy storage and renewable systems, and representing longer-duration energy storage technologies.

Ocean surface radiation measurement best practices

Ocean surface radiation measurement best practices have been developed as a first step to support the interoperability of radiation measurements across multiple ocean platforms and between land and ocean networks. This document describes the consensus by a working group of radiation measurement experts from land, ocean, and aircraft communities. The scope was limited to broadband shortwave (solar) and longwave (terrestrial infrared) surface irradiance measurements for quantification of the surface radiation budget. Best practices for spectral measurements for biological purposes like photosynthetically active radiation and ocean color are only mentioned briefly to motivate future interactions between the physical surface flux and biological radiation measurement communities. Topics discussed in these best practices include instrument selection, handling of sensors and installation, data quality monitoring, data processing, and calibration. It is recognized that platform and resource limitations may prohibit incorporating all best practices into all measurements and that spatial coverage is also an important motivator for expanding current networks. Thus, one of the key recommendations is to perform interoperability experiments that can help quantify the uncertainty of different practices and lay the groundwork for a multi-tiered global network with a mix of high-accuracy reference stations and lower-cost platforms and practices that can fill in spatial gaps.

Consensus International Solar Resource Standards and Best Practices Development

Standardization and best practices of data sets and models enable the industry to develop widely accepted protocols adapted to various stages of solar project development and operations. In collaboration with the International Energy Agency Photovoltaic Power Systems Programme Task 16, the National Renewable Energy Laboratory (NREL) developed and regularly updates the Best Practices Handbook for the Collection and Use of Solar Resource Data for Solar Energy Applications. In collaboration with ASTM's radiometry subcommittee, NREL leads the development of various radiometric standards. These contribute to increased accuracy in the measurement of the solar resource available to conversion systems and boost the development and improvement of radiative models. These models can then provide the long-term geographic or climatic distribution of solar radiation for areas where measured solar data are not available. Further, these standards play a preeminent role in all aspects of solar energy projects, including standard conditions, methods and instrumentation, accelerated testing, and service lifetime of materials.

Satellite Mission Operations Best Practices

The effort of compiling a collection of Best Practices for use in Space Mission Operations was initiated within a subcommittee of the American Institute of Aeronautics and Astronautics (AIAA) Space Operations and Support Technical Committee (SOSTC). The idea was to eventually post a collection of Best Practices on a website so as to make them available to the general Space Operations community. The effort of searching for available Best Practices began in the fall of 1999. As the search progressed, it became apparent that there were not many Best Practices developed that were available to the general community. Therefore, the subcommittee decided to use the SOSTC Annual Workshop on Reducing Space Mission Costs as a forum for developing Best Practices for our purpose of sharing them with a larger audience. A dedicated track at the April 2000 workshop was designed to stimulate discussions on developing such Best Practices and forming working groups made up of experienced people from various organizations to perform the development. These groups were solicited to help outside the workshop to bring this effort to fruition. Since that time, biweekly teleconferences have been held to discuss the development of the Best Practices and their posting.

Best Practices for Reliable and Robust Spacecraft Structures

A study was undertaken to capture the best practices for the development of reliable and robust spacecraft structures for NASA s next generation cargo and crewed launch vehicles. In this study, the NASA heritage programs such as Mercury, Gemini, Apollo, and the Space Shuttle program were examined. A series of lessons learned during the NASA and DoD heritage programs are captured. The processes that "make the right structural system" are examined along with the processes to "make the structural system right". The impact of technology advancements in materials and analysis and testing methods on reliability and robustness of spacecraft structures is studied. The best practices and lessons learned are extracted from these studies. Since the first human space flight, the best practices for reliable and robust spacecraft structures appear to be well established, understood, and articulated by each generation of designers and engineers. However, these best practices apparently have not always been followed. When the best practices are ignored or short cuts are taken, risks accumulate, and reliability suffers. Thus program managers need to be vigilant of circumstances and situations that tend to violate best practices. Adherence to the best practices may help develop spacecraft systems with high reliability and robustness against certain anomalies and unforeseen events.

The OpenSE Cookbook: A Practical, Recipe Based Collection of Patterns, Procedures, and Best Practices for Executable Systems Engineering for the Thirty Meter Telescope

The OpenSE Cookbook is an open-sourced collection of patterns, procedures, and best practices targeted for systems engineers who seek guidance on applying model-based and executable systems engineering (MBSE) using SysML. Its content has emerged from the system level modeling effort on the European Framework Program 6 (FP6) and the Thirty Meter Telescope (TMT). The TMT MBSE approach applied the Executable Systems Engineering Method (ESEM) and the open-source Engineering Environment (OpenMBEE) to specify, analyze, and verify requirements of TMT’s Alignment and Phasing System (APS) and the Narrow Field Infrared Adaptive Optics System (NFIRAOS). In these applications, implicit dependencies are made explicit in a formal model through the use of ESEM, OpenMBEE, and SysML modeling constructs. The value proposition for applying this MBSE approach was to establish precise requirements and fine-grained traceability to system designs, and to verify key requirements beginning early in development. The integration of ESEM and the OpenMBEE tooling infrastructure (providing linked-data and web-operability) is a significant added value for the MBSE approach. The APS is responsible for the overall pre-adaptive optics wavefront quality, using starlight to measure wavefront errors and align the TMT optics. In the formally integrated and executable SysML model, simulations are performed to analyze the impact of changed requirements and verify specified constraints for various operational scenarios. The APS team used several modeling patterns to capture information such as the requirements, the operational scenarios, involved subsystems and their interaction points, the estimated or required time durations, and the mass and power consumption. Adaptive optics systems are designed to sense real-time atmospheric turbulence and correct the telescope’s optical beam to remove its effect. The system model for the adaptive optics operational modes was developed to capture sequence behaviors and operational scenarios to run Monte-Carlo simulations for verifying acquisition time, observing efficiency, and operational behavior requirements. The model is particularly useful for investigating the effect of parallelization, identifying interface issues, and re-ordering sequence acquisition tasks. A former version of the Cookbook (which is now updated to MBSE challenges, goals, and lessons learned) included modeling guidelines and conventions for all system aspects, hierarchy levels, and views, which were developed during for the Active Phasing Experiment (APE), an opto-mechatronical system technology demonstrator for the Extremely Large Telescope (ELT). The Cookbook utilizes the above mentioned system models as real-world case-studies to demonstrate and document the applications of the recipes, providing also instructional examples and addressing the available tooling support. The Cookbook is accompanied by a number of SysML models and aodel libraries which facilitate model authoring and maintenance. The Cookbook covers the different aspects of Systems Engineering such as management of Requirements, Design (behavior and structure), Interfaces, Interdisciplinary Integration, Analysis, Trade Studies, and Technical Resources. This paper presents the background, motivation, architecture, and highlights some key content of the Cookbook. For example, interface management, error budget management, requirements verification, Monte Carlo driven analysis, and timing analysis of operational scenarios. The paper discusses how the capabilities of OpenMBEE contributed significantly to the adoption of executable systems engineering.

Best Practices Identified Through the Completion of UAS Flight Demonstrations

After several years of research into Detect and Avoid (DAA) and Command and Control (C2) systems for Unmanned Aircraft Systems (UAS), the National Aeronautics and Space Administration’s (NASA) UAS Integration into the National Airspace System project initiated a focused two-year effort along with the Federal Aviation Administration (FAA) and three industry partners to investigate remaining issues in the specification, test, certification and airspace integration to allow UAS operations in non-segregated airspace. The approach taken had the industry partners propose a flight demonstration approximating a commercial operation, while NASA helped, as needed, the partners through design and test phases and NASA observed interactions with the FAA. During this effort NASA collected best practices intended to be of value to similar UAS endeavors. These best practices can be divided into different sets, including practices that describe the relationship between business considerations to UAS design or describe several UAS development challenges. Another set includes best practices focused on navigating the UAS design and type certification processes. A third set includes best practices that relate to the design of the DAA system. Deploying DAA systems in this timeframe posed unique challenges. Commercial off-the-shelf DAA systems do not exist, necessitating custom development and, for two of the partners, the use of low-size, -weight, and -power (SWaP) sensors not completely specified for DAA. A fourth set of best practices relates to lost-link contingency planning. The final set of best practices relates to the design and testing of C2 systems and obtaining spectrum licenses. The UAS demonstrations were piloted remotely, and for all aspects of flight safety, a C2 system was required to communicate DAA and other UAS subsystem data to the remote pilot and to allow the pilot to issue commands to the vehicle. Throughout the course of this effort, the partners integrated prototype DAA and C2 systems into unmanned aircraft, tested those systems, and laid the groundwork for type certification programs that are expected to continue.
