TCCSP Project Implementation Plan

The TCCSP CarbonSAFE Phase II efforts focused on developing the technical, community, and economic foundation for a commercial-scale regional geologic storage complex for CO 2 captured. TCCSP has conducted a thorough evaluation of the regional, local, and site-specific geology, legacy well infrastructure, injection site design, and project planning as part of the CarbonSAFE Phase II TCCSP. Specially, the work performed under the CarbonSAFE Phase II has significantly furthered the advancement towards the commerciality of the TCCSP storage complex by delivering on the following objectives: Objective 1: Acquire site-specific characterization data to validate carbon dioxide (CO 2 ) storage estimates of reservoir units and the competency of confining layers in the region to prevent CO 2 leakage to develop a commercial-scale CO 2 project. Objective 2: Assess technical, economic, regulatory, and stakeholder aspects of the TCCSP.

Optimal CO 2 storage management considering safety constraints in multi-stakeholder multi-site GCS projects: A Markov game perspective

Geological carbon storage (GCS) projects could involve a diverse array of stakeholders or players from public, private, and regulatory sectors, each with different objectives and responsibilities. Given the complexity, scale, and long-term nature of GCS operations, determining whether individual stakeholders can independently optimize their interests — or whether collaborative coalition agreements are needed — remains a central question for effective GCS project planning and management. To access large, high-quality storage resources, future GCS deployment may increasingly occur in geologically connected sites, where shared geological features such as pressure space and reservoir pore capacity can lead to competitive behavior among stakeholders. In this work, we propose a paradigm based on Markov games to quantitatively investigate how different coalition structures affect the goals of stakeholders. We frame this multi-stakeholder multi-site problem as a multi-agent reinforcement learning problem with safety constraints. Our approach enables agents to learn optimal strategies while complying with safety regulations. We present an example where multiple operators are injecting CO 2 into their respective project areas in a geologically connected basin. To address the high computational cost of repeated simulations of high fidelity models, a previously developed surrogate model based on the Embed-to-Control (E2C) framework is employed. Our results demonstrate the effectiveness of the proposed framework in addressing optimal management of CO 2 storage when multiple stakeholders with different objectives and goals are involved.

Mic-hackathon 2024: hackathon on machine learning for electron and scanning probe microscopy

Microscopy is one of the primary sources of information on materials structure and functionality at the nanometer and atomic scales. The data generated through microscopy is often contained in well-structured datasets, enriched with extensive metadata and sample histories, although not always with the same level of detail or storage format. The broad incorporation of data management plans by major funding agencies ensures the preservation and accessibility of this data. However, deriving insights from these rich datasets remains challenging due to the lack of established code ecosystems, standardized benchmarks, and integration strategies. Correspondingly, the efficiency of data usage is very low, and time expenditures at the analysis stage are enormous. In addition to post-acquisition data analysis, the emergence of application programming interfaces by major microscope manufacturers now creates opportunities for real-time ML-based data analytics to enable automated decision making, and particularly ML-agent controlled real-time microscope operation. Despite these opportunities, there is a significant gap in integrating the ML community with the broader microscopy community, limiting the value that these methods bring to physics and materials discovery and materials optimization. Hackathons address these challenges by fostering collaboration between ML experts and microscopy professionals, encouraging the development of innovative solutions that leverage ML for microscopy and preparing the workforce of the future both for microscopy-intensive domains areas, instrument manufacturers, and ML scientists interested in real world applications for fundamental research, materials optimization, and manufacturing. The hackathon generated benchmark datasets and digital twins of microscopes that further contribute to the development of the field and establish data analysis ecosystems. Tool-Based Case Studies on Strategic Deployment of Untapped Micro-Pumped Hydro Storage in Michigan

With most classical hydropower sites already utilized and the global push for rapid integration of renewable energy sources accelerating, there is a critical need to identify alternative energy storage solutions. Pumped hydro energy storage, which accounts for the vast majority of global grid-scale storage, remains one of the most cost-effective and long-duration storage technologies available. Hence, this study presents a novel tool designed to assess the untapped potential of inland lakes and reservoirs for micro-PSH, using Michigan’s relatively flat landscape as a case study due to its extensive but underutilized water infrastructure. To ensure accuracy and reliability, the tool incorporates extensive data gathered from authorized sources, covering more than 420 water facilities and potential reservoirs in the state. The tool evaluates key parameters such as horizontal and vertical distances, volume, and the total storage capacity of each reservoir. Its robust assessment framework integrates these metrics to evaluate each site’s potential. The tool’s intuitive interface and geospatial visualizations support actionable insights for planners and scalable deployment of distributed storage infrastructure.

Examples of State and Utility Actions on Proactive Planning and Investments

As states across the U.S. confront rising electricity demand, clean energy deployment, grid modernization imperatives, and the integration of large new loads, some regulators and utilities are shifting away from reactive, “just-in-time” investment approaches toward more proactive planning and investment frameworks. This report compiles examples of jurisdictional and utility actions that reshape planning processes, cost recovery mechanisms, and performance oversight to anticipate—rather than simply respond to—future grid needs. Several themes emerge from state actions examined in this report. First, legislatures and commissions are increasingly directing utilities to proactively upgrade their distribution and transmission systems, reflecting a shift toward a forward-looking system that aligns planning with state policy goals. Second, states are establishing long-term, iterative planning frameworks that often feature multi-year horizons, biannual or annual compliance reporting, structured opportunities for stakeholder engagement, and emphasis on collaboration among utilities, regulators, and stakeholders. Third, states are actively investigating innovative cost recovery mechanisms designed to support accelerated electrification and grid modernization, while balancing consumer advocates’ concerns regarding the ratepayer financial risks of premature investments. Fourth, performance metrics and reporting requirements are being developed to ensure transparency and accountability for proactive investments. Fifth, methodological improvements in planning—such as aligning load forecasting assumptions, incorporating sensitivities, and considering load management potential across building, vehicles, storage, and demand response—are recurring areas of stakeholder focus across jurisdictions. Overall, these developments signify a growing recognition among state regulators, utilities, and stakeholders that proactive planning—supported by clear definitions, consistent and transparent methodologies, robust performance metrics, and innovative cost recovery mechanisms—is a tool that can be used to address the scale and urgency of contemporary grid needs.

Watershed response of the Feather River Basin, California, United States of America to future climate changes

Increasing mean annual temperatures under climate change are expected to reduce seasonal snowpack, increase evapotranspiration (ET), and alter summer baseflow in headwater watersheds worldwide. Strong regional variability in hydrologic responses highlights the need for catchment-scale, physically based models to assess future flood risk and water availability. This study examines climate-driven changes in the hydrologic response of the Upper Feather River watershed in the Sierra Nevada Mountains, California. Four priority climate models and two representative concentration pathways (RCP4.5 and RCP8.5) are used to evaluate future hydrologic responses of the watershed. Hydrologic processes are simulated using an objectively calibrated Soil and Water Assessment Tool Plus model for a historical baseline (1986–2005) and a future period 2070–2099), driven by observed and projected precipitation and temperature. Results indicate a declining contribution of snowfall to annual precipitation, with peak snowfall and water yield shifting 1–3 months earlier. Long-term annual maximum flows are projected to increase considerably, whereas low-flow responses are mixed, with both increases and decreases projected by the end of the century. These findings highlight the need for adaptive watershed management to enhance flood protection, water storage, and drought resilience. Future water resource planning should also account for one-to-three-month shifts in peak water yield and surface runoff due to changes in snowmelt timing and a lower snowfall-to-rainfall ratio under climate change. The modeling framework and insights are transferable to other snow-dominated headwater watersheds experiencing climate-driven change.

Smart Planning for Radioactive Source Transport Advanced Tools for Increased Safety and Efficiency

End-of-life (EOL) management of high-activity radioactive sources is made uniquely challenging by the inherent risks associated with storage and transportation of these sources, the complex logistics involved, and the strict requirements for regulatory compliance. Traditional methods lack comprehensive tools for accurate site assessments and precision planning for the transportation of radioactive sources. They also frequently fail to provide the adaptability required to consider diverse operational environments, resulting in inefficiencies and potential safety concerns. This paper introduces a novel software solution developed to address these issues by integrating advanced technologies such as light detection and ranging (LiDAR)-based 3D environment modeling, smart dynamic route planning, and customizable measurement functionalities. This software enables detailed terrain visualizations, facilitating thorough environmental assessments and enabling users to virtually navigate, analyze, and plan site-specific operations. Among the key features are a user-centric interface for virtual navigation, precise site measurement tools for site evaluations, interactive visualizations that highlight potential operational hazards, dynamic route planning capabilities, and real-time collision detection to promote safe workflows. By demonstrating the effectiveness of this tool through real-world application, the present work underscores the tool’s potential to revolutionize radioactive source EOL management by improving operational efficiencies, minimizing risk, and advancing the state of practice to achieve suitable and secure radioactive material handling.

Storage Field Development Plan: One Earth Energy

This Storage Field Development plan presents the Storage Complex characterization results, construction, monitoring, and operational plans, and costs associated with the proposed One Earth Sequestration Carbon Capture and Storage (OES-CCS) site in McLean County, Illinois, near Gibson City. The proposed storage complex, known as the Mt. Simon Storage Complex, comprises the Cambrian Mt. Simon Sandstone reservoir and the primary seal, the Cambrian Eau Claire Formation. The lowermost Underground Source of Drinking Water (USDW) identified for the site is the Ordovician St. Peter Sandstone. Geologic characterization of the Mt. Simon Storage Complex at the OES-CCS site was performed by the Illinois Storage Corridor CarbonSAFE Phase III project, which also prepared and submitted three UIC Class VI applications to construct three injection wells; the permit applications were submitted and are in the federal EPA review process. A characterization well, OEE #1, was drilled to collect site-specific data. These data were analyzed and used to develop the UIC Class VI applications. The OEE #1 well will be converted to an in-zone monitoring (IZM) well for the injection phase. The proposed buildout for the OES-CCS site includes (1) three injection wells (OES #1, OES #2, and OES #3), (2) two IZM wells, (3) two above confining zone (ACZ) monitoring wells, one of which will be used to monitor the lowermost USDW, (4) capture and compression facilities, and (5) transportation facilities, i.e., pipelines. A pre-operational testing program was proposed in the Class VI permit application and will be employed at the site pending approval. Additional pre-injection (baseline), syn-injection, and post-injection monitoring and site care procedures will be followed by OES to ensure that injection activities are protective of human health and the environment. Injection is scheduled to begin in 2025, distributed across the three injection wells in accordance with the permit operating conditions. One Earth Sequestration intends to inject up to 90 million tonnes of CO 2 over a period of approximately 20 years. Injection will begin at approximately 0.5 million tonnes of CO 2 annually and ramp up to a maximum of 4.5 million tonnes annually. Daily injection rates are expected to range from 1,400 to 1,500 tonnes per day initially and reach a maximum of approximately 4,225 tonnes per day, depending on site geology and injectivity at each injection well location, and CO 2 availability. The costs associated with the OES-CCS project include pre-operational costs (e. g. additional seismic data acquisition and well drilling), capture and transportation facility and equipment costs, predicted field operating expenditures (OpEx), and decommissioning and post-injection site care (PISC) costs. The risks associated with project activities, such as site construction, injection operations, and verification of secure storage were evaluated, and mitigation strategies proposed to alleviate those risks.

Historic and modern nuclear graphite impurities: Pathways to improved waste strategies

Graphite has been used in large volumes as a structural material and neutron moderator since the earliest days of nuclear fission. However, no international consensus exists on the disposal of irradiated graphite, leaving much of the historic radioactive graphite inventory in interim vault or silo storage. With several new graphite-moderated reactors planned or under construction, the issue of graphite waste management is becoming increasingly urgent. This paper reviews and quantifies impurities in both historic and modern nuclear graphite, with emphasis on nitrogen—responsible for much of the 14 C inventory—and chlorine, which plays a critical role in repository performance and design. Modern graphites, benefitting from stringent quality-control measures developed for non-nuclear industries, meet or exceed the ASTM Ultra-High Purity nuclear standards, even without halide purification. Both chlorine and nitrogen concentrations have declined over time. For chlorine, identified as a key impurity influencing U.S. waste repository design, we propose a target of 0.1 appm in as-fabricated billets as a reasonable benchmark. Nitrogen sources are traced throughout the graphite production process, with surface and bulk concentrations characterized for all materials studied. Modern graphites commonly exhibit nitrogen levels below 5 appm, with values approaching 1 appm achievable. Using such reduced-nitrogen grades is critical to keeping graphite-induced radioactivity below the greater-than-Class-C waste threshold, thereby avoiding disposal cost penalties of nearly an order of magnitude.

ASEAN Technical Exchange Workshop for System Operators, Regulators, and Policymakers

This presentation provides an in-depth exploration of power system planning, cross-border electricity trading, and battery energy storage systems (BESS), offering actionable insights for system operators, regulators, and policymakers. The first section delves into power system planning and analysis, focusing on capacity expansion models and resource adequacy studies, including their role in optimizing system efficiency, managing emissions, and addressing system reliability risks. Key considerations, such as integration of transmission into generation planning and the forecasting versus optimization of customer distributed energy resources (DER) technologies, are explored. The session highlights critical trade-offs in spatial granularity and model runtimes, as well as the feasibility of aligning distribution investments with capacity expansion efforts. The second section examines cross-border electricity trading, with an emphasis on resource adequacy concepts such as reliability targets, loss of load expectation (LOLE), and planning reserve margins (PRM). Case studies on reserve market design and coordination across US regions provide insights into improving reserve deliverability and managing interregional power balance and congestion. This section also addresses market-to-market congestion management, including advanced strategies for high-voltage direct current (HVDC) optimization and ancillary service delivery. Finally, the presentation covers the rapid evolution of Battery Energy Storage Systems (BESS), highlighting their operational growth, regulatory frameworks, and use cases in grid flexibility, energy storage, and reliability. The discussion focuses on the benefits of BESS for system stability, resilience, and integration of renewable energy, offering insights into its role as a vital component in the transition toward a more sustainable and flexible grid. Key performance parameters, such as throughput, round-trip efficiency, and state of charge, are also examined.

Master Services Agreement - Flexible Feeder/Distribution System Support: Cooperative Research and Development (Final Report)

PGE will engage NREL on a broad range of projects related to the integration of distributed energy resources (DERs) into the utility's operations. This portfolio of work could include projects focused on DER adoption models, advanced distribution management system (ADMS) and distributed energy management system (DERMS) design, DER dispatch strategy development, and DER valuation framework development. Additional topics could include long-term energy planning, renewable energy, energy efficiency and demand-side management. As well as technology evaluations and design guidance for building retrofits and new construction projects, energy and energy infrastructure planning, policies, and markets (and their analysis), energy storage, energy security and resilience (including energy system-related cybersecurity), transportation and mobility, technology integration analysis. Additionally, other assistance as requested by PGE consistent with NREL’s expertise.

Subsurface mafic and ultramafic rock mapping and analysis for carbon mineralization in the United States (SubMAP-CO 2 )

Achieving durable, gigaton-scale carbon dioxide (CO₂) removal will require the development of storage strategies that are both permanent and scalable. Among the available options, carbon mineralization in mafic and ultramafic rocks offers a uniquely robust pathway for long-term CO₂ sequestration, converting CO₂ into thermodynamically stable carbonate minerals. While surface exposures of these lithologies have been extensively studied, particularly in ophiolitic and volcanic settings, the potential for carbon mineralization in the subsurface remains comparatively underexplored at national scale. This gap limits the ability to assess storage capacity, accessibility, and deployment pathways for mineralization-based carbon management in the United States.

Prairie State Generating Company Static and Dynamic Modeling

A reservoir modeling study was conducted to assess the feasibility of storing 162.5 million tonnes (8.125 million tonnes annually) of industrially sourced carbon dioxide (CO 2 ) in the St. Peter – Everton and Knox storage complexes at the Prairie State Generating Company’s (PSGC) site near Marissa, Washington County, Illinois (PSGC site). Two separate models were constructed for the St. Peter – Everton and the Knox storage complexes. The St. Peter and Everton sandstones are the target storage units for the St. Peter – Everton storage complex. The Knox Group formations are the target storage units for the Knox storage complex. The Maquoketa Shale is the primary confining unit for both storage complexes. The static reservoir models used as input to the dynamic reservoir models of the storage complexes were developed from interpretations of logs (e.g., gamma ray, resistivity, porosity, photoelectric, and sonic), structure surfaces using data from 36 wells, thickness maps, well test data, seismic data, and permeability data in PetrelTM.

Prairie State Generating Company Site: Storage Field Development Plan

This Storage Field Development plan presents the Storage Complex characterization results, construction, monitoring, operational plans, and costs associated with the proposed Prairie State Energy Campus - Carbon Capture and Storage (PSEC-CCS) project in Washington County, Illinois, near Marissa. The proposed storage complex, known as the St. Peter-Everton Storage Complex, comprises the St. Peter Sandstone and Everton sandstone reservoirs, with the Maquoketa Shale serving as the primary confining unit and the Knox Group as lower confining unit. The lowermost Underground Source of Drinking Water (USDW) identified for the site is the Pennsylvanian section.

OES CO 2 Pipeline FEED Project Design Basis Memorandum

The OES CO₂ Pipeline project will move captured carbon dioxide from two ethanol facilities near Gibson City, Illinois, roughly 7.8 miles southeast to three injection wells outside Anchor, where it will be permanently stored underground. The system is designed to handle up to 4.5 million metric tonnes per year of dense-phase CO₂ at pressures up to 2,500 psig, using 16-inch mainline pipe and 10.750-inch laterals made from API 5L X-60 and X-65 steel. Wall thicknesses vary depending on location, with thinner pipe in open country, heavier wall at road crossings, and the heaviest where the pipe passes under highways or railroads via horizontal directional drill. The pipe gets a fusion-bonded epoxy coating, with an added abrasion-resistant layer wherever it's bored or drilled. Major water crossings will use HDD rather than open trenching. The pipeline will be cathodically protected, equipped with SCADA-compatible pressure and temperature instrumentation, and monitored for leaks using a computational pipeline monitoring system per API RP 1130. Hydrostatic testing will be performed at 1.25 times design pressure, and an ILI caliper run will follow to catch any construction defects. Several items, including fracture toughness requirements, specific NDE methods, and ILI tool selection, are left for the detailed design phase. The whole system falls under 49 CFR Part 195 and ASME B31.4, and Gulf Interstate Engineering prepared this document as the FEED-level design basis under the CarbonSAFE Phase III program.

An Architectural Survey of the U12G Tunnel Historic District, Nevada National Security Site, Nye County, Nevada

The U.S. Department of Energy (DOE), in conjunction with the National Nuclear Security Administration Nevada Field Office (NNSA/NFO), proposes to demolish six buildings and three storage areas located at the U12g Tunnel portal area in Area 12 of the Nevada National Security Site (NNSS). The buildings are 12-358 (Signal Vault); 12-201800 (Storage Quonset Hut); 12-202555 (Walker Shack); 12-868 (Pipe Assembly); 12-B100933 (Electrical Shop); 12-B100944 (Conference Room); and Storage Area 1; Storage Area 2; and Storage Area 3. The buildings and storage areas were selected for demolition as part of the DOE’s Real Property Efficiency Plan to reduce the footprint of unused and non-operational facilities on the NNSS. They are all vacant and have no proposed uses for current or upcoming NNSS missions. Demolition activities constitute an undertaking subject to review under Section 106 of the National Historic Preservation Act (NHPA) (54 United States Code [USC] § 306101) and its implementing regulations, 36 Code of Federal Regulations (CFR) Part 800. Identification efforts began with resources proposed for demolition in federal Fiscal Year (FY) 23. Four buildings were proposed to be demolished in FY23 (12-358, 12-868, 12-201800, and 12-202555). These buildings and the U12g Tunnel Historic District (SHPO No. D444) were recorded in Identification, Evaluation, and Finding of Adverse Effect for the Proposed Demolition of Five Buildings in Area 12, Nevada National Security Site, Nye County, Nevada (Menocal et al. 2023). Identification efforts indicated three buildings (12-358, 12-201800, and 12-868) supported nuclear testing in the U12g Tunnel. The fourth building post-dated the use of U12g Tunnel for nuclear testing activities. The report recommended that three of the four buildings (12-358, 12-201800, 12-868) and the U12g Tunnel Historic District may be eligible for the National Register of Historic Places (NRHP). The report also found that the undertaking would have an adverse effect on the three buildings and on the historic district. The Nevada State Historic Preservation Office (SHPO) concurred with the report’s findings (Reed 2023). The U12g Tunnel was determined eligible as a historic district under the Secretary of the Interior’s (SOI) Significance Criterion A, at the local level, in the context of the Cold War as an underground testing environment for the development of nuclear weapons and to assess the effects of a nuclear explosion on materials and equipment with a period of significance from 1959 to 1971. It was also determined eligible under Significance Criterion C for embodying the distinctive characters of a horizontal tunnel complex used for nuclear testing and as a significant and distinguishable entity. The three buildings were determined to be contributing elements of the district. The undertaking was expanded with the addition of two buildings and three storage areas proposed to be demolished and located within U12g Tunnel Historic District in FY24. These five resources (12-B100933, 12-B100944, and Storage Areas 1, 2, and 3) were recorded in Supplemental Identification, Evaluation, and Finding of Effect for Additional Proposed Demolition at U12g Tunnel, Area 12, Nevada national Security Site, Nye County, Nevada (Brannan et al. 2024). Identification efforts indicated that the two buildings and Storage Area 1 supported nuclear testing in the U12g Tunnel. Storage Area 1 and Storage Area 2 post-dated the nuclear testing activities at U12g Tunnel and were not recommended as contributing elements to the district. The report also found that the undertaking would have an adverse effect on the newly identified buildings and one storage area and on the historic district. The SHPO concurred that the expanded undertaking would result in adverse effects to historic properties (Reed 2025). To resolve these adverse effects, NNSA/NFO, in consultation with the SHPO, is following standard mitigation as stipulated in the 2024 Programmatic Agreement DE-GM58-22NA25554 Among the U.S. Department of Energy and the Nevada State Historic Preservation Officer and the Advisory Council on Historic Preservation Concerning the Protection of Historic Properties on the Nevada National Security Site, Nye County, Nevada (hereafter referred to as the NNSS PA). The standard mitigation measures are outlined in Appendix D of the NNSS PA. As such, this architectural survey has been prepared in accordance with Appendix D of the NNSS PA and follows the report format outlined in Appendix F. It includes a historic context that describes the district’s origin, history, and support functions, its significance in the context of nuclear testing on the NNSS, and identifies contributing and non-contributing elements within the district. The report is accompanied by Architectural Resource Assessment (ARA) forms for individual resources and a Historic District Resource Assessment (HDRA) for the U12g Tunnel Historic District. In total, this architectural report identified 32 primary resources within the district boundary. Six of the primary resources were previously identified as contributing elements. An additional 17 resources are recommended as contributing elements to the district for a total of 23 contributing elements. Financial Analysis of the High Flow Experiment conducted at the Glen Canyon Dam during Water Year 2023

The Glen Canyon Dam (GCD) is a Colorado River Storage Project (CRSP) power resource that is a component of the Salt Lake City Area Integrated Projects (SLCA/IP). The 2016 record of decision (ROD) for the GCD long-term experimental and management plan (LTEMP) final Environmental Impact Statement (EIS) specified criteria for GCD monthly water releases, daily and hourly operating limits, and experimental releases. This report examines the financial implications of the high flow experiment (HFE) conducted at GCD during the spring of Water Year (WY) 2023 as required by the LTEMP HFE Protocol. This report is part of a series of reports that describe the financial costs of LTEMP experimental releases since the 2016 ROD was adopted in January 2017. Previous reports analyzed the impact of several past HFEs and Bug Flow Experiments. This report focuses on the HFE conducted in April 2023. For this experimental release, financial costs of approximately $1.33 million were incurred because the HFE required sustained water releases exceeding the power plant’s maximum turbine flow rate. In addition, during the experiment, operators were not allowed to shape GCD power production, either to follow Firm Electric Service (FES) customer day-ahead energy deliveries or to respond to market prices. This study identifies the main factors contributing to the HFE costs and examines the interdependencies among these factors. It applies an integrated set of tools to estimate Western Area Power Administration (WAPA) financial impacts by simulating GCD under two types of cases; namely, (1) a “With Experiment” case that mimics the operations that actually occurred and (2) a “Without Experiment” case that simulates operations under the assumption that the HFE did not occur. The “With Experiment” case mimics operations during the HFE and the entire month the HFE occurred. It complies with LTEMP hourly and daily operating criteria. The “Without Experiment” case assumes that the HFE did not occur. The monthly water release volume is assumed to be identical under both cases. The Colorado River Storage Project Python-based model (CRiSPPy) model was the main modeling tool used to simulate the dispatch of the GCD hydropower plant and associated water releases from Lake Powell. In the modeling process, the research team used extensive data sets and historical information on SLCA/IP power plant characteristics, hydrologic conditions, and WAPA’s power purchases and sales prices. In addition to estimating the financial impact of the HFE, the team used the CRiSPPy model to gain insights into the interplay among ROD operating criteria, exceptions made to criteria to accommodate the HFE, and WAPA operating practices.
