Options for Meeting Data Center Demand in Virginia: Focus on GETs and Reconductoring [Slides]

Data center demand growth in Virginia will need to met with many options - GETs and/or reconductoring have the potential to be part of the solution suite in the short-term and medium-term. Almost all GETs and reconductoring technologies have more favorable economics than transmission wires investments considering relatively low levels of existing wide-scale deployment. Deployment of GETs and/or reconductoring is not a one size fits all - requires detailed analysis. The complementary nature of GETs and/or reconductoring impacts have the potential to be synergistic (more congestion relief, more transfer capability, more cost savings - when implemented together).

Reconductoring Economic and Financial Analysis Tool (REFA) v1.0

REFA is designed to help transmission planners better understand the financial, environmental and economic benefits of reconductoring upgrades, using traditional or advanced conductors. More specifically, the tool enables grid planners and utilities to demonstrate the entire lifetime value of reconductoring projects, providing potential justifications for projects with higher Capex - the purchase of long-term physical or fixed assets used in a business's operations. Existing tools are designed to compare technical aspects of different conductor applications. They typically do not allow a cost-benefit analysis over the lifetime of the conductor's operations.

A cost–benefit framework to evaluate capacity upgrade options in overhead line transmission planning

This paper presents the methodology behind the new Reconductoring Economic and Financial Analysis (REFA) tool, an open-access software, used by transmission utilities to evaluate transmission capacity enhancement options. The proposed methodology is intended to be used in a new planning stage, after the capacity expansion and prior to the individual transmission project engineering, allowing capacity upgrade options (reconductoring, rebuild or voltage upgrade), and respective conductor selection, to be compared under the same economic basis. Furthermore, the REFA tool implements a methodology to rank project options and conductor types based on economic criteria, considering an approximation of the ampacity and sag constraints. Results, using 5 real transmission lines in the US, show that least-cost combinations of project and conductor types can be very diverse, which emphasizes the need for the proposed methodology and tool.

Estimating the impact of tariff-driven behind-the-meter storage operation on distribution grid investments

Increasing growth of distributed solar photovoltaics (PV) and electric vehicles (EV) can strain local distribution networks and require costly upgrades. Distributed battery storage, often deployed alongside PV, can be used to mitigate those costs, depending on how batteries are operated. This study evaluates the potential deferral value of distributed battery storage across a range of tariff structures, focusing on the rate structures most commonly available to residential customers today and related variants. Deferrals are evaluated with a least-cost distribution grid expansion optimization model to identify requirements on line reconductoring, transformer upgrades, and voltage regulator installations under each tariff. Results show that TOU rates and net billing tariffs can yield meaningful deferral value, depending on specific tariff structure features. Under the best performing tariff structure tested, storage produced a median annualized deferral value of $7.18 per kW of storage capacity ( kW S ) across all feeders in the sample, though deferral values were considerably larger for feeders with peak loads that coincide with utility system peak, i.e., timing of TOU peak period. In contrast, under an unrestricted TOU design with no restrictions on grid charging or discharging, the median deferral value was $0/ kW S illustrating the critical importance of tariff structure details.

Least-cost Optimal Distribution Grid Expansion (LODGE): Utility Pilots

The Least-cost Optimal Distribution Grid Expansion (LODGE) model provides the optimal portfolio of distribution system upgrades—e.g., voltage regulators, feeder reconductoring, transformer upgrades and non-wires alternatives (NWA), such as strategic siting of storage and distributed generation—to interconnect distributed energy resources (DERs) and enable load growth. It can be used to assess grid infrastructure costs and explore policy and regulatory solutions for distribution planning and DER valuation.In 2025, Berkeley Lab conducted three pilot analyses to validate LODGE results with empirical utility data before the model’s first release in 2026. The pilots, done with utilities in Washington, Colorado, and New Mexico, provide examples that illustrate how the model works, what it can do, and the value of the analysis.

Integrating Data Centers and Grid Technologies at Scale

This presentation focuses on the challenge of integrating AI-driven data centers with the power grid at scale. It examines the AI data center capacity challenge and the role of new Medium Voltage Direct Current (MVDC) and other grid-enhancing technologies in enabling efficient and reliable power delivery. The session will highlight the National Laboratory of the Rockies' ARIES capabilities and planning tools, along with collaborative examples involving Verrus, Compass, and Schneider through the Agora test bed for grid-friendly data center evaluations, and ON. Energy for UPS evaluation. It will showcase the NLR Stable Grid Platform for studying oscillations caused by large-scale data centers, along with planning tools to assess grid security and reliability. Additionally, the presentation covers reconductoring strategies to increase grid capacity and explores innovative data center architectures, including the Advanced DC Architectures with Power-electronic Transformers (ADAPT) platform, which enables testing of complete DC architectures for data centers.
