Preliminary design study of advanced composite blade and hub and nonmechanical control system for the tilt-rotor aircraft. Volume 2: Project planning data

Project planning data for a rotor and control system procurement and testing program for modifications to the XV-15 tilt-rotor research demonstrator aircraft is presented. The design, fabrication, and installation of advanced composite blades compatible with the existing hub, an advanced composite hub, and a nonmechanical control system are required.

Project Planning and Reporting

Project Planning Analysis and Reporting System (PPARS) is automated aid in monitoring and scheduling of activities within project. PPARS system consists of PPARS Batch Program, five preprocessor programs, and two post-processor programs. PPARS Batch program is full CPM (Critical Path Method) scheduling program with resource capabilities. Can process networks with up to 10,000 activities.

System Definition Phase and Acquisition Phase Project Plan for Small Astronomy Satellite SAS-D

This Project Plan for the Small Astronomy Satellite (SAS-D) is Goddard Space Flight Center's plan for accomplishing the project. It is issued in compliance with NASA Handbook NHB 7121.2 and NMI 7120.1, dated May 4, 1970, Subject: Approval and Implementation of Office of Space Science and Applications (OSSA) Research and Development (R&D) Projects. The Project Plan, as approved by GSFC executive management and NASA Headquarters, is the project manager's charter and defines his specific plan of action. System definition phase activities of the SAS-D Project will be a continuation of the analytical work that established the overall feasibility of the project. The system concept derived from that analytical work is defined in the Phase A (Mission Definition Phase) technical report. System definition phase activities will include detailed engineering analysis and preliminary breadboarding necessary to establish a single project approach from the feasible approaches. This document will be revised at the end of the system definition phase to provide greater detail on acquisition phase planning and to specify a specific system design.

Manpower and project planning

The purpose was to study how manpower and projects are planned at the Facilities Engineering Division (FENGD) within the Systems Engineering and Operations Directorate of the LaRC and to make recommendations for improving the effectiveness and productivity ot the tools that are used. The existing manpower and project planning processes (including the management plan for the FENGD, existing manpower planning reports, project reporting to LaRC and NASA Headquarters, employee time reporting, financial reporting, and coordination/tracking reports for procurement) were discussed with several people, and project planning software was evaluated.

In-space propellant logistics. Volume 4: Project planning data

The prephase A conceptual project planning data as it pertains to the development of the selected logistics module configuration transported into earth orbit by the space shuttle orbiter. The data represents the test, implementation, and supporting research and technology requirements for attaining the propellant transfer operational capability for early 1985. The plan is based on a propellant module designed to support the space-based tug with cryogenic oxygen-hydrogen propellants. A logical sequence of activities that is required to define, design, develop, fabricate, test, launch, and flight test the propellant logistics module is described. Included are the facility and ground support equipment requirements. The schedule of activities are based on the evolution and relationship between the R and T, the development issues, and the resultant test program.

Phased Project Planning Guidelines

NHB 7121.2 is the initial publication of the guidelines for implementation of the Phased Project Planning (PPP) concept prescribed by NPD 7121,1A. These guidelines are applicable to the planning and approval activities which lead to the implementation of major new research and development projects as defined in NPD 7121.1A as well as to major modifications or extensions of approved projects. They should, therefore, be reflected in the Project Approval Documents which serve as the basic documentation for project definition, guidance and control throughout NASA. The purpose of PPP is to provide, through defined phases, an adequate basis for management decisions on the extent to which project activities can be properly undertaken and commitments made. However, these guidelines do not prescribe detailed format and content of plans and other documents and reports used to apply the PPP concept. Similarly, the work content of phases and the information requirements described herein are not checklists. They are included to assist in understanding the intent of the PPP concept and should not be viewed as rigid or inflexible. PPP, as a concept for orderly planning and definition of new major R&D undertakings, must be adapted to the peculiarities of each individual case. However, the flexibility permitted for adaptation should not be considered as a license for major variation which would compromise the objectives that underlie the concept. Cognizant NASA officials are expected to pursue their project planning and definition activities in reasonable conformance with these guidelines and to request only those exceptions or deviations which are clearly necessary and justified. These guidelines will be modified as determined necessary on the basis of experience. Comments or suggestions for changes should be directed to the Office of Organization and Management.

Trans-Pacific HDR Satellite Communications Experiment Phase-2 Project Plan and Experimental Network

The trans-Pacific high data rate (TP-HDR) satellite communications experiment was proposed at the Japan-U.S. Cooperation in Space (JUCS) Program Workshop held in Hawaii in 1993 and remote high definition video post-production was demonstrated as the first phase trial. ATM-based 45 Mbps trans-Pacific link was established in the first phase, and the following experiments with 155 Mbps was planned as the phase 2. This paper describes the experimental network configuration and project plan of TP-HDR experiment phase 2. Additional information is provided in the original.

IUS/TUG orbital operations and mission support study. Volume 4: Project planning data

Planning data are presented for the development phases of interim upper stage (IUS) and tug systems. Major project planning requirements, major event schedules, milestones, system development and operations process networks, and relevant support research and technology requirements are included. Topics discussed include: IUS flight software; tug flight software; IUS/tug ground control center facilities, personnel, data systems, software, and equipment; IUS mission events; tug mission events; tug/spacecraft rendezvous and docking; tug/orbiter operations interface, and IUS/orbiter operations interface.

The development of a project plan for the Get Away Special Program

Trying to get a project started? Well, since the introduction of the Get Away Special Program, there have been 451 reservations placed by people who, just like yourself, are eager to send a small payload into space; and yet only 33 of them have actually succeeded. Even more staggering, many of those who have flown have done so more than once; meaning that less than 10% of all GAS users have actually sent something into space. Some of the problems that face GAS users are approached and it is hoped that they will be helpful, especially to those new to the program. Some of the subject areas include selecting a project, and payload management.

Project planning: getting it right the first time

This paper describes JPL's Project Formulation Support Team (PFST), which plays a central role in providing the institutional support tools and services for projects during their early formulation phases and ensure they get off to the right start. Finally, potential future trends in project formulation are discussed, including the increasing application of information networks to meet flight projects needs, the effects of competition in the selection process for new flight projects, and the increasing use of multi-national flight project teams.

Life sciences space biology project planning

The Life Sciences Space Biology (LSSB) research will explore the effect of microgravity on humans, including the physiological, clinical, and sociological implications of space flight and the readaptations upon return to earth. Physiological anomalies from past U.S. space flights will be used in planning the LSSB project.The planning effort integrates science and engineering. Other goals of the LSSB project include the provision of macroscopic view of the earth's biosphere, and the development of spinoff technology for application on earth.
