The traditional centralized planning and scheduling of complex fast moving projects are value-added activites. However, centralized scheduling has some severe deficiencies that have plagued managers since the Polaris project when PERT analysis was invented.
During the 1960s NASA Goddard Space Flight Center (GSFC) used the Program Evaluation and Review Technique (PERT) as its principal schedule planning and control tool in flight projects. After a temporary replacement of PERT by other techniques, PERT has been reinstituted on all but one of GSFC's flight projects. PERT has been combined with a computer graphics program which makes it possible to produce PERT drawings in only a few hours' time.

Applications of Program Evaluation and Review Technique /PERT/ in NASA
Program Evaulation and Review Technique (PERT) is disciplined management technique involving computer processing. NASA PERT Time 11 gives project manager insight into current and future project development and forewarns of potential problems. Program utilizes modular technique. Module is "fragnet"; once aspects of project are described in terms of fragnets, control network is automatically generated. Program is written in FORTRAN IV and OS Assembler for batch execution and has been implemented on IBM 370.
We discuss an ongoing project to build a Prototyping Environment for Real-Time Systems, called PERTS. PERTS is a unique prototyping environment in that it has (1) tools and performance models for the analysis and evaluation of real-time prototype systems, (2) building blocks for flexible real-time programs and the support system software, (3) basic building blocks of distributed and intelligent real time applications, and (4) an execution environment. PERTS will make the recent and future theoretical advances in real-time system design and engineering readily usable to practitioners. In particular, it will provide an environment for the use and evaluation of new design approaches, for experimentation with alternative system building blocks and for the analysis and performance profiling of prototype real-time systems.
Feasibility analyses and systems engineering studies for a 20,000 tons per day medium Btu (MBG) coal gasification plant to be built by TVA in Northern Alabama were conducted. Major objectives were as follows: (1) provide design and cost data to support the selection of a gasifier technology and other major plant design parameters, (2) provide design and cost data to support alternate product evaluation, (3) prepare a technology development plan to address areas of high technical risk, and (4) develop schedules, PERT charts, and a work breakdown structure to aid in preliminary project planning. Volume one contains a summary of gasification system characterizations. Five gasification technologies were selected for evaluation: Koppers-Totzek, Texaco, Lurgi Dry Ash, Slagging Lurgi, and Babcock and Wilcox. A summary of the trade studies and cost sensitivity analysis is included.
Vis-A-Plan is a bar-charting technique for representing and evaluating project activities on a performance-time basis. This rectilinear method presents the logic diagram of a project as a series of horizontal time bars. It may be used supplementary to PERT or independently.
System utilizing time oriented network structure is automated aid for monitoring and scheduling various activities within particular project. Program provides management with means to evaluate accurately status of project and helps control time, cost, and manpower.
Computer system VISTA, automatically plots selective PERT networks in order to develop accurate, standardized scheduling documentation as an essential element to project planning. This automation of plotting networks generates standardized networks due to a priority scheme adopted for calculating paths between events.
Attempts to apply space age management to social problems were plagued with difficulties. Recent experience in the State of Delaware and in New York City, however, indicate new possibilities. Project management as practiced in NASA was applied with promising results in programs dealing with housing and social services. Such applications are feasible, according to recent research, because project management utilizes social and behavioral approaches, as well as advanced management tools, such as PERT, to achieve results.
The PERT technique including the types of reports which can be computer generated using the NASA/LaRC PPARS System is described. An assessment is made of the effectiveness of PERT on various types of efforts as well as for specific purposes, namely, schedule planning, schedule analysis, schedule control, monitoring contractor schedule performance, and management reporting. This assessment is based primarily on the author's knowledge of the usage of PERT by NASA/LaRC personnel since the early 1960's. Both strengths and weaknesses of the technique for various applications are discussed. It is intended to serve as a reference guide for personnel performing project planning and control functions and technical personnel whose responsibilities either include schedule planning and control or require a general knowledge of the subject.
