Nuclear Data Libraries Sensitivity Studies for ORSA Using SCALE

Subcritical assemblies offer valuable training capabilities in nuclear criticality safety (NCS) for individuals handling fissile material. At Oak Ridge National Laboratory(ORNL), the Oak Ridge Subcritical Assembly (ORSA), a new experimental facility, is being established to provide hands-on training for the Nuclear Criticality Safety Program (NCSP).It is essential to accurately determine the neutron multiplication factor (keff) to ensure that ORSA remains subcritical and safe during operations. This study investigated the sensitivity of keff to variations across Evaluated Nuclear Data File (ENDF/B) libraries, consisting of ENDF/B-VII.1, ENDF/B-VIII.0, and ENDF/B-VIII.1. The analysis was conducted using the CSAS6 sequence in the SCALE-6.3 code system. Individual isotopes in the ORSA model were replaced one at a time with ENDF/B-VII.1 as the base library and changing to ENDF/B-VIII.0or ENDF/B-VIII.1. The results demonstrated that the changes in keffof the nuclides associated with the ORSA model were mostly within the uncertainty of the base model (~24 pcm), except for primary nuclides like Uranium-235and H-poly with few other nuclides. The relative delta keff values of Uranium-235 and H-poly, expressed in pcm, were +280 and -212 in ENDF/B-VIII.0 and +332 and -275 in ENDF/B-VIII.1, respectively, which were notable changes in reactivity. These results demonstrated that ORSA was largely insensitive to variations across these nuclear data libraries.

Current Progress of the Final Design of a Subcritical Assembly at the Oak Ridge National Laboratory

During the past decade, the US Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Nuclear Criticality Safety Program (NCSP) has been coordinating nuclear criticality safety (NCS) courses to provide training and qualification to new staff, supervisors, managers, regulators, and other professionals involved with NCS. To address the growing need for more NCS training possibilities, a subcritical assembly was designed at Oak Ridge National Laboratory (ORNL). The Oak Ridge Subcritical Assembly (ORSA), operated at ORNL, could be used in a new course for fissile material handlers/operators or as a backup training facility for currently existing NCSP hands-on NCS training. This paper describes some of the design steps necessary for obtaining a final ORSA design, beginning with a successful feasibility study performed in 2020. Numerous parameters within each main element of the assembly were considered, such as the reflector used, the type of fuel coating or plating used, and the number of fuel plates used. The design choices related to each parametric study described in this paper are detailed and justified at the end of each subsection. An overview of the current final design characteristics of ORSA and the experiments’ possibilities is also provided. ORSA will be built with fuel plates from legacy Aerojet General Nucleonics (AGN)-201M research reactors currently stored at the Y-12 National Security Complex (Y-12). The cylindrical fuel plates comprise UO 2 particles embedded in polyethylene and have a nominal enrichment of 19.5 ± 0.5 wt % 235 U. The basis for the final design was the feasibility study from 2020. In the feasibility study, ORSA achieved k eff = 0.95, corresponding to a multiplication factor of 20, with approximately 620 g of 235 U (four 4 cm plates, three 2 cm plates, and two 1 cm plates) and an 8.5 cm thick graphite reflector radially and on top of the assembly. The bottom of the assembly has a graphite thickness of 5 cm, and the chosen graphite density was 2.3 g/cm 3 . All design calculations were performed using SCALE 6.2.4 KENO-VI and with the ENDF/B VII.1 Continuous Energy cross-section library.

Subcritical Assembly at ORNL [Slides]

This presentation discusses the US Department of Energy (DOE) Nuclear Criticality Safety Program (NCSP), specifically regarding the training and education courses. Also discussed is the AGN-201M reactor and fuel disk. Additionally, the ORSA conceptual design and design changes are presented. In conclusion, the ORSA design has moved from conceptual to implementable. ORSA hands-on experiments will remain subcritical under normal and credible abnormal conditions. The ORSA location will have minimal security and safety basis impact and is feasible for a diversity of students. The implementation of ORSA will improve upon NCSP T&E’s vision to remain adaptable and responsive.

Oak Ridge Subcritical Assembly Final Design and Current Progress [Slides]

This presentation shows how ORSA design has moved from conceptual to implementable. Additionally, that the ORSA hands-on experiments will remain subcritical under normal and credible abnormal conditions it is fully assembled k eff = 0.95024 ± 0.0003 and USL = 0.9763. This presentation finds locations will have minimal security and safety basis impact. Available options can meet security criteria for ORSA material and Options will have less mass than the ANS-8.1 single parameter limit for 235 U either by segregation or functioning as its own facility. Further, Locations are feasible for a diversity of students and the implementation of ORSA will improve upon NCSP T&E’s vision to remain adaptable and responsive.

A Subcritical Assembly for Training and Education Use at the Oak Ridge National Laboratory [Slides]

Sufficient AGN-201M fuel plate material exists at Y-12 to support the development of a new, inherently safe, subcritical assembly for use in NCS training courses at ORNL. Four experiments with the ORNL subcritical assembly are possible and feasible. Future work includes the final design of the core and reflector and split table component design specifications. The ORNL Material Demonstration Facility (MDF) may be used to 3D print ORSA stand/table components and graphite reflector. Researchers will consider fuel coatings for contamination control, rather than an Al can. A visit to Y-12 will be made to determine the location of AGN fuel plates and remaining fuel transportation considerations. Final facility location will be considered
