An Architectural Survey of the U12G Tunnel Historic District, Nevada National Security Site, Nye County, Nevada

The U.S. Department of Energy (DOE), in conjunction with the National Nuclear Security Administration Nevada Field Office (NNSA/NFO), proposes to demolish six buildings and three storage areas located at the U12g Tunnel portal area in Area 12 of the Nevada National Security Site (NNSS). The buildings are 12-358 (Signal Vault); 12-201800 (Storage Quonset Hut); 12-202555 (Walker Shack); 12-868 (Pipe Assembly); 12-B100933 (Electrical Shop); 12-B100944 (Conference Room); and Storage Area 1; Storage Area 2; and Storage Area 3. The buildings and storage areas were selected for demolition as part of the DOE’s Real Property Efficiency Plan to reduce the footprint of unused and non-operational facilities on the NNSS. They are all vacant and have no proposed uses for current or upcoming NNSS missions. Demolition activities constitute an undertaking subject to review under Section 106 of the National Historic Preservation Act (NHPA) (54 United States Code [USC] § 306101) and its implementing regulations, 36 Code of Federal Regulations (CFR) Part 800. Identification efforts began with resources proposed for demolition in federal Fiscal Year (FY) 23. Four buildings were proposed to be demolished in FY23 (12-358, 12-868, 12-201800, and 12-202555). These buildings and the U12g Tunnel Historic District (SHPO No. D444) were recorded in Identification, Evaluation, and Finding of Adverse Effect for the Proposed Demolition of Five Buildings in Area 12, Nevada National Security Site, Nye County, Nevada (Menocal et al. 2023). Identification efforts indicated three buildings (12-358, 12-201800, and 12-868) supported nuclear testing in the U12g Tunnel. The fourth building post-dated the use of U12g Tunnel for nuclear testing activities. The report recommended that three of the four buildings (12-358, 12-201800, 12-868) and the U12g Tunnel Historic District may be eligible for the National Register of Historic Places (NRHP). The report also found that the undertaking would have an adverse effect on the three buildings and on the historic district. The Nevada State Historic Preservation Office (SHPO) concurred with the report’s findings (Reed 2023). The U12g Tunnel was determined eligible as a historic district under the Secretary of the Interior’s (SOI) Significance Criterion A, at the local level, in the context of the Cold War as an underground testing environment for the development of nuclear weapons and to assess the effects of a nuclear explosion on materials and equipment with a period of significance from 1959 to 1971. It was also determined eligible under Significance Criterion C for embodying the distinctive characters of a horizontal tunnel complex used for nuclear testing and as a significant and distinguishable entity. The three buildings were determined to be contributing elements of the district. The undertaking was expanded with the addition of two buildings and three storage areas proposed to be demolished and located within U12g Tunnel Historic District in FY24. These five resources (12-B100933, 12-B100944, and Storage Areas 1, 2, and 3) were recorded in Supplemental Identification, Evaluation, and Finding of Effect for Additional Proposed Demolition at U12g Tunnel, Area 12, Nevada national Security Site, Nye County, Nevada (Brannan et al. 2024). Identification efforts indicated that the two buildings and Storage Area 1 supported nuclear testing in the U12g Tunnel. Storage Area 1 and Storage Area 2 post-dated the nuclear testing activities at U12g Tunnel and were not recommended as contributing elements to the district. The report also found that the undertaking would have an adverse effect on the newly identified buildings and one storage area and on the historic district. The SHPO concurred that the expanded undertaking would result in adverse effects to historic properties (Reed 2025). To resolve these adverse effects, NNSA/NFO, in consultation with the SHPO, is following standard mitigation as stipulated in the 2024 Programmatic Agreement DE-GM58-22NA25554 Among the U.S. Department of Energy and the Nevada State Historic Preservation Officer and the Advisory Council on Historic Preservation Concerning the Protection of Historic Properties on the Nevada National Security Site, Nye County, Nevada (hereafter referred to as the NNSS PA). The standard mitigation measures are outlined in Appendix D of the NNSS PA. As such, this architectural survey has been prepared in accordance with Appendix D of the NNSS PA and follows the report format outlined in Appendix F. It includes a historic context that describes the district’s origin, history, and support functions, its significance in the context of nuclear testing on the NNSS, and identifies contributing and non-contributing elements within the district. The report is accompanied by Architectural Resource Assessment (ARA) forms for individual resources and a Historic District Resource Assessment (HDRA) for the U12g Tunnel Historic District. In total, this architectural report identified 32 primary resources within the district boundary. Six of the primary resources were previously identified as contributing elements. An additional 17 resources are recommended as contributing elements to the district for a total of 23 contributing elements. The other nine resources identified are recommended as non-contributing elements to the district.

Mitigation for the demolition of the foundation of building 25-3113/3113a, area 25, Nevada national security site, NYE county, Nevada

The purpose of this letter report is to document the mitigation of adverse effects of a proposed undertaking that would demolish the foundation of Building 25-3113/3113A and the adjoining test pad at Test Cell A in Area 25 of the Nevada National Security Site (NNSS) in compliance with the terms of the 2024 Programmatic Agreement among the U.S. Department of Energy and the Nevada State Historic Preservation Officer and the Advisory Council on Historic Preservation Concerning the Protection of Historic Properties on the Nevada National Security Site, Nye County, Nevada (NNSS PA). The foundation of Building 25-3113/3113A (State Historic Preservation Office [SHPO] Resource # B2443) is a contributing element to the Nuclear Rocket Development Station (NRDS) Historic District (SHPO Resource # D424), which has been determined eligible for listing in the National Register of Historic Places (NRHP) under Criteria A, B, C, and D (Reno et al. 2023). The proposed demolition constitutes an adverse effect. The U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Field Office (NNSA/NFO) consulted with the SHPO on an adverse effect finding for the undertaking and notified the SHPO of its intent to use the standard mitigation in the NNSS PA on December 11, 2024 (Julian to Reed). The SHPO concurred on December 30, 2024 (Reed to Julian). Therefore, NNSA/NFO has prepared mitigation pursuant to the standard mitigation in the NNSS PA Appendix D.I.A for contributing elements to recorded, NRHP-eligible districts.

The purpose of this letter report is to document the mitigation of adverse effects of a proposed undertaking in compliance with the stipulations in the Programmatic Agreement DE-GM58-22NA25554 Among the U.S. Department of Energy and the Nevada State Historic Preservation Officer and the Advisory Council on Historic Preservation Concerning the Protection of Historic Properties on the Nevada National Security Site, Nye County, Nevada, hereafter referred to as the NNSS PA. The proposed undertaking would demolish Buildings 12-32 (State Historic Preservation Office [SHPO] Resource No. B18291), 12-34 (SHPO Resource No. B18292), 12-35 (SHPO Resource No. B18293), and 12-37 (SHPO Resource No. B18294) in the Area 12 Camp Historic District (SHPO Resource No. D372) on the Nevada National Security Site (NNSS). The Area 12 Camp Historic District has been determined eligible for listing in the National Register of Historic Places (NRHP) under Criteria A and C (Reed 2021; Reno et al. 2021).

The purpose of this letter report is to document the mitigation of adverse effects of a proposed undertaking that would remove hazardous materials from the Engine Installation Vehicle (EIV) in Area 25 of the Nevada National Security Site (NNNSS) in compliance with Section 106 of the National Historic Preservation Act (NHPA) and the terms of the 2024 Programmatic Agreement among the U.S. Department of Energy and the Nevada State Historic Preservation Officer and the Advisory Council on Historic Preservation Concerning the Protection of Historic Properties on the Nevada National Security Site, Nye County, Nevada, hereafter referred to as the NNSS PA. The EIV (State Historic Preservation Office [SHPO] Resource No. S3057) has been determined individually eligible for listing in the National Register of Historic Places (NRHP) under Criteria A and C and as a contributing element to the Nuclear Rocket Development Station (NRDS) Historic District, which is eligible for the NRHP under all four Significance Criteria (Reno et al. 2023; Reed 2024).

Underground Test Area (UGTA) Sampling Plan for Corrective Action Units 101 and 102: Central and Western Pahute Mesa, Nevada National Security Site, Nevada, Revision 2

The purpose of this groundwater sampling plan (referred to herein as “the Plan”) is to describe the approach for collecting and analyzing groundwater samples to meet the objectives of the U.S. Department of Energy (DOE), Environmental Management (EM) Nevada Program’s Underground Test Area (UGTA) Activity. The Plan is focused on the Central and Western Pahute Mesa corrective action units (CAUs 101 and 102), which are currently in the Corrective Action Decision Document (CADD)/Corrective Action Plan (CAP) stage of the Federal Facility Agreement and Consent Order (FFACO) UGTA Strategy. The remaining UGTA CAUs are in the final stage of the UGTA strategy (Closure Report [CR] stage), and monitoring requirements for these CAUs are described in the Federal Facility Agreement and Consent Order Nevada National Security Site Use Restriction Management Plan (DOE/EMNV, 2024a). The Plan supersedes the Nevada National Security Site Integrated Groundwater Sampling Plan and its ensuing Record of Technical Change (ROTC) (DOE/EMNV, 2019b).

Closure Report for Corrective Action Unit 116: Area 25 Test Cell C Facility, Nevada National Security Site, Nevada with ROTC-1

Just adding new file which includes CR plus new ROTC 1 and update the metadata to the following: This Closure Report (CR) presents information supporting closure of Corrective Action Unit (CAU) 116, Area 25 Test Cell C Facility. This CR complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the State of Nevada; the U.S. Department of Energy (DOE), Environmental Management; the U.S. Department of Defense; and DOE, Legacy Management (FFACO, 1996 [as amended March 2010]). CAU 116 consists of the following two Corrective Action Sites (CASs), located in Area 25 of the Nevada National Security Site: (1) CAS 25-23-20, Nuclear Furnace Piping and (2) CAS 25-41-05, Test Cell C Facility. CAS 25-41-05 consisted of Building 3210 and the attached concrete shield wall. CAS 25-23-20 consisted of the nuclear furnace piping and tanks. Closure activities began in January 2007 and were completed in August 2011. Activities were conducted according to Revision 1 of the Streamlined Approach for Environmental Restoration Plan for CAU 116 (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office [NNSA/NSO], 2008). This CR provides documentation supporting the completed corrective actions and provides data confirming that closure objectives for CAU 116 were met. Site characterization data and process knowledge indicated that surface areas were radiologically contaminated above release limits and that regulated and/or hazardous wastes were present in the facility. The Record of Technical Change 1 updated the use restriction information.

Streamlined Approach for Environmental Restoration (SAFER) Plan for Corrective Action Unit 114: Area 25 EMAD Facility Nevada National Security Site, Nevada

This Streamlined Approach for Environmental Restoration (SAFER) Plan addresses the actions needed to achieve closure for Corrective Action Unit (CAU) 114, Area 25 EMAD Facility, identified in the Federal Facility Agreement and Consent Order (FFACO). CAU 114 comprises the following corrective action sites (CASs) located in Area 25 of the Nevada National Security Site: • 25-41-03, EMAD Facility (Building 3900) • 25-99-23, Manned Control Car (MCC) and Engine Installation Vehicle (EIV) • 25-33-05, Building 3901, Engine Transport System Maintenance Building (Train Shed) This plan provides the methodology for field activities needed to gather the necessary information for closing CAU 114. There is sufficient information and process knowledge from historical documentation and investigations of similar sites regarding the expected nature and extent of potential contaminants to recommend closure of CAU 114 using the SAFER process. Additional information will be obtained by conducting a field investigation before selecting the appropriate corrective actions for CAU 114. It is anticipated that the results of the field investigation and implementation of corrective actions will support a defensible recommendation that no further corrective action is necessary. The purpose of the corrective action investigation will be to document and verify the adequacy of existing information; to affirm the decision for either clean closure, closure in place, or no further action; and to provide sufficient data to implement the corrective action. The actual corrective action selected will be based on characterization activities implemented under this SAFER Plan. If specific conditions or findings fall outside the bounds of the conceptual site model, such as an unanticipated release, the Nevada Division of Environmental Protection (NDEP) will be consulted to determine the path forward before proceeding. Upon completion of SAFER activities, a closure report (CR) will be prepared and submitted to NDEP for review and approval. The schedule for completion of the CR will be established in consultation with NDEP.

Non-Resource Conservation and Recovery Act Corrective Action Unit (CAU) Post-Closure Inspection Report, Nevada National Security Site, Nevada For Calendar Year 2025

This report includes visual inspection results, descriptions of maintenance and repair activities, and recommendations for CY 2025 for use restrictions (URs) at corrective action sites (CASs) located on the Nevada National Security Site and on the Nevada Test and Training Range (NTTR) that are accessed through the NNSS Main Gate. This document is arranged by project activity (i.e., Industrial Sites, Soils, and Defense Threat Reduction Agency [DTRA]); then by corrective action unit (CAU); and then by CAS. Post-closure UR inspections are performed on an annual basis, unless as noted in text. Post-closure UR inspections verify the condition of physical controls required by each UR, which may include the following activities: • Visual verification of the legibility of signs • Visual inspection of fencing, signs, monuments, and/or markers for indications of wear • Visual inspection of soil covers for indications of subsidence, erosion, or unauthorized use Deficiencies in UR requirements that were identified during CY 2024 inspections and not addressed in the CY 2024 report are addressed in this CY 2025 report.

Corrective Action Decision Document/Corrective Action Plan for Corrective Action Units 101 and 102: Central and Western Pahute Mesa Nevada National Security Site, Nevada, Revision 2

This revision was prepared to document changes to the data-collection activities. Specifically, the drilling and completion of the wells have been revised, and enhancements to the surface geophysics measurements have been included. Corrective action is needed because underground radioactive contamination exists in these areas resulting from historic underground nuclear testing. The PM CAUs are located in the northwestern portion of the Nevada National Security Site and comprise 82 corrective action sites. A total of 85 underground nuclear detonations took place within the area covered by the PM CAUs between 1965 and 1992 and resulted in the release of radionuclides in the subsurface in the vicinity of the test cavities.

This letter serves as the annual post-closure letter for CAU 98, Frenchman Flat; CAU 97, Yucca Flat/Climax Mine; and CAU 99, Rainier Mesa/Shoshone Mountain for calendar year 2025. This letter will discuss the post-closure monitoring activities that occurred during CY 2025, identify any triggers reached, and summarize water usage on the Nevada National Security Site and surrounding hydrographic basins at the three CAUs.

Closure Report for Corrective Action Unit 572: Test Cell C Ancillary Building and Structures, Nevada National Security Site, Nevada, Revision 0

The purpose of this CR is to provide documentation supporting the completed corrective actions and data confirming that the closure objectives for CAU 572 were met. To achieve this, the following actions were performed: • Corrective action investigation (CAI) activities were performed from August 2020 through May 2023, as set forth in the SAFER Plan for CAU 572; and in accordance with the Soils Activity Quality Assurance Plan, which establishes requirements, technical planning, and general quality practices. • Corrective actions were completed during decontamination and demolition (D&D) and disposal activities, and were performed from August 2022 through September 2025.
