Net Zero World Initiative: Net Zero World COP28 Program Highlights

The Net Zero World initiative, a U.S. flagship program launched at COP26, is designed to support countries in accelerating transitions to clean energy systems. Combining expertise from 10 U.S. Department of Energy laboratories and 9 U.S. government agencies, Net Zero World collaborates with governments in Argentina, Chile, Egypt, Indonesia, Nigeria, Singapore, Thailand, and Ukraine to fortify net-zero pathways, advance implementation of priority actions, and mobilize significant investment in clean energy projects and infrastructure, targeting $10 billion by 2025. This fact sheet highlights program impacts to be presented at COP28.

The Net Zero World Initiative’s Preliminary Analysis of Decarbonization Pathways for Five Countries

Under the Net Zero World Initiative, the United States is mobilizing the capabilities of nine U.S. government agencies, led by the U.S. Department of Energy (DOE), to partner with philanthropies and multiple countries to cocreate and implement tailored technical and investment pathways to accelerate the decarbonization of global energy systems. In addition, 10 of the DOE national laboratories have built a consortium housed in the Net Zero World Action Center to implement this vision by providing the deep analysis and modeling required to carry out the vision. As a whole-of-government program, the Net Zero World Initiative partners with countries committed to raising their climate ambitions by creating and implementing highly tailored, actionable technical and investment strategies that put a net-zero world within reach. The initiative enables country partners to harness the convening power and technical expertise of U.S. agencies and laboratories, international industry, and technical institutions while providing the United States an opportunity to learn from and deepen U.S. technical cooperation with key countries. This report is the first of a series, with future Phase II work being informed by ongoing consultations with the partner countries to address country pathway analysis priorities. This future work will likely include evaluating detailed technological, policy, and investment options for key sectors and for energy systems holistically. This analysis may examine in greater detail the economic and social benefits of net-zero energy transitions, including quality jobs and health outcomes, the impacts of price and supply volatility on energy investments and decisions, the risk of stranded assets, and related issues.

Updating Nuclear Energy Cost Estimates for Net Zero World Initiative

Energy modeling of decarbonized scenarios in integrated energy systems requires nuclear energy parameters that are critical for forecasting, modeling and cost structure analysis. Using updated real-world data has always been a challenge to estimate current nuclear reactors costs and deployment scenarios. Given this, an updated set of parameters for overnight capital costs and operation and maintenance costs are estimated for the Net Zero World initiative using recent reports that provided a vast set of open sources data inputs. This paper follows the methodology developed in the Net Zero World report and applies the new ranges estimated in the Gateway for Accelerated Innovation in Nuclear report that address many of the current challenges in obtaining accurate cost data for advanced nuclear concepts. The final goal is to provide new estimates of the overnight capital costs and operational costs for different countries. The present paper improves the earlier capital cost estimations, building on recent literature that aims to obtain accurate data for modeling and simulation to enhance energy system evaluations and support decision-making in areas like de-carbonization and capacity expansion. Finally, the paper compares the new cost estimates with the old cost results.

Nuclear Energy Cost Estimates for Net Zero World Initiative

This report provides recommended parameters for incorporating nuclear energy systems into decarbonization modeling scenarios. The values are primarily intended for the Net Zero World (NZW) Initiative but are expected to prove useful to other related efforts. Both costs and operational metrics are provided in the study. Several cost factors, namely overnight capital costs (OCC) and operational costs are taken to be country specific. OCC is defined as the value of building the reactor in one night considering all costs prior to the start of operations including fuel for the initial core load. The value assumes the build is neither a first nor a ‘Nth’ of a kind, but somewhere in between. All costs are escalated to 2022 USD values.

Net Zero World COP28 Outcomes Report – Indonesia

This report describes Net Zero World Initiative activities initiated with Indonesia in 2023. The Net Zero World Initiative is a collaborative effort of eight countries, nine U.S. government agencies, 10 U.S. Department of Energy (DOE) national laboratories, and partnering philanthropies and nongovernmental organizations. Its goal is to elevate and enact climate ambition pledges and accelerate the transition to net-zero, resilient, and inclusive energy systems globally. The Net Zero World team, the Government of Indonesia’s Ministry of Energy and Mineral Resources (MEMR), and other stakeholders jointly identified and are advancing action in the four priority focus areas -- Energy Infrastructure Analysis, Island Energy Transition, Building Decarbonization, and Sustainable Transport.

Assessment of Regional Interconnections to Meet Southeast Asia's Renewable Energy Targets: Phase I of the Singapore – U.S. Collaboration

This report summarizes the results of a study of long-distance subsea electrical interconnections in Southeast Asia, conducted under the first phase of the Singapore-U.S. collaboration under the Net Zero World Initiative. In Phase 1, the Net Zero World team evaluated the current state of the renewable energy landscape in Southeast Asia; developed an open-source capacity expansion model using GridPath and evaluated several future scenarios including changes in interregional transmission; explored the technical feasibility of regional subsea interconnectors; and estimated socio-economic benefits of expanded regional transmission.

Clean Energy Roadmap: From Reconstruction to Decarbonization in Ukraine

The Net Zero World Initiative, committed to accelerating decarbonization and fostering more inclusive, equitable, and resilient energy systems, is pleased to support the Government of Ukraine in developing decarbonization pathways for its energy sector. In a collaborative effort to promote the resilience and sustainability of the energy system as part of the country’s reconstruction, the leading US Department of Energy’s national laboratories and distinguished Ukrainian research institutes and think tanks worked on this study. Together, we have developed scenarios for achieving net zero emissions in the energy sector, which are in line with the goals set out in the Energy Strategy of Ukraine through 2050. The Ministry of Energy of Ukraine report will present this report at the Conference of the Parties (COP28).

Tierra del Fuego Case Study Capacity Expansion Analysis

This case study, developed by Net Zero World Initiative and the Government of Argentina, examines least-cost decarbonization pathways for Tierra del Fuego, Argentina, utilizing renewable energy, energy storage, hydrogen, and other decarbonization technologies. Being the second largest natural gas producing province in Argentina, Tierra del Fuego has historically relied on natural gas for their energy sector needs. As they look at possible decarbonization pathways, they face challenges due to extreme weather conditions, isolation from the mainland, and low population density. The study utilizes the Engage web application for capacity expansion modeling, addressing both business-as-usual (BAU) and accelerated decarbonization scenarios, with varying degrees of electrification and carbon emission constraints. Key findings reveal that an interconnection with the mainland, high contribution of wind energy development on Tierra del Fuego, energy storage, and hydrogen, coupled with energy-efficient electrification technologies (such as heat pumps and electric vehicles), emerge as the most cost-effective solutions to decarbonize, significantly reducing carbon emissions and total system energy costs. The study explores self-generation and interconnection alternatives, demonstrating the economic advantage of an interconnection of Tierra del Fuego with the mainland, as an alternative to 100% local generation. Sensitivity analyses on wind data sources and temporal resolutions, as well as projected natural gas prices, highlight the influence of external factors on the feasibility of decarbonization pathways. Challenges identified include the practicality of phasing out natural gas, economic uncertainty, cost implications of long-term storage technologies as wind energy increases, and geographical limitations for wind generation. The case study concludes that while substantial emissions reductions can be achieved by 2050, and be competitive with conventional pathways, achieving a full 100% decarbonization by 2050 would entail higher costs, particularly due to the significant reliance on storage solutions with higher contribution of wind energy. The analysis offers valuable insights for policymakers and stakeholders in Argentina's energy sector, emphasizing the importance of strategic planning, investment in renewable energy and storage technologies, and careful consideration of local conditions in the transition towards Net Zero targets.

Biological Carbon Sequestration for Climate and Soil Health

The United States recently launched the Net Zero World Initiative on decarbonization. As temperatures and sea levels rise, strong action is needed to mitigate high atmospheric CO2 levels. In response to this need, a joint workshop between the US Department of Energy’s Oak Ridge National Laboratory (ORNL) and Lawrence Berkeley National Laboratory (LBNL) was convened to assess the challenges and opportunities within biological carbon (C) capture.

Biological Carbon Sequestration for Climate and Soil Health

The United States recently launched the Net Zero World Initiative on decarbonization. As temperatures and sea levels rise, strong action is needed to mitigate high atmospheric CO 2 levels. In response to this need, a joint workshop between the US Department of Energy’s Oak Ridge National Laboratory (ORNL) and Lawrence Berkeley National Laboratory (LBNL) was convened to assess the challenges and opportunities within biological carbon (C) capture. The virtual workshop on Biological Carbon Sequestration for Climate and Soil Health focused on three aspects of biological C capture research: natural systems, engineered systems, and modeling. For this workshop, the scope of natural systems included unmanaged (e.g., grasslands, wetlands, natural forests) and managed (e.g., agricultural lands, commercial forests, forest biofuels) ecosystems. The engineered systems group covered topics in genetically modified plants and microbes, synthetic microbiomes, and altered plant–microbe interactions for enhancing C capture, storage, and utilization. The modeling group focused on computational tools and data collection to predict and assess the effectiveness of new biocarbon sequestration advances. Participant expertise included plant and microbial systems biology, synthetic biology, soil biogeochemistry, and techno-economic analysis. Together, participants outlined key scientific advances in support of biological C capture and storage. Among the major findings of the meeting were the need to better measure C flux within natural, agricultural, and fabricated ecosystems for experimentation; better understand the role of soil composition, plant roots, and the rhizosphere (i.e., the soil surrounding the plant root) in the underground storage of organic C; and design plant–microbe systems for maximal C storage.

Singapore-US Feasibility Study on Regional Energy Connectivity

There is strong potential amongst the Association of Southeast Asian Nations (ASEAN) to adopt subsea interconnectors and benefit from increased energy trade and decarbonization benefits. As part of the Net Zero World Initiative, co-sponsored by the U.S. Department of Energy and the Energy Market Authority of Singapore, the technical and economic potential for such connectivity was investigated. This interim report provides a summary of the economic and technical feasibility analysis conducted related to increasing regional connectivity in Southeast Asia via subsea cables.
