Recommendations for a Fundamental Nuclear Material Control (FNMC) Plan for TRISO Fuel Fabrication Facilities Under NRC Regulations

A fundamental nuclear material control (FNMC) plan, which is required for all fuel fabrication facilities that are authorized to possess more than 1 effective kg of special nuclear material, describes how material control and accounting (MC&A) requirements will be met to comply with US Nuclear Regulatory Commission (NRC) regulations. Tristructural isotropic (TRISO) fuel fabrication facilities are likely to have issues in meeting MC&A requirements because of the new processes and fuel types their work involves. This report provides recommendations for an FNMC plan specifically for a TRISO fuel fabrication facility under NRC regulations and includes a draft outline of an FNMC plan. This report was produced for the Materials Protection, Accounting, and Control Technologies (MPACT) program under the Nuclear Fuel Cycle Technologies programs within the US Department of Energy’s Office of Nuclear Energy.

NRC Reactor Operating Experience Analysis and Trend Summary: 2024 Update

This report presents a summary of the Nuclear Regulatory Commission’s (NRC’s) reactor operating experience analyses with data through 2024 as well as the reliability and frequency trends identified in the 2024 update reports for the component performance studies, loss-of-offsite power analysis, initiating events analysis, and system studies provided on the NRC Reactor Operating Experience Results and Databases website (https://nrcoe.inl.gov/).

Hydrogen masers and cesium fountains at NRC

The NRC masers H-3 and H-4 have been operating since June 1993 with cavity servo control. These low-flux active H masers are showing stabilities of about 10(exp -15) from 1 hour to several days. Stability results are presented, and the current and planned uses of the masers are discussed. A cesium fountain primary frequency standard project has been started at NRC. Trapping and launching experiments with the goal of 7 m/s launches are beginning. We discuss our plans for a local oscillator and servo that exploit the pulsed aspect of cesium fountain standards, and meet the challenge of 10(exp -14) tau(exp -1/2) stability without requiring masers. At best, we expect to run this frequency standard initially for periods of hours each working day rather than continuously for years, and so frequency transfer to outside laboratories has been carefully considered. We conclude that masers (or other even better secondary clocks) are required to exploit this potential accuracy of the cesium fountain. We present and discuss our conclusion that it is feasible to transfer frequency in this way with a transfer-induced uncertainty of less than 10(exp -15), even in the presence of maser frequency drift and random walk noise.

Preliminary Report of NRC Twin Otter Operations in the 1997 Southern Great Plains Experiment

From June 18 to July 17, 1997, the NRC Twin Otter atmospheric research aircraft was operated from Oklahoma City, U.S.A., in the Southern Great Plains 1997 (SGP97) Hydrology Experiment. The primary role of the aircraft was to measure the vertical fluxes of sensible and latent heat, CO2, ozone and momentum in the atmospheric boundary layer, along with supporting meteorological and radiometric data. Approximately 400 flux runs and 100 soundings were flown in 27 project flights over rural areas near Oklahoma City. This preliminary report documents the flight program, lists the instrumentation aboard the aircraft, and presents a summary of run-averaged data from each flux run. These data are from the in-field analysis and must be considered preliminary. A re-analysis incorporating updated calibrations is planned for the fall of 1997 followed by a more comprehensive technical report.

The NRC Research Associateship Program has Greatly Enhanced the Solar Research at Marshall Space Flight Center During the Last Quarter Century

Under the educational Resident Research Associateships (RRA) program, NASA Headquarters funds post-doctoral research scientists through a contract with the National Research Council (NRC). This short article reviews the important influence that the RRAs have had on solar research at NASA s Marshall Space Flight Center (MSFC). Through the RRA program the National Research Council under the National Academy of Sciences has provided the Marshall Space Flight Center s Solar Physics Group with 29 post-doctorial research associateships since 1975. This starting date corresponds with the increased research activity in solar physics at MSFC. A number of MSFC scientists had been working on and supporting NASA s Skylab Mission in operation from May 1973 until February 1974. This scientific effort included the development MSFC s X-ray telescope SO56 and the development of the United States first full-vector magnetograph. Numerous engineers and scientists at MSFC supported the development and operation of the cluster of solar telescopes on the Apollo Telescope Mount (ATM), a principal part of the Skylab orbiting workshop. With the enormous volume of new and exciting solar data of the solar corona, MSFC dedicated a group of scientists to analyze these data and develop new solar instruments and programs. With this new initiative, came the world- renowned solar prominence expert, Dr. Einar Tandberg-Hanssen, from the High Altitude Observatory in Boulder, Colorado and the support of the first two RRAs in support of solar physics research.

ADS-33C related handling qualities research performed using the NRC Bell 205 airborne simulator

Over 10 years ago a project was initiated by the U.S. Army AVSCOM to update the military helicopter flying qualities specification MIL-8501-A. While not yet complete, the project reached a major milestone in 1989 with the publication of an Airworthiness Design Standard, ADS-33C. The 8501 update project initially set out to identify critical gaps in the requisite data base and then proceeded to fill them using a variety of directed research studies. The magnitude of the task required that it become an international effort: appropriate research studies were conducted in Germany, the UK and Canada as well as in the USA. Canadian participation was supported by the Department of National Defense (DND) through the Chief of Research and Development. Both ground based and in-flight simulation were used to study the defined areas and the Canadian Bell 205-A1 variable stability helicopter was used extensively as one of the primary research tools available for this effort. This paper reviews the involvement of the Flight Research Laboratory of the National Research Council of Canada in the update project, it describes the various experiments conducted on the Airborne Simulator, it notes significant results obtained and describes ongoing research associated with the project.
