Satellite Data Reveals a Recent Increase in Shifting Cultivation and Associated Carbon Emissions in Laos

Although shifting cultivation is the major land use type in Laos, the spatial-temporal patterns and the associated carbon emissions of shifting cultivation in Laos are largely unknown. This study provides a nationwide analysis of the spatial-temporal patterns of shifting cultivation and estimations of the associated carbon emissions in Laos over the last three decades. This study found that shifting cultivation has been expanding and intensifying in Laos, especially in the last five years. The newly cultivated land from 2016-2020 accounted for 4.5% (±1.2%) of the total land area of Laos. Furthermore, the length of fallow periods has been continuously declining, indicating that shifting cultivation is becoming increasingly intensive. Combining biomass derived from GEDI (Global Ecosystem Dynamics Investigation) and shifting cultivation maps and area estimates, we found that the net carbon emissions from shifting cultivation declined in 2001-2015 but increased in 2016-2020. The largest carbon source is conversion from intact forests to shifting cultivation, which contributed to 89% of the total emissions from 2001 to 2020. In addition, there were increased emissions from intensified use of fallow land. This research provides useful information for policymakers in Laos to understand the changes in shifting cultivation and improve land use management. This study not only supports REDD+ (Reducing Emissions from Deforestation and forest Degradation) reporting for Laos but also provides a methodology for tracking carbon emissions and removals of shifting cultivation.

Estimating Forest Stand Height in Savannakhet, Lao PDR Using InSAR and Backscatter Methods with L-Band SAR Data

Forest stand height (FSH), or average canopy height, serves as an important indicator for forest monitoring. The information provided about above ground biomass for greenhouse gas emissions reporting, and estimating carbon storage is relevant for reporting for Reducing Emissions from Deforestation and Forest Degradation (REDD+). A novel forest height estimation method utilizing a fusion of backscatter and Interferometric Synthetic Aperture Radar (InSAR) data from JAXA’s Advanced Land Observing Satellite Phased Array type L-band Synthetic Aperture Radar (ALOS PALSAR) are applied to a use case in Savannakhet, Lao. Compared with LiDAR, the estimated height from the fusion method had an RMSE of 4.90 m and an R2 of 0.26. These results are comparable to previous studies using SAR estimation techniques. Despite limitations of data quality and quantity, the Savannakhet, Lao use case demonstrates the applicability of these techniques utilizing L-band SAR data for estimating FSH in tropical forests and can be used as a springboard for use of L-band data from the future NASA-ISRO SAR (NISAR) mission.

Lao Power Sector Vulnerability Assessment and Resilience Action Plan

This purpose of this work is to develop a power sector resilience action plan for the Lao PDR (resilience action plan). The resilience action plan provides strategies to address the key vulnerabilities identified in a previous vulnerability assessment.

Materials Data on LaO by Materials Project

LaO is Halite, Rock Salt structured and crystallizes in the cubic Fm-3m space group. The structure is three-dimensional. La2+ is bonded to six equivalent O2- atoms to form a mixture of edge and corner-sharing LaO6 octahedra. The corner-sharing octahedral tilt angles are 0°. All La–O bond lengths are 2.58 Å. O2- is bonded to six equivalent La2+ atoms to form a mixture of edge and corner-sharing OLa6 octahedra. The corner-sharing octahedral tilt angles are 0°.

X-Ray Phase Contrast Imaging for Dynamic Material Mix Experiments, LAO-003-17, Year 3 of 3

X-ray phase contrast imaging with transmission gratings for density profile measurements has been developed and tested for dynamic experimental applications. Talbot-Lau x-ray deflectometry is a new method of measuring x-ray refraction in addition to attenuation and ultrasmall-angle scattering that has recently been developed for static imaging, primarily for medical and industrial applications. To obtain density profiles from fast-evolving systems, we must use a flash x-ray source with a spot size much larger than the continuous microfocus sources of static imaging systems, and we can obtain only a single exposure. The challenges to measuring electron density profiles of two mixed elements from a single-image, low spatial resolution system are addressed, and initial results from the first dynamic experiments with one such system, conducted on a gas launcher at the end of FY 2018 and beginning of FY 2019, are presented. In FY 2019, we designed and built a new deflectometer designed for detonator experiments to test new techniques to improve the sensitivity and reliability of the diagnostic.

Applications of multispectral imagery to water resources development planning in the lower Mekong Basin (Khmer Republic, Laos, Thailand and Viet-Nam)

The use of ERTS imagery for water resources planning in the lower Mekong Basin relates to three major issues: (1) it complements data from areas, which have been inaccessible in the past because of security; this concerns mainly forest cover of the watersheds, and geological features, (2) it refines ground surveys; this concerns mainly land forms, and soils of existing and planned irrigation perimeters, and (3) it provides new information, which would be almost or entirely impossible to detect with ground surveys or conventional photography; this concerns the mechanism of flooding and drainage of the delta; siltation of the Great Lake and mapping of acidity, possibly also of salinity, in the lower delta; sedimentation and fisheries in the Mekong Delta estuarine areas.
