A Markovian model for assessment of personnel hiring plans

As a result of the current economic environment, many organizations are having to operate with fewer resources. In the manpower area, these constraints have forced organizations to operate within well-defined hiring plans. Exceeding personnel ceilings is in most cases an intolerable situation. A mathematical model, based on the theory of Markov processes, is presented which can be used to assess the chances of success of personnel hiring plans. The model considers a plan to be successful if the final population size, at the end of the planning period, lies within a range specified by management. Although this model was developed to assess personnel hiring plans at the Goddard Space Flight Center, it is directly applicable wherever personnel hiring plans are used.

The CARMENES Search for Exoplanets Around M Dwarfs: Revisiting the GJ 581 Multi-Planetary System With New Doppler Measurements From CARMENES, HARPS, and HIRES

Context.GJ 581 is a nearby M dwarf known to host a packed multiple planet system composed of two super-Earths and a Neptune-mass planet. We present new orbital analyses of the GJ 581 system, utilizing recent radial velocity (RV) data obtained from the CARMENES spectrograph combined with newly reprocessed archival data from the HARPS and HIRES spectrographs. Aims.Our aim was to analyze the post-discovery spectroscopic data of GJ 581, which were obtained with CARMENES. In addition, we used publicly available HIRES and HARPS spectroscopic data to seek evidence of the known and disputed exoplanets in this system. We aimed to investigate the stellar activity of GJ 581 and update the planetary system’s orbital parameters using state-of-the-art numerical models and techniques. Methods.We performed a periodogram analysis of the available precise CARMENES, HIRES, and HARPS RVs and of stellar activity indicators. We conducted detailed orbital analyses by testing various orbital configurations consistent with the RV data. We studied the posterior probability distribution of the parameters fit to the data and we explored the long-term stability and overall orbital dynamics of the GJ 581 system. Results. We refined the orbital parameters of the GJ 581 system using the most precise and complete set of Doppler data available. Consistent with the existing literature, our analysis confirms that the system is unequivocally composed of only three planets detectable in the present data, dismissing the putative planet GJ 581 d as an artifact of stellar activity. Our N-body fit reveals that the system’s inclination is i=47.0+14.6−13.0deg, which implies that the planets could be up to 30% more massive than their previously reported minimum masses. Furthermore, we report that the GJ 581 system exhibits long-term stability, as indicated by the posterior probability distribution, characterized by secular dynamical interactions without the involvement of mean motion resonances.

When and Why Hiring and Training Occur: A Survey of Building Efficiency Contractors

As state and local governments, along with homeowners, work to enhance building energy performance, a sufficiently skilled energy-efficiency workforce is essential for implementing solutions at scale. In recent years, employers in the energy efficiency sector, including building performance contractors, have frequently reported challenges finding qualified workers. Additionally, as building performance technologies evolve and become more sophisticated, current workers need to acquire new skills and practices to maintain high-quality work. This study surveyed 209 contractors involved in building energy performance projects across 37 U.S. states, Washington, D.C., Guam, and the Marshall Islands. The survey aimed to understand their experiences in the labor market, their business practices, and their decision-making processes when hiring new workers and training existing employees. The findings highlight contractors' motivations and considerations in hiring and training, as well as the most significant challenges they face in the labor market. These insights can help workforce development practitioners design training programs that are aligned with workforce needs and responsive to employer concerns.

Hires and beyond

The High-Resolution image construction program (HiRes) used at IPAC is based on the Maximum Correlation Method. After HiRes intensity images are constructed from IRAS data, additional images are needed to aid in scientific interpretation. Some of the images that are available for this purpose show the fitting noise, estimates of the achieved resolution, and detector track maps. Two methods have been developed for creating color maps without discarding any more spatial information than absolutely necessary: the 'cross-band simulation' and 'prior-knowledge' methods. These maps are demonstrated using the survey observations of a 2 x 2 degree field centered on M31. Prior knowledge may also be used to achieve super-resolution and to suppress ringing around bright point sources observed against background emission. Tools to suppress noise spikes and for accelerating convergence are also described.

An IRAS Hires study of low mass star formation in the Taurus molecular ring

The Taurus molecular cloud supposedly has no star clusters but only isolated star formation. However, the Infrared Astronomical Satellite (IRAS) shows us that a small star cluster is currently forming in Taurus. Most of the sources are deeply embedded and are probably low-mass protostars. We use High Resolution (HiRes) images of the IRAS data from the Infrared Processing and Analysis Center (IPAC) to look for additional infrared members of the cluster. We also investigate the question of whether the infrared emission matches predictions for protostellar sources by examining whether the dust emission is resolved on scales of one arcminute (approx. 10(exp 17) cm). With the exception of a luminous visible star, HD 29647, we find that the sources L1527, TMC1A, TMC1, TMC1C, tMR1, and IC2087 are unresolved in the HiRes images at 60 microns. Further analysis of IC2087 shows that it is unresolved at all four IRAS wavelengths.

Bridging the Generation Gap: A Rapid Early Career Hire Training Program

This paper describes a training program to provide Early Career Hires (ECHs) in the aerospace industry with real, rapid, hands-on exposure to multiple phases and multiple disciplines of flight project development. Such a program has become necessary to close the Generation Gap and ensure that aerospace organizations maintain a highly skilled workforce as experienced personnel begin to retire. This paper discusses the specific motivations for and implementation of such a program at the Jet Propulsion Laboratory. However, the essential features are widely applicable to other NASA centers and organizations delivering large llight systems. This paper details the overall program concept, stages of participation by an ECH, oversight and mentoring, program assessment, training project selection, and facilities requirements.

HiRES - High Resolution Extreme Ultraviolet Spectroheliometer toroidal diffraction grating performance evaluation

The ray-tracing results presented characterize the theoretically achievable EUV performance of the HiRES instrument. The effects of optical system misalignment on spectrograph images, and the laboratory results for two f/15 toroidal diffraction gratings that employ a multianode microchannel array, are also presented. Interferometric studies of toroidal figure accuracy, as well as optical and electron microscopy investigations of surface quality, are discussed. While the current toroidal gratings are noted to furnish good imaging across a wide wavelength range, they exhibit excessive EUV scatter, as well as spectral ghosting.

A HIRES analysis of the FIR emission of supernova remnants

The high resolution (HiRes) algorithm has been used to analyze the far infrared emission of shocked gas and dust in supernova remnants. In the case of supernova remnant IC 443, we find a very good match between the resolved features in the deconvolved images and the emissions of shocked gas mapped in other wavelengths (lines of H2, CO, HCO+, and HI). Dust emission is also found to be surrounding hot bubbles of supernova remnants which are seen in soft X-ray maps. Optical spectroscopy on the emission of the shocked gas suggests a close correlation between the FIR color and local shock speed, which is a strong function of the ambient (preshock) gas density. These provide a potentially effective way to identify regions of strong shock interaction, and thus facilitate studies of kinematics and energetics in the interstellar medium.

HIRES Dust Imaging of the NGC 6334 Star Forming Complex

We present here our final report for the NASA grant "HIRES Dust Imaging of the NGC 6334 Star Forming Complex." This project was designed to study the photodissociation regions surrounding several OB stars in this cloud complex. NGC 6334 is unique in having at least seven distinct massive star forming regions in the same molecular cloud complex. The obvious advantage of studying young stars in the same molecular complex is that the stars all formed in the same global environment. Consequently, global factors like density waves, abundances, global magnetic field strength, and age of the parental molecular cloud cannot contribute to the differences among the star forming regions. Instead, the differences must arise only from local effects such as the mass, age, and UV fields of the individual stars. A study of NGC 6334 will greatly simplify the general problem of comparing different star formation regions by eliminating global effects.
