Haiti Agriculture: Utilizing NASA Earth Observations to Evaluate the Success of Reforestation Practices in Haiti

Haiti is one of the world’s most deforested and environmentally degraded countries. Over the past 30 years, the Haiti Reforestation Partnership (HRP) has provided resources, education, and expertise to support reforestation work in Haiti. The HRP has planted over 15 million trees through their partnership with Comprehensive Development Program (CODEP). However, they have yet to conduct a comprehensive analysis of forest stand survival. The NASA DEVELOP team partnered with the HRP to aid their future silvicultural decisions using satellite imagery. Through the creation of the Monitoring of Vegetation Presence (MVP) tool in Google Earth Engine, the team produced a time series showing trends in enhanced vegetation index (EVI) from 1984 to 2021, as well as a habitat suitability map using a general model for all tree species. These provided the partner with visuals to communicate their reforestation efforts and guidance on where to apply their future efforts. The team utilized Landsat 5 Thematic Mapper (TM), Landsat 7 Enhanced Thematic Mapper Plus (ETM+), Landsat 8 Operational Land Imager (OLI), Landsat 9 OLI-2 and Sentinel-2 Multispectral Instrument (MSI) vegetation indices as indicators of stand success over time. The team also incorporated WorldClim bioclimatic variables such as precipitation and temperature, Centre National de L’Information Geo-Spatiale (CNIGS) Airborne Lidar elevation, and ancillary datasets areas suitable for future reforestation efforts. Overall, the time series showed that the demonstration forest increased in EVI at a greater rate than the surrounding area and the habitat model suggested there are 49,000 hectares of suitable habitat for planting using slope, aspect and temperature as predictor variables.

Haiti Agriculture II: Evaluating the Success of Reforestation Practices in Haiti

The Caribbean country of Haiti has an extensive history of deforestation and environmental degradation stemming from French colonization. Over the past 33 years, the Haiti Reforestation Partnership (HRP) and their partners, Comprehensive Development Program (CODEP), have planted approximately 15.52 million trees. However, these efforts lacked scientific guidance to ensure successful forest stand survival. The NASA DEVELOP team partnered with the HRP to create a habitat suitability model (HSM) by using PlanetScope and Sentinel-2 Multispectral Instrument (MSI) imagery. The team also incorporated Landsat 8 and 9 OLI surface temperature, Centre National de L’Information Geo-Spatiale (CNIGS) Airborne Lidar, and ancillary datasets to analyze areas suitable for future reforestation efforts. The habitat model suggested locations with higher forest stand survival based on topography, soil health, climate, and feasibility to access suggested locations. We confirmed the HSM through a cross-analyzation of high enhanced vegetation index (EVI) values. Areas with lower EVI values and higher suitability based on the HSM were suggested for future planting as they lack well-established forest stands but have optimal conditions for growth. Through the creation of the HSM, the team provided the HRP with static maps of high suitability, a 3D printed elevation model, and a guidebook for animators. Additionally, the team provided a structured video highlighting the HRP’s efforts. Effective reforestation and better forest stand survival would help to achieve the goal of securing community food security. This would also serve as a guide to expand planting efforts into other locations and communities.

Adapting Agrivoltaics for Solar Mini-Grids in Haiti

With less than 2% of the rural population with access to electricity and almost half the population facing acute hunger, Haiti faces interconnected challenges of energy poverty and food insecurity. One solution to help address energy poverty in Haiti has been the development of distributed solar, particularly solar mini-grids. However, often the land best suited for deploying solar generation is also best suited for agriculture by smallholder farmers, thereby creating a potentially complicated tension between energy access and food security. To address this tension, solar developers, agricultural specialists, and researchers are jointly examining a novel solution called "agrivoltaics." Agrivoltaics is a shared land-use solution that is rapidly expanding in established solar markets like the United States, Europe, and Asia that pairs solar with agriculture, producing electricity and providing space for crops and animal grazing under and between panels. As part of the Energy Access Partnership for Haiti with the U.S. Agency for International Development (USAID), the National Renewable Energy Laboratory (NREL) performed an initial feasibility analysis and stakeholder engagement project to evaluate the potential for agrivoltaics in mini-grid contexts in Haiti. The analysis considered typical 100-kW and larger 1-MW mini-grids in towns across Haiti and developed two example agrivoltaic archetypes based on key local inputs, including solar irradiance, production data from the agricultural census, market prices, stakeholder interviews, and existing agrivoltaic research.
