Determining Price Reasonableness in Energy Performance Contracts

Report provides recommendations and best practices concerning fair and reasonable price determination in federal energy performance contracts (EPCs), which include energy savings performance contracts (ESPCs) and utility energy service contracts (UESCs). It reflects the experiences, lessons learned, and best practices of agencies implementing EPCs, and is consistent with FEMP’s training on this subject. This is an update to the 2015 revision.

Empower Wall: Active insulation system leveraging additive manufacturing and model predictive control

Buildings are one of the largest energy consumers worldwide, using large amounts of energy during their construction and for climate control during operation. Active insulation systems (AIS) have been shown to reduce the energy needed for climate control in buildings by dynamically regulating the heat transferred between a building’s interior and exterior. Infrastructure-scale additive manufacturing (AM) has the potential to reduce the resources needed for building construction. Combining these two technologies into a single building envelope would create a path towards more sustainable buildings. A test was conducted for the Federal Energy Management Program (FEMP) Energy Exchange training and trade show, in August 2021, to investigate a new building envelope design, termed the Empower Wall, that utilized an AIS and was constructed using AM. Model predictive control was implemented to manage operation of the Empower Wall in concert with the existing HVAC system. Finally, the prototype system demonstrated that the Empower Wall lowered total energy consumption and reduced the cost of energy used.

US Department of Energy Federal Energy Management Program Energy Treasure Hunt Toolkit

The US Department of Energy’s Federal Energy Management Program (FEMP) aims to assist federal agencies and their stakeholders with their energy-focused goals, opportunities, and barriers. The program offers various technical trainings and resources to its stakeholders. One of these resources is an energy treasure hunt program. This report presents the FEMP energy treasure hunt toolkit, a technical resource designed for systematic application for federal facilities seeking to optimize their energy and carbon usage. The toolkit was designed to help facilitate energy-focused kaizen events, identify energy-saving recommendations, analyze identified opportunities, and provide the tools needed to detect actionable projects to advance federal facilities. Through a collaboration with the Oak Ridge National Laboratory team that executed the industrial-focused Better Plants energy treasure hunt program, a similar treasure hunt toolkit was designed for FEMP. The purpose of this report is to provide an overview of the treasure hunt process and FEMP toolkit capabilities.

Decarbonization Considerations: Grid-Interactive Efficient Buildings [Slides]

The Federal Energy Management Program (FEMP) is helping federal agencies understand how to meet decarbonization goals with grid interactive efficient buildings (GEB). This training will provide attendees with an introduction to GEB, how to work with utilities, and opportunities for federal sites.

REopt Federal User Support Session Two

This presentation is for FEMP's second user support session for federal REopt users. These sessions cover topics such as: overviews of REopt capabilities, hands-on REopt trainings and demonstrations, discussion and feedback about the tool and user support, federal REopt case studies and success stories, and links to REopt resources. This particular session covers discussion about federal onsite energy projects and challenges, using REopt to evaluate air-source and geothermal heat pumps, a federal success story about using REopt for heat pump analysis, a summary of available resources, and open question and answer session.

ESPC ESA Training Series: Photovoltaic (PV) Project Considerations

This training covers technical, economic and other photovoltaic (PV) project considerations. Technical topics include cost-effectiveness, resilience, cybersecurity, and electrical considerations. In addition, other topics, such as compatibility with agency mission, site plans, coordination with the serving utility, the National Environmental Policy Act, and agency approval requirements. Considerations specific to third-party owned/third-party financed PV projects are also covered, as well as available resources and templates for project development. The training also includes a recap of the first session in the Energy Savings Performance Contracts Energy Sales Agreements (ESPC ESA) Webinar Series.

ESPC ESA Training Series: Site-Specific/Stand-Alone Contract Vehicle

This webinar provides instructions and resources for financing distributed energy projects (e.g., on–site renewable energy, storage, and combined heat and power) using an energy savings performance contract (ESPC) energy sales agreement (ESA) through the site–specific/stand–alone contract vehicle. The site–specific/stand–alone contract vehicle is a procurement process using a request for proposal (RFP). Topics covered during the webinar include forming a strong project team, validating the feasibility of the distributed energy project at a site, acquisition planning, RFP development, procurement, proposal evaluation and contract award, and the construction and performance period. This webinar also provides an overview of the resources available in the ESPC ESA Toolkit, such as checklists and templates.
