Energy Transitions Initiative Partnership Project: Bainbridge Island, Washington - Cohort 2 Technical Assistance: Pathways to 100% Renewable Energy

The City of Bainbridge Island (COBI) applied for and received technical assistance from the Energy Transitions Initiative Partnership Program (ETIPP) in part to achieve their goal of 100% renewable electricity generation by 2040, five years ahead of the Washington State goal, and to increase its energy resilience in the face of natural disasters. To help address these goals, the City of Bainbridge Island (COBI) applied for and received technical assistance from the Energy Transitions Initiative Partnership Program (ETIPP) during 2022-2024. Supported by the U.S. Department of Energy, ETIPP provides technical assistance to remote coastal and island communities interested in approaches to renewable and resilient energy transitions. Pacific Northwest National Laboratory (PNNL) completed the technical analysis aspects of the project, supported by the community partner Spark Northwest and the program administrator, the National Renewable Energy Laboratory (NREL). This report begins by describing the approach to technical assistance in the ETIPP project, followed by the development of future scenarios for electric demand based on current use. Potential pathways to 100% renewable energy are identified and analyzed by technology contributions from solar energy, anaerobic biodigestion, distributed wind, and marine energy. The combinations of these technologies and contributions to meet demand are discussed, along with potential policies and programs for implementation of the most relevant technologies moving forward. The report concludes with recommendations for next steps for COBI to meet the goal of 100% renewable energy generation by 2040 on- and off-island, and key caveats to consider.

Energy Transitions Initiative Partnership Project: Bainbridge Island, Washington: Cohort 2 Technical Assistance: Improving Resilience

The City of Bainbridge Island (COBI) applied for and received technical assistance from the Energy Transitions Initiative Partnership Program (ETIPP) in part to achieve their goal of 100% renewable electricity generation by 2040, five years ahead of the Washington State goal. Their second goal of increasing energy resilience is discussed in this report. Pacific Northwest National Laboratory (PNNL) completed the technical analysis aspects of the project, supported by the community partner Spark Northwest and the program administrator, the National Renewable Energy Laboratory (NREL). PNNL worked with the Community Lead and stakeholders to ensure selection of hazards and energy infrastructure of highest priority and integration of existing expertise into the analysis. We have also worked to align analysis with current activities conducted by Puget Sound Energy (PSE), and other efforts within the Bainbridge Island community around resilience. This report, conducted under the ETIPP project in partnership with COBI, aims to build on this existing knowledge base with a specific energy focus, to identify hazards and threats to critical energy infrastructure, summarize the risk, and identify and analyze remaining resilience gaps.

Energy Transitions Initiative Partnership Project: ETIPP Technical Assistance Informational Webinar

This webinar is for prospective applicants (i.e., remote, island, and islanded communities) interested in applying to the U.S. Department of Energy's Energy Transitions Initiative Partnership Program (ETIPP) in spring of 2022. This webinar provides an overview of ETIPP and technical assistance, introduces the ETIPP regional partners, summarizes two ongoing ETIPP projects, discusses the 2022 application process, and closes with a question-and-answer session. This webinar is hosted by the National Renewable Energy Laboratory, which is part of the ETIPP partner network.

Energy Transitions Initiative Partnership Project: Alaska Longline Fishermen’s Association Alternative Fuels Review

This report provides information about additional options in electrifying the Alaska Longline Fishermen’s Association (ALFA) fishing fleet. Currently, the Energy Transitions Initiative Partnership Project is prioritizing electric hybrid and battery electric options for retrofit of select fishing vessels in the fleet. However, there are other options for reducing carbon emissions among the fleet, namely hydrogen, ammonia, and biofuels. The use of these alternative fuels may be an option for the fleet in the future as ALFA addresses its vulnerabilities. A literature review of available resources on these fuels was conducted to provide information on several topics associated with implementation of these technologies, including current applications, commercially available power modules, necessary components, infrastructure, and safety codes and standards. An additional aspect that this report investigates is general sizing and refueling schedule based on operating records of multiple ships in the fleet.

Assessing the Impact of Energy Transition Initiatives on the Policy Cost of Saudi Arabia's Net-Zero Ambition

Saudi Arabia's ambitious goal to achieve a net-zero economy by 2060 offers a unique opportunity to diversify away from fossil fuels while fostering long-term economic resilience and sustainability. Crucial to this transition are energy policies that guide the Kingdom from a fossil fuel-based economy toward carbon neutrality. This study uses GCAM-KSA, a multi-sectoral integrated assessment model tailored to Saudi Arabia's economic and energy systems, to evaluate the impact of early energy transition initiatives on the policy costs of achieving the Kingdom's net-zero target. These initiatives include ongoing and proposed energy efficiency measures, renewable energy deployment, and fuel displacement targets. The study highlights that early implementation of these initiatives can significantly reduce barriers to adopting low-carbon technologies, ultimately lowering the economic burden of achieving the net-zero goal. Compared to a delayed implementation scenario, early action reduces long-term policy costs by 38–72% over the period from 2025 to 2060, driven by accelerated energy system transformation. These findings provide valuable insights into how Saudi Arabia's energy policies can mitigate economic challenges, promote economic diversification, and contribute to global emission reductions, reinforcing the Kingdom's transition to a sustainable net-zero economy.

Energy Transitions Initiative Partnership Project: Wainwright, Alaska. Cohort 1 Technical Assistance: Assessment of Energy Efficiency, Renewable Energy, and Energy Storage Options

This project identified pathways to reduce energy consumption and enhance indoor environmental quality and resilience of a 1,500-square-foot former federal armory building owned by the tribe as it is renovated as a community multipurpose facility. The scope included thermal evaluation of multiple building efficiency measures, and a techno-economic exploration of an on-site renewable energy and integrated energy storage systems.

Energy Transitions Initiative Partnership Project: City and Borough of Sitka, Alaska - Modeling and Controls Assistance and Renewable Energy Resource Assessment [Slides]

This presentation provides a summary of the ETIPP project objectives and findings for Sitka, Alaska, including sizing of wind penetration, dynamic models, and analysis of efficiency of load control, stability and grid control impacts of wind capacity expansions and locations, and wind-hydro control coordination.
