The policy of the Department of Transportation with respect to evaluating airline mergers is discussed. The subjects presented are: (1) statutory responsibilities of the Department of Transportation, (2) interrelationship of airline merger policy and overall airline policy, (3) executive branch criteria for domestic airline merger proposals, and position of Department of Transportation on several merger proceedings.
The Wisconsin add-on survey supplements the 2001 National Household Travel Survey (NHTS) with additional household samples and detailed travel behavior for an assigned travel day. The Federal Highway Administration and Wisconsin Department of Transportation conducted the survey. This report discusses the work conducted at Sandia National Laboratories during the preliminary phase (Phase-0) of the Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) project tasked to better understand what happens to a high-pressure liquid canister or vessel during a fire in which an accidental instantaneous release occurs. Phase 0 had two main objects: (1) to establish a methodology for the high temperature and pressure spray vessel release and (2) to characterize the spray droplet formation. For this test series, diagnostic equipment such as the Malvern Spraytec, high-speed photometric cameras, pencil gauges, and thermocouples were used. Additionally, the effect of surface tension on the particle size distribution was evaluated with 1-liter of distilled water and with the same including the addition of 0.5% soap/water mixture. Results from this effort indicated that the plume formed from the instantaneous release in all conditions primarily included two distinct particle size distributions including 217-312µm and 0.53µm on average. Soapy water formed a higher concentration of smaller mist (0.53µm) than distilled water, potentially due to decreased surface tension with the added surfactant. Though results showed good correlation to certain particle size distributions it is encouraged to conduct additional tests like this with a wider range of liquids with different properties, which could affect the overall particle size distribution when released.
The Mobility Energy Productivity (MEP) metric quantifies the quality of mobility at a given location and evaluates how changes in the transportation system impact mobility over time, such as through infrastructure investments. This study demonstrates the integration of the MEP metric into the Delaware Department of Transportation's (DelDOT's) transportation planning process by utilizing data from its statewide travel demand model. Specifically, the study assesses MEP for the 2020 baseline conditions and three alternative scenarios - 2030, Churchman, and Old Orchard - across multiple travel modes, including driving, walking, biking, and transit. The findings highlight that mobility and accessibility in Delaware are primarily supported by the driving mode, while transit services remain relatively limited, often ranking below biking and walking in many areas. In the 2030 scenario, where network operations and opportunities expand as projected, overall statewide accessibility declines, although Kent and Sussex counties experience improvements. The results from the Churchman and Old Orchard scenarios indicate that local network enhancements can positively influence accessibility, though primarily at a localized level, demonstrating MEP's capability to capture regional accessibility changes. Further, the National Renewable Energy Laboratory team successfully transferred MEP operational knowledge to the DelDOT team through dockerization, enabling DelDOT to independently run MEP for various scenarios of interest. Integrating MEP into DelDOT's planning framework supports future project evaluations and decision-making by incorporating access to opportunities as a key dimension of transportation system assessment.
