Development and Validation of the Near-Miss Safety Score (NMSS) Framework for Heavy-Duty Vehicle Safety Assessment

Heavy-duty commercial vehicles present unique safety challenges due to their size, articulation dynamics, and operational complexity. As Advanced Driver Assistance Systems (ADAS) and Automated Driving Systems (ADS) become more common in Class 8 tractor-trailers, traditional crash-based metrics are no longer sufficient to evaluate safety performance. This study introduces the Near-Miss Safety Score (NMSS)—a quantitative, physics-informed framework developed as a leading indicator of safety for advanced commercial vehicle technologies. NMSS quantifies how close a vehicle or operator comes to a collision or safety-critical event by integrating vehicle kinematics (relative distance, velocity, and acceleration) with driver or system response latency and time-to-collision. A modifier function adjusts the base score for vehicle-specific and environmental factors such as trailer articulation, load distribution, braking condition, and roadway environment. The framework enables systematic evaluation of ADAS/ADS performance under a range of operational and degraded conditions. By capturing near-miss dynamics rather than relying on crash data, NMSS provides a proactive approach to risk assessment, accelerates technology validation, and enhances interpretability for regulators and fleet operators. The proposed NMSS was validated using data collected from a motorcoach platform, demonstrating the framework’s applicability to heavy-duty safety evaluation and performance benchmarking. Hydrogen and Electric Charging Infrastructure for Heavy-Duty Trucks: A Nationally Scalable Megaregion Assessment

Decarbonizing regional and long-haul freight is challenging due to the limitations of battery-electric commercial vehicles and infrastructure constraints. Hydrogen fuel cell medium- and heavy-duty vehicles (MHDVs) offer a viable alternative, aligning with the decarbonization goals of the Department of Energy and commercial entities. Historically, alternative fuels like compressed natural gas and liquefied propane gas have faced slow adoption due to barriers like infrastructure availability. To avoid similar issues, effective planning and deploying zero-emission hydrogen fueling infrastructure is crucial. This research develops deployment plans for affordable, accessible, and sustainable hydrogen refueling stations, supporting stakeholders in the decarbonized commercial vehicle freight system. It aims to benefit underserved and rural energy-stressed communities by improving air quality, reducing noise pollution, and enhancing energy resiliency. This research also provides a blueprint for replacing diesel in over-the-road Class 8 freight truck applications with hydrogen fueling solutions. The study focuses on the Texas Triangle Megaregion (I-45, I-35, and I-10), the I-10 corridor between San Antonio, TX, and Los Angeles, CA, and the I-5/CA-99 corridors between Los Angeles, CA, and San Francisco, CA. This area represents a significant portion of U.S. heavy-duty freight movement, carrying ~8.5% of the national freight volume. Using the OR-AGENT (Optimal Regional Architecture Generation for Efficient National Transport) modeling framework, the study conducts an advanced assessment of commercial vehicles, road and freight networks, and energy systems. The framework integrates data on freight mobility, traffic, weather, and energy pathways to deliver a region-specific, optimized vehicles powertrain architectures, infrastructure deployment solutions, operational logistics, and energy pathways. By considering all vehicle origin-destination pairs utilizing these corridors and all feasible fueling station location options, the framework's genetic algorithm identifies the minimum number and optimal locations of hydrogen refueling stations, ensuring no vehicle is stranded. It also determines fuel schedules and quantities at each station. A roadmap for station deployment based on multiple adoption trajectories ensures a strategic rollout of hydrogen refueling infrastructure.

2013 California Vehicle Survey

The 2013 California Vehicle Survey (CVS) collected data on household and commercial vehicle usage, and on future vehicle purchases. ICF International conducted the survey on behalf of the California Energy Commission. Approximately 8,000 respondents, from California households and businesses, completed the survey. The household component of the CVS included a selection of households from the 2010-2012 California Household Travel Survey (CHTS), who had stated their intention to purchase a vehicle in the near future. Both household surveys used the same survey ID numbers enabling the integration of responses. The commercial vehicle component of the CVS—a stand-alone survey of commercial fleet owners in California—asked vehicle owners questions pertaining to economic and demographic attributes, current fleets, and preferences about planned vehicle purchases.

Viability Assessment of Wind and Solar Renewable Energy Generation in Support of Nationwide Vehicle Electrification

In 2022, the U.S. transportation sector was the largest source of greenhouse gas emissions in the country, with the combination of passenger and commercial vehicles contributing 80% of these emissions. As adoption of passenger electric vehicles continues to climb, sights are being set on the electrification of heavy-duty commercial vehicle (HDCV) fleets. The sustainability of these shifts relies in part on the addition of significant renewable energy generation resources to both bolster the grid in the face of increased demand, and to prevent a shift in the source of greenhouse gas (GHG) emissions to the grid, as opposed to a true net reduction. Additionally, it is necessary to quantify the variations in economic viability across the country for these technologies as it pertains to their productive capabilities. Doing so will encourage investment and ensure that the transition to electrified HDCV fleets is commercially viable, as well as sustainable. In an effort to meet these goals, multiple computational frameworks are used to locate suitable land for renewable infrastructure development, and to quantify spatiotemporal variations in the potential energy generation and financial viability of development sites across the Unites States. First, the Oak Ridge Siting Analysis for power Generation Expansion tool (OR-SAGE) is used to assess the suitability of land for potential wind and solar energy development across the contiguous U.S. From there, resource data from the National Solar Radiation Database (NSRDB) and the Wind Integration National Dataset (WIND) are used in concert with the National Renewable Energy Laboratory (NREL) Renewable Energy Potential (ReV) model to calculate the variation in potential generation capacity for each resource. Additionally, the capital and operational expenditures are calculated for an example configuration of each renewable technology. These measures are then used to calculate the levelized cost of energy (LCOE) of potential sites. All of these results are then processed and analyzed to determine where in the U.S. solar and wind energy are most viable. This viability is based on available generation potential, consistency and stability of energy generation over time, and economic viability with respect to LCOE.
