Contentious narratives and disinformation about nuclear weapons in strategic deterrence and competition: A SOCOM perspective. Part of Section: United States Special Operations Command (USSOCOM) in Emerging Strategic & Geopolitical Challenges: Operational Implications for US Combatant Commands

Russia’s “special military operation” in Ukraine demonstrates the challenge for strategic deterrence and competition of countering contentious narratives and disinformation about weapons of mass destruction (WMD) during conventional regional wars against a nucleararmed adversary. Moscow uses both tailored, contentious narratives and targeted disinformation about WMD in Ukraine to influence and disrupt local and global perceptions in support of its deterrence and competition objectives vis-à-vis the United States and NATO. Since December 2021, Moscow has made a focal point of chemical, biological, radiological, and nuclear weapons in its efforts to establish a permissive environment for its military buildup on the border with Ukraine and then its military intervention. These information tactics also demonstrate an opportunity for US Special Operations Forces (SOF). They are a case study for considering how SOF can contribute to strategic deterrence and competition objectives, specifically countering adversary gray-zone information efforts to alter regional security orders.1 Such a role is in line with the 2022 Special Operations Forces Vision and Strategy, which provides a framework for the evolution of SOF into “a force capable of creating strategic, asymmetric advantages for the nation as a key contributor of integrated deterrence” (United States Special Operations Command, 2022). This paper briefly examines this strategic challenge and SOF opportunity, focusing narrowly on the distinction between contentious narratives and disinformation about nuclear weapons and the role of SOF in countering these gray-zone information tactics. The nuclear dimension of Moscow’s contentious narratives and disinformation in the “special military operation” is of particular interest because it demonstrates the distinction between strategic efforts to influence and disrupt local and global perceptions in Moscow’s favor. This distinction between influence and disruption is less clear with Russia’s contentious narratives and disinformation about chemical and biological weapons in Ukraine, as disinformation about these two types of WMD appears to overwhelm contentious narratives. We believe this distinction is useful for policymakers and warfighters responsible for countering gray-zone information tactics because it provides a framework for crafting tailored responses to contentious narratives and disinformation about nuclear weapons and other WMD. The chapter concludes with a discussion of efforts that could be undertaken by SOF in cooperation with other relevant stakeholders to address this aspect of adversary gray-zone information tactics.

Enabling Command-and-Control in Advanced In Situ Workflows

Scientific discovery is progressing towards autonomous science with the combination of scientific instruments, high-performance computing, and artificial intelligence in complex workflows. This evolution introduces new requirements for managing scientific workflows, including feedback loops, near real-time constraints, and the ability to dynamically control workflow execution. In situ workflows that analyze and visualize data as it is generated are well-suited to satisfy stringent time constraints and their iterative nature offers greater opportunities for command-and-control. However, only a few of the many workflow management systems available have been specifically designed to manage in situ workflows and often lack support for automated feedback loops that allow analysis and visualization components to interact with the main scientific data producer. To address this need, we present in this paper how to add command-and-control capabilities to a workflow management system. We identify the functional design requirements of such a command-and-control system, detail its architecture, interface, and core mechanisms, and illustrate how advanced in situ workflows can leverage command-and-control in three use cases: graceful termination with checkpoint, dynamic and adaptive data reduction, and event-triggered analysis.

Command and Control of Utilities Systems

The utilities systems that encompass the Y-12 National Security Complex are an integral part of the entire campus, and are essential to maintaining critical mission focus for the site. Although the utilities systems each differ in function, the central production and distribution model creates a common thread on which each system is run. Several incidents in FY 2018 and FY 2019 documented a lack of overall systems control and highlighted the need to create a better command system that could maintain system availability and decrease possible impacts to the surrounding environment. An initial system was started in September of 2019 to better control mechanical utility distribution systems. The measurement of the system can be modeled against a standard command and control related incident. The corresponding work hours from a typical control-related incident were used as key component to this system model. System effectiveness is modeled against utility’s incidents that demonstrate a loss of command and control. The increased simulations of the model also document control can only be effectively contained within the stated time (3-5 years) by yielding more engineers to complete alignments, or drastically reducing the amount of time for alignments. The total control points of the model document a clear correlation between alignments, control points, and the amount of man-hours per incident. Current data shows that actual incident man-hours (1.88 manhours/ incident since initial system implementation) are near expected incident man-hours (1.81 manhours/ incident) with command and control for October 2021, which documents a 33.3% reduction in man-hours/incident since initial system implementation. A conclusion can be drawn that focus on increasing the amount of controlled points in the system can reduce incidents and the decrease the amount of non-value added work to employee’s day-to-day lives, while also achieving a culture that enhances and sustains utilities reliability.

Secure Command Line Solution for Token-based Authentication

The WLCG is modernizing its security infrastructure, replacing X.509 client authentication with the newer industry standard of JSON Web Tokens (JWTs) obtained through the Open ID Connect (OIDC) protocol. There is a wide variety of software available using the standards, but most of it is for Web browser-based applications and doesn’t adapt well to the command line-based software used heavily in High Throughput Computing (HTC). OIDC command line client software did exist, but it did not meet our requirements for security and convenience. This paper discusses a command line solution we have made based on the popular existing secrets management software from Hashicorp called vault. We made a package called htvault-config to easily configure a vault service and another called htgettoken to be the vault client. In addition, we have integrated use of the tools into the HTCondor workload management system, although they also work well independent of HTCondor. All of the software is open source, under active development, and ready for use.

Hybrid Curve Fitting For Reducing Motion Commands In Object Construction

Existing slicing software for additive manufacturing typically requires a triangulated mesh as its input. Triangulated meshes are approximate representations of exact CAD models. Despite the loss in dimensional accuracy, triangulated meshes are used because they are computationally easier to cross-section and offset than the exact geometry in CAD format. When a triangulated object is prepared, the resulting machine instructions include only linear motion commands. Numerous modern motion controllers can move in arc and spline motions; however, the absence of slicing software that supports curvature prevents these commands from being leveraged. To address this limitation, this paper presents a method for the hybrid reconstruction of arcs and splines as a post-processing step to traditional slicing. This method can greatly reduce the number of motion commands required to construct an object by printing smooth curved surfaces. This concise representation of tool-pathing allows for more even extrusion and is computed without a major impact on slicing time.

Experimental Validation of a Command and Control Traffic Detection Model

Network intrusion detection systems (NIDS) are commonly used to detect malware communications, including command-and-control (C2) traffic from botnets. NIDS performance assessments have been studied for decades, but mathematical modeling has rarely been used to explore NIDS performance. This paper details a mathematical model that describes a NIDS performing packet inspection and its detection of malware's C2 traffic. Here, the paper further describes an emulation testbed and a set of cyber experiments that used the testbed to validate the model. These experiments included a commonly used NIDS (Snort) and traffic with contents from a pervasive malware (Emotet). Results are presented for two scenarios: a nominal scenario and a “stressed” scenario in which the NIDS cannot process all incoming packets. Model and experiment results match well, with model estimates mostly falling within 95 % confidence intervals on the experiment means. Model results were produced 70-3000 times faster than the experimental results. Consequently, the model's predictive capability could potentially be used to support decisions about NIDS configuration and effectiveness that require high confidence results, quantification of uncertainty, and exploration of large parameter spaces. Furthermore, the experiments provide an example for how emulation testbeds can be used to validate cyber models that include stochastic variability.

Hybrid Powered Command Trailers Cost-Benefit Analysis Tool: User Guide and Examples

U.S. Forest Service (USFS) wildfire base camps use portable power for electrical needs, including yurts and trailers from which logistics staff work during the incident. These yurts and trailers are conventionally powered by portable diesel generators. Hybrid portable power systems consisting of a combination of solar photovoltaics (PV), battery energy storage systems (BESS), and/or backup diesel generators have been used in recent years and were piloted by the National Technology and Development Program (NTDP) on incidents in fall 2024 as part of NTDP's Portable Power Project. As part of that project, this work included the development of two Excel-based tools and two reports explaining the tools. The first tool, the Incident Energy Systems Model, is an Excel-based tool that models the power output of hybrid portable power systems powering yurts and/or trailers at fire camps over a typical day. The associated report (published separately) outlines a user guide for the model and walks through two scenarios. The two scenarios are 1) trailers powered by rooftop solar PV, batteries, and a back-up diesel generator, and 2) trailers powered by ground mount solar PV, batteries, and a back-up diesel generator. The second tool is a high-level cost-benefit analysis of the same two types of portable power systems, and is location independent.

In this paper, a gray-box dynamic modeling approach for direct-expansion cooling systems is presented. The overall approach incorporates a multi-stage training procedure that consists of 1) identification of component sub-models from quasi-steady-state performance data, 2) system model integration with estimation of refrigerant charge and 3) fine tuning of thermal capacitances of the evaporator and condenser to capture the system dynamic responses. Compared to traditional physics-based models, the proposed modeling approach has advantages including reduced engineering efforts in the model development phase, improved computational efficiency and enhanced prediction accuracy. The modeling method was validated using a 3-ton variable-speed heat pump and proved to be capable of accurately predicting the system transient behaviors over a wide range of operating conditions. The established dynamic model was then applied for control stability analysis, with a specific goal of determining a proper control execution time step. The case study results showed that the stable control execution time step could change significantly, from 3 sec to 19 sec, as the operating conditions and control settings vary, and a proper selection of the execution time step is critical to ensure stable and reliable operations.

Gene commander in the trash heap: Transcriptional regulation and ubiquitination modification mediated by RNF6 in carcinogenesis

Highlights: • Reveal the dysregulation of RNF6 in cancer. • Describe the molecular function of RNF6. • Summarize the molecular mechanism mediated by RNF6. RING finger protein 6 (RNF6), a RING finger protein, has been identified as a potential tumor promoter in several cancers. However, the exact mechanism of RNF6 in cancer remains elusive. As in various diseases, RNF6 may be involved in regulating cell growth, cell proliferation, invasion, cell cycle progression, apoptosis and cell adhesion through E3 ligase-mediated ubiquitination. Thus, the research on RNF6 is mainly focused on the ubiquitination of RNF6 in recent years. This article summarizes the role of RNF6 ubiquitination in various physiological and pathological mechanisms, such as Akt/mTOR signaling pathway, Wnt/β-catenin pathway, RNF6/ERα/Bcl-xL axis, and provides knowledge and understanding for the treatment of diseases.

Command of three-dimensional solitary waves via photopatterning

Multidimensional solitons are prevalent in numerous research fields. In orientationally ordered soft matter system, three-dimensional director solitons exemplify the localized distortion of molecular orientation. However, their precise manipulation remains challenging due to unpredictable and uncontrolled generation. Here, we utilize preimposed programmable photopatterning in nematics to control the kinetics of director solitons. This enables both unidirectional and bidirectional generation at specific locations and times, confinement within micron-scaled patterns of diverse shapes, and directed propagation along predefined trajectories. A focused dynamical model provides insight into the origins of these solitons and aligns closely with experimental observations, underscoring the pivotal role of anchoring conditions in soliton manipulation. Our findings pave the way for diverse fundamental research avenues and promising applications, including microcargo transportation and optical information processing.

Command of active and responsive elastomers by topological defects and patterns

The project resulted in the development of stimuli-responsive elastomer coatings formed by photopolymerized liquid crystal molecules. The molecular orientation of the liquid crystal elastomers is coupled to rubber-like elasticity. The project developed an approach to produce complex patterns of molecular orientation in elastomers by employing photopatterning technique based on plasmonic metamasks that convert unpolarized incoming light into a transmitted light beam with spatially-varying linear polarization. The polarization-modulated light beam aligns the film of azodye molecules, which serves as the substrate for liquid crystal elastomer coating. The alignment of the azodye molecules follows the polarization pattern with a phase shift of the alignment direction by 90 degrees. The azodye substrate imposes orientation of molecules in the adjacent liquid crystal layer which is preserved after the monomers are polymerized into a liquid crystal elastomer. By using differently aligned substrates one could produce various patterns of molecular orientation in the elastomer, which dictate the mechanical properties of the elastomers and their response to external stimuli such as temperature, humidity, and ultraviolet irradiation. In particular, the predesigned molecular orientation produces deterministically defined topography response of the liquid crystal coatings, in which their free surface changes from flat to either locally elevated or locally compressed, depending on whether the pre-inscribed molecular orientation is predesigned with a splay or bend deformation. The research established that the mechanism of this deterministic relation between the dynamic topography and pre-inscribed molecular orientation is rooted in the change of the tensorial order parameter that characterizes the degree of orientational order, and in the contraction/expansion of polymer molecules in response to the order parameter changes. In particular, lowering the order causes contraction of polymer globules. The work demonstrated that the dynamic topography of elastomer coatings with three-dimensional pattern of orientational order includes up and down motion of the material (along the normal to the coating) and also shifts in lateral directions. We demonstrate that the deterministic relationship between the orientational patterns and variations of coatings’ profile is caused by forces that are mathematically equivalent to active forces in the system of “pullers” or “pushers” in active matter, demonstrating universality of the out-of-equilibrium behavior. The project resulted in theoretical models that predictively describe the dynamic response of coatings. The topography of liquid crystal elastomers is sensitive to stimuli such as temperature, ultraviolet irradiation, and humidity. The applicability of the patterned approach to produce dynamic coatings was expanded from nematic elastomers to their smectic counterparts. The project combined a battery of imaging techniques to unveil the dynamic properties of the coatings, ranging from the state-of-the-art dynamic holographic microscopy to fluorescent confocal polarizing microscopy and polscope microscopy. The research uncovered potential applications of dynamic elastomer coatings, such as control placement of colloidal particles, engineering of living tissues with alignment patterns of cells that follow the orientational order of elastomer coatings. The approach developed in the project can be used to design programmable dynamic coatings with functionalities that mimic biological tissues such as skin.
