Securing Grid Communications Infrastructure: Addressing Gaps Beyond NERC CIP Facility Perimeters

The North American electric grid relies on a complex communications infrastructure that extends beyond facility perimeters traditionally covered by NERC Critical Infrastructure Protection (CIP) standards. While CIP requirements have significantly strengthened cybersecurity within Electronic Security Perimeters, many operational communications—such as those between control centers, substations, and third-party networks—fall outside current regulatory scope. As grid modernization introduces new technologies and connectivity models, these external pathways present evolving security challenges. This brief explores the nature of these challenges, including emerging attack vectors and supply chain considerations, and highlights how ongoing grid transformation increases exposure to sophisticated threats. It outlines practical strategies and policy options to complement existing standards, such as expanding secure communications practices, enhancing supply chain transparency, and fostering collaboration among federal, state, and industry stakeholders. Near-term actions like encryption, authentication, and contractual safeguards can help reduce risk while longer-term frameworks are developed to ensure resilient and secure grid operations.

Competitiveness Improvement Project (CIP)

Through the Competitiveness Improvement Project (CIP), the U.S. DOE supports small businesses who design and manufacture small or medium wind turbine technology through cost-shared subcontracts awarded via a competitive process. The goals of the CIP are to: improve cost competitiveness with other distributed generation technology through optimized designs and advanced manufacturing processes; increase the number of certified small and medium wind turbine designs across a wide range of sizes; and accelerate deployment of improved, certified distributed wind energy technology. NREL manages the projects through a defined period of performance subcontract, providing technical monitoring and coordinating technical assistance from DOE labs.

U.S. Department of Energy Competitiveness Improvement Project (CIP) 2025 Prototype Manufacture Awardee: XFlow Energy

Vertical-axis wind turbines offer a compelling path to low-cost, reliable distributed energy that can compete with utility prices for businesses, landowners, and municipalities in rural areas. They generate power by using a main rotor shaft perpendicular to the ground to pick up wind from different directions without a yaw mechanism. However, previous commercialization attempts struggled to account for the unsteady aerodynamics of this design, leading to low power production and/or premature structural failure. To address these challenges, Competitiveness Improvement Project recipient XFlow Energy is building on work completed during three previous CIP funding awards to develop a 30-kW vertical-axis wind turbine that achieves both low costs and high energy output.

Engineering Against Digital Risk in CIP Applications: Cyber-Informed Engineering Use Cases

Cyber-Informed Engineering (CIE) addresses the reality that cyber attacks on engineered systems can have consequences far beyond data loss or disruption of digital networks. When control systems are compromised, safety, reliability, and performance of the physical process itself may be threatened. This presentation discusses engineered controls of 7 categories and the CIE database of controls that provides clear examples and guidance for defining and applying engineered controls in CIE. It explains what engineered controls are, how they differ from information security measures, and how they are integrated into system design.

Synthesis and characteristics of porous ceramic tubes: a comparison of centrifugal casting and cold isostatic pressing methods

Short porous ceramic tubes in small quantities are needed for membrane-related research and development efforts and can be synthesized by centrifugal casting (CC) or cold isostatic pressing (CIP) methods. Here, this work evaluates the characteristics of porous ceramic tubes prepared by both methods and provides a strategy for selecting the proper method for ceramic tube fabrication, depending on its application. Samarium-doped ceria (SDC) with an average crystallite size of 10 nm was synthesized by a citrate method and used to make porous SDC tubes by the CC and CIP methods under different conditions. Porous SDC tubes were prepared from an aqueous suspension of the SDC powder with polyvinyl alcohol (PVA) using a cylindrical metallic mold, centrifugated at 4000–6000 rpm, followed by sintering in 1200–1500 °C. SDC tubes were also made by the CIP method from the SDC powder placed inside a cylindrical rubber bag followed by isostatic compression at 1379 bar. The pore structure of the SDC tubes was characterized by helium permeation and liquid nitrogen Archimedes method. Due to high compression pressure giving a low porosity green tube, the CIP method with lower sintering temperature produces SDC tubes with much lower porosity and average pore size and similar tortuosity compared to the CC methods. The CIP method should be used to prepare low porosity or dense ceramic tubes, and the CC method should be used for preparing high-porosity ceramic tubes or tubes with pore gradient tube wall.

Revealing Fast Cu-Ion Transport and Enhanced Conductivity at the CuInP 2 S 6 –In 4/3 P 2 S 6 Heterointerface

Van der Waals layered ferroelectrics, such as CuInP 2 S 6 (CIPS), offer a versatile platform for miniaturization of ferroelectric device technologies. Control of the targeted composition and kinetics of CIPS synthesis enables the formation of stable self-assembled heterostructures of ferroelectric CIPS and nonferroelectric In 4/3 P 2 S 6 (IPS). Here, we use quantitative scanning probe microscopy methods combined with density functional theory (DFT) to explore in detail the nanoscale variability in dynamic functional properties of the CIPS-IPS heterostructure. Within, we report evidence of fast ionic transport which mediates an appreciable out-of-plane electromechanical response of the CIPS surface in the paraelectric phase. Further, we map the nanoscale dielectric and ionic conductivity properties as we thermally stimulate the ferroelectric-paraelectric phase transition, recovering the local dielectric behavior during this phase transition. Finally, aided by DFT, we reveal a substantial and tunable conductivity enhancement at the CIPS/IPS interface, indicating the possibility of engineering its interfacial properties for next generation device applications.

Impact of CuInP 2 S 6 –metal interfaces on the stabilization of polar phases and polarization switching

The multifunctionality of two-dimensional ferroelectric CuInP 2 S 6 (CIPS) arises from the existence of multiple polar phases combined with a high ionic conductivity that facilitates polarization switching in unusual ways. The van der Waals (vdW) layered structure provides ultrathin flakes and ideal interfaces to integrate with other materials for microelectronics and neuromorphic elements. However, device integration necessitates metal contacts to read, write, or transmit signals. In this work, we find that different types of metal–CIPS interfaces strongly impact the stabilization of specific polar phases and the field-induced transitions between the polarization states. Cu electrodes initially suppress the piezoresponse, whereas, at CIPS–Ag interfaces, the electromechanical signal is increased. Under electric fields, the Cu electrodes, Ag electrodes and surrounding CIPS surfaces can show distinct switching behavior as different phases and polarization orientations are stabilized. These findings highlight that metal–CIPS interfaces provide the opportunity to optimize functional material properties.
