Green Era Anaerobic Digester

Green Era Educational NFP constructed and commissioned the Green Era Renewable Energy & Urban Farming Campus in Chicago’s Auburn Gresham neighborhood. The project transformed a long-vacant brownfield site into a commercial-scale anaerobic digestion facility that converts food waste into renewable natural gas and nutrient-rich material for agricultural use. The facility can process up to 80,000 wet tons of food waste annually and supports approximately 15 permanent jobs while advancing food waste diversion, renewable energy production, nutrient recovery and community revitalization.

Assessing the Solar Photovoltaic Potential in Puerto Rican Brownfields and Reservoirs: Analysis and Modeling [Slides]

This study by the National Renewable Energy Laboratory (NREL) evaluates the potential for solar photovoltaic (PV) development on brownfields and reservoirs in Puerto Rico. Redeveloping these sites offers significant benefits, such as expanding energy infrastructure, supporting environmental remediation, and enhancing community revitalization. The study identifies up to 3.3 gigawatts (GW) of solar PV capacity, including 213 megawatts (MW) on closed landfills, 1-2.5 GW on contaminated sites, 78 MW on decommissioned plants, 21-50 MW on transmission line rights-of-way, and 636 MW on waterbodies for floating PV. This research highlights the strategic importance of investments and regulatory support to achieve Puerto Rico's goal of 100% clean energy by 2050.

Utilizing the Inflation Reduction Act to Remediate and Redevelop Energy Assets and Sites

There are thousands of retired and operating energy sites located in communities throughout the country waiting to be cleaned up and modernized. Together with other existing federal grants and tax credits, the newly created Energy Infrastructure Reinvestment (EIR) loan guarantees from the Department of Energy can catalyze capital investment in these sites, empowering local communities and reducing carbon pollution. The IRA makes available up to $250 billion in EIR loan guarantees and up to $5 billion in EIR credit subsidy to support remediating, repurposing, and redeveloping eligible sites. EIR provides opportunities for reinvestment in America’s energy communities amid the energy industry’s ongoing transformation to reduce carbon pollution. This resource guide describes four possible redevelopment models that align EIR resources with EPA Brownfield Grants and the energy community tax credit program.

A Complex Brownfields Case Study—The Former Bannister Federal Complex, Kansas City, Missouri

Abstract In November 2017, 225 acres (91 ha) of the former Bannister Federal Complex (BFC) in Kansas City, Missouri were transferred from the Federal Government to Bannister Transformation & Development, LLC (BTD), for demolition; environmental corrective measures; and preparation of the site for redevelopment. This presented a once‐in‐a‐lifetime opportunity to reconfigure groundwater remedies and address long‐standing soil contamination issues. The property included more than 40 previously‐identified Solid Waste Management Units, 3.9 million square feet (362,000 m 2 ) of buildings, subsurface utilities dating back to the 1940s, and an active groundwater containment system. Demolition of buildings and installation of an interim groundwater containment system began almost immediately after property transfer. In 2018, BTD substantially modified its project schedule to incorporate the construction of the first new buildings while demolition and remedial activities were ongoing. By October 2020, construction of the first new warehouse commenced while excavation and capping of contaminated soils, installation of a groundwater containment treatment systems, and abandonment of legacy utilities were still underway. Completion of this work, within the originally planned timeframe, was made possible by factors including up‐front multi‐year funding, early and ongoing engagement of regulators, an extended 3‐year due diligence program and planning stage, and establishment of well‐defined environmental targets. Both the soil and groundwater remedies were also designed with the flexibility needed to accommodate unknown conditions, changing schedules, and revisions to the regrading and redevelopment plans. This case study highlights key technical and management factors that led to the successful completion of this complex brownfields remediation project.

Coal Power Plant Reinvestment Visualization Tool

This tool, available at https://energycommunities.gov/coal-power-plant-reinvestment-visualization-tool/, serves as a public database and map for the purposes of enabling state and local economic development officials, project developers, and power plant owners to identify and pursue opportunities for plant and community reinvestment. The Coal Power Plant Reinvestment Visualization Tool focuses on coal power plants that have been closed or set-to-retire, alongside key infrastructure characteristics that are relevant for potential redevelopment reinvestment opportunities, including the opportunity to query these data based off pre-defined or user-set queries to identify opportunities for coal power facility reinvestment to support solar, wind, manufacturing, and nuclear. These Data for visualization and query include, but are not limited to: • Electric Transmission Lines • EPA Brownfield Sites (assessed with Federal funding) • Petroleum Terminals • Ports • Railroads • Others The tool will be updated periodically to provide relevant information to enable state and local economic development officials, project developers, and power plant owners to identify and pursue opportunities for economic revitalization and community reinvestment. Within this application data are focused on U.S. power plants with coal generation, where at least one on-site generator utilizes or utilized coal as a fuel source, including planned retirements through 2058 (EIA, 2024). Additional information on energy communities and revitalization opportunities can be accessed on the Interagency Working Group on Coal & Power Plant Communities & Economic Revitalization Energy Communities website (https://energycommunities.gov).
