Behavior Change in Response to Subreddit Bans and External Events

As more people flock to social media to connect with others to form virtual communities, it is important to understand how members of these groups interact to understand human behavior on the Web. In response to the rise in hate speech, harassment and other antisocial behavior many social media companies have implemented different content and user moderation policies. On Reddit, for example, communities, \ie, subreddits, are occasionally banned for violating these policies. We study the effect of these regulatory actions as well as when a community experiences a significant external event like an election or a market crash. Overall, we find that subreddit bans prompt a small, but statistically significant, number of active users to leave the platform or change their posting behavior; the effect of external events varies with the type of event. We conclude with a discussion on the effectiveness of the bans and wider implications for the online content moderation.

Preservation of Mammalian Teeth and Bones Influences Identification of Terminal Pleistocene to Middle Holocene Hunter-Gatherer Subsistence at Ban Rai Rockshelter, Northwest Thailand

Ban Rai Rockshelter in northwest Thailand, dating to the Terminal Pleistocene and Middle Holocene, includes evidence for hunter-gatherer exploitation of mammals, birds, reptiles, fish, and arthropods. Abundant faunal remains, identified throughout site deposits, include macaques (Macaca sp.) and Sambar deer (Rusa unicolor), but these identifications are influenced by an assemblage largely comprised of preserved tooth elements and fragmented bone. Area 3 at Ban Rai has the largest abundance and diversity of faunal remains recovered and identified in this study. Here, we examine the zooarchaeological assemblage from Ban Rai Rockshelter, to understand long-term hunter-gatherer subsistence change, influenced by site preservation, during and after the Pleistocene–Holocene transition. Our results support the presence of the exploitation of arboreal taxa during the Early and Middle Holocene in northwest Thailand.

An introduction to the BANNING design automation system for shuttle microelectronic hardware development

The BANNING MOS design system is presented. It complements rather than supplant the normal design activities associated with the design and fabrication of low-power digital electronic equipment. BANNING is user-oriented and requires no programming experience to use effectively. It provides the user a simulation capability to aid in his circuit design and it eliminates most of the manual operations involved in the layout and artwork generation of integrated circuits. An example of its operation is given and some additional background reading is provided.

Third international challenge to model the medium- to long-range transport of radioxenon to four Comprehensive Nuclear-Test-Ban Treaty monitoring stations

In 2015 and 2016, atmospheric transport modeling challenges were conducted in the context of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) verification, however, with a more limited scope with respect to emission inventories, simulation period and number of relevant samples (i.e., those above the Minimum Detectable Concentration (MDC)) involved. Therefore, a more comprehensive atmospheric transport modeling challenge was organized in 2019. Stack release data of Xe-133 were provided by the Institut National des Radioéléments/IRE (Belgium) and the Canadian Nuclear Laboratories/CNL (Canada) and accounted for in the simulations over a three (mandatory) or six (optional) months period. Best estimate emissions of additional facilities (radiopharmaceutical production and nuclear research facilities, commercial reactors or relevant research reactors) of the Northern Hemisphere were included as well. Model results were compared with observed atmospheric activity concentrations at four International Monitoring System (IMS) stations located in Europe and North America with overall considerable influence of IRE and/or CNL emissions for evaluation of the participants’ runs. Participants were prompted to work with controlled and harmonized model set-ups to make runs more comparable, but also to increase diversity. It was found that using the stack emissions of IRE and CNL with daily resolution does not lead to better results than disaggregating annual emissions of these two facilities taken from the literature if an overall score for all stations covering all valid observed samples is considered. A moderate benefit of roughly 10% is visible in statistical scores for samples influenced by IRE and/or CNL to at least 50% and there can be considerable benefit for individual samples. Effects of transport errors, not properly characterized remaining emitters and long IMS sampling times (12–24 h) undoubtedly are in contrast to and reduce the benefit of high-quality IRE and CNL stack data. Complementary best estimates for remaining emitters push the scores up by 18% compared to just considering IRE and CNL emissions alone. Despite the efforts undertaken the full multi-model ensemble built is highly redundant. An ensemble based on a few arbitrary runs is sufficient to model the Xe-133 background at the stations investigated. The effective ensemble size is below five. An optimized ensemble at each station has on average slightly higher skill compared to the full ensemble. However, the improvement (maximum of 20% and minimum of 3% in RMSE) in skill is likely being too small for being exploited for an independent period.

Technical Issues in the Comprehensive Nuclear Test Ban Treaty (CTBT) Ratification Debate: A 20 Year Retrospective

Two decades after the U.S. Senate declined in 1999 to give its consent to ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT), the treaty remains in legal and political limbo. Legally, the treaty cannot enter into force without U.S. ratification. However, the Senate’s rejection does not strip the treaty of its force as an element of customary international law or alter the will of other signatories to see it enter into force. Politically, the debate over the virtues and flaws of the treaty remains as strong as ever, with some CTBT advocates pushing energetically for U.S. re-review while some opponents seek ways to “un-sign” the treaty. Meanwhile, despite the Senate’s rejection of the treaty, the United States acts in a manner consistent with its main obligations by maintaining a moratorium on explosive nuclear testing and providing financial support (as well as technical expertise) to the CTBT Organization (CTBTO)—in particular the CTBTO’s International Monitoring System (IMS). The CTBT may well remain in such limbo for a long time to come, unless some catalytic event comes along to re-shape national perceptions and priorities, one way or the other. The treaty’s future, whatever it might be, will be determined in part by how much perspectives might have changed in light of interim developments. Our purpose is to shed light on some of those developments and to assess their relevance. The 1999 ratification debate addressed a large number of issues. Rejection was driven by various policy and technical judgments. The purpose of this paper is to re-examine those technical judgments in light of what has been learned over the following two decades. On some technical matters, there was explicit recognition of extant uncertainties, as well as a conviction and hope that time would dispel them. To be doubly clear, our purpose is not to recommend a way forward on CTBT ratification. The policy judgments of 1999 and 2020 are beyond the scope of this paper. This technical re-examination proceeds as follows. It begins with a short background section to introduce the key technical matters in discussion in the U.S. ratification process. Then it moves systematically through each of those topics with a review of relevant background information, a discussion of key points in debate, an analysis of subsequent experience, and a current assessment. The historical analysis draws on many sources including the primary documents of the Congressional debate, the official article-by-article interpretation by the Department of State, and the statements of key players in the process. We also relied on key technical reports and publications by subject matter experts that have addressed in more detail many of the issues in our focus. These sources include the 2002 and 2012 reports of the National Academy of Sciences as well as publications by senior technical staff of Lawrence Livermore National Laboratory (LLNL) who were actively involved in the ratification debate, including then-Laboratory Director Bruce Tarter. We also conducted several interviews with government officials from the 1990s, past laboratory directors, and other members of the scientific community. But, except where individuals are specifically cited by name, the judgments offered here are our own and should not be attributed to any other individual or to LLNL as such.

Betty Perkins: A giant in nuclear weapons research Reports amassed after testing ban are vital to today’s work

Today’s nuclear weapons research builds upon the work of the past, often on the shoulders of the giants of nuclear document preservation in the absence of testing. One of these giants is weapons historian Betty Perkins. Before her retirement in 2016, Perkins held numerous roles at LANL, but she is best known for her pioneering work in the Weapons Program where she generated classified reports on nuclear weapons design and development. Over many years, she meticulously researched and recorded the histories of a number of critical efforts in Los Alamos’s nuclear weapons program, culminating in 13 reports comprising more than 7,200 pages.

On Theories of Change: Rethinking the Ban Treaty and Disarmament Strategies

A week before Israel bombed Iran’s nuclear facilities, the Director General of the International Atomic Energy Agency (IAEA) Rafael Grossi had lunch with the Financial Times. In the interview, Grossi expressed both optimism and pessimism about the nuclear landscape: he was hopeful about prospects for diplomacy, including with Iran. But he also expressed longer-term concerns about a proliferation cascade and rising nuclear risks, in particular, Russia’s nuclear threats amidst the war in Ukraine. “In the past, this was quite taboo,” he said, “but now people talk about tactical nuclear weapons like something which could be contained or permissible.” Given subsequent events in Iran, along with the expiration of New START in 2026 and expanding nuclear arsenals in Russia and China, pessimism would seem to trump hope for prospects for nuclear disarmament.
