Enabling Advanced Energy Systems for Clean, Secure, and Sustainable Economic Growth Across Asia

The U.S. Agency for International Development (USAID) has partnered with the U.S. Department of Energy's national laboratories to form the Advanced Energy Partnership for Asia. Led by USAID and the National Renewable Energy Laboratory (NREL), the Partnership supports energy sector transformation and the growth of clean, secure, and sustainable energy markets across Asia.

High-Resolution Southeast Asia Wind Resource Data Set

Well informed decision-making is a key part of integrating variable renewable energy into the global energy marketplace. USAID and NREL, through the Advanced Energy Partnership for Asia, are expanding access to critical resource data by providing free, high-fidelity time-series wind resource data for Southeast Asia through the RE Data Explorer platform. This brief highlights the development of the Southeast Asia wind resource data set and discusses the impacts of this data.

High-Fidelity Solar Irradiance Data: Simple Access to State-of-the-Art Information Accelerates Southeast Asia's Clean Energy Economic Transformation

High quality, robust, and reliable renewable energy resource data is foundational to climate-smart decision making, evidence-based policy planning, and clean energy investment mobilization. USAID and NREL, through the Advanced Energy Partnership for Asia, are expanding access to this critical resource data by providing free, high-fidelity solar resource data for Southeast Asia through the RE Data Explorer platform. This brief highlights several ways the Southeast Asia solar resource data has been used for power system planning and project development in the region.

Enabling Floating Solar Photovoltaic (FPV) Deployment: Exploring the Operational Benefits of Floating Solar-Hydropower Hybrids

The Southeast (SE) Asia region is undergoing rapid energy sector transitions and exploring the potential role of renewables - including solar photovoltaics (PV) - as it becomes increasingly competitive as a result of technological advances and falling capital costs. Low-cost solar PV provides countries in the region with an option to meet increasing energy demand and diversify generation portfolios, complementing hydropower and thermal-dominant systems and strengthening energy security throughout the region. Floating solar PV (FPV) has emerged as an attractive application of solar PV that allows for systems to be floated on water bodies. Pairing FPV in hybrid systems with hydropower may also provide significant value for power systems in the region, beyond oft-cited co-benefits of stand-alone FPV. Despite growing interest in FPV systems, few applications of hybrid FPV-hydropower systems exist in SE Asia, and limited information is available about the co-benefits these systems may provide for potential adopters. This work, funded by the U.S. Agency for International Development (USAID) through the Advanced Energy Partnership for Asia, explores the value that hybrid FPV-hydropower systems may provide to the power systems of SE Asian countries. This work on the value of hybrid FPV-hydropower systems is accompanied by a recent report, Creating an Enabling Policy and Regulatory Environment for Floating Solar Photovoltaics: Review of Barriers to FPV Deployment in Southeast Asia, also focused on SE Asia.

Wind Resource Data for Southeast Asia Using a Hybrid Numerical Weather Prediction with Machine Learning Super Resolution Approach

In this work we develop and present a machine learning based downscaling approach using generative adversarial networks (GANs). GANs learn to distinguish the relationships between low-resolution and high-resolution simulations and generate accurate high-resolution output from low-resolution input (Stengel, Glaws, Hettinger, & King, 2020). Low-resolution numerical weather prediction (NWP) simulations at 9-km spatial and 60-minute temporal resolution were executed over Southeast Asia to provide input to the GANs model. GANs for wind, temperature, and pressure were trained on coarsened WIND Toolkit data with a diverse sampling of terrain and meteorological conditions. After training, the NWP simulations over Southeast Asia were enhanced by 3x along each horizontal spatial dimension and 4x along the temporal dimension. This novel downscaling approach generated 15-year high-resolution wind, temperature, and pressure data from January 2007 through December 2021 at multiple hub heights over Southeast Asia at 3-km spatial and 15-minute temporal resolution with a 16x reduction in compute time over standard dynamical downscaling.

Development and Validation of Southeast Asia Solar Resource Data [Slides]

Lack of access to high-quality, publicly available, time series solar data to inform decisions that will transform energy sectors in Southeast Asia is a challenge. The solution is to level the playing field by offering free, high-quality, robust solar data to inform private sector investment and policymaking. This is done by (1) leveraging deep NREL expertise in atmospheric science, solar resource assessment, high-performance computing, and cloud-based data dissemination, (2) producing and validating high spatial and temporal resolution solar resource data, (3) making data available on the USAID-funded global Renewable Energy Data Explorer platform, (4) providing capacity building for data and applications, and (5) informing future demand-driven tool development.

Enabling U.S. participation in Future Higgs Factories

Exciting proposals for a new Higgs factory collider, aimed at the search for new physics and precision studies of particles and forces, especially measurement of the Higgs boson couplings at the loop level, will be evaluated as part of the Snowmass process. Potential facilities include (among others) ILC, FCC-ee, C3, CEPC, CLIC, muon collider and advanced accelerator concepts being investigated by Snowmass topical group AF6, potentially located in Asia, Europe, or the United States. The European Strategy has endorsed an electron-positron Higgs factory as its highest priority after HL-LHC. Much of the detector, software, and physics preparative studies needed for these machines is in common, and is currently being implemented by physicists world-wide. In this white paper for the 2021 Snowmass process we look at current global activity on future Higgs factories and give examples of investments that could be made in these common areas over the next five years to establish a leadership role for the U.S. in a future Higgs factory, wherever it is built. The U.S. high energy physics program confronts a number of challenges that a strong role in the study of the Higgs boson can address. These include, in addition to the scientific results, maintaining leading roles in international partnerships, nurturing and advancing world-leading capabilities and expert resources, and maintaining and attracting talent. The international effort would benefit from increased U.S. participation, and the U.S., in turn, would maintain stature through the partnership.

The Global Climate Action Partnership

The Global Climate Action Partnership (GCAP; formerly the Low Emission Development Strategies Global Partnership) is a worldwide network that accelerates ambitious climate goals and advances implementation in Africa, Asia, and Latin America and the Caribbean (LAC). Our strategic approach emphasizes country-driven implementation actions to achieve resilient, just, and inclusive low-emission and net-zero economies. As an incubator for scalable knowledge and solutions, GCAP is leading the way to equitable, climate-resilient, low-emission development.
