The frequency and time standard and activities at the Beijing Institute of Radio Metrology and Measurements

Three kinds of frequency measuring systems are described: frequency comparison, phase comparison, and time comparison. With the help of the portable cesium clock in determining the time delay between two stations, a time synchronization, experiment was conducted using the Symphonie satellite. A result with an accuracy of 30 ns and an uncertainty of about 10 ns was obtained. Another experiment, applying the television pulse technique for time synchronization, yielded a result with an error of about 0.5 mu s in 24 hours. In order to measure the short term frequency stability of crystal oscillators or other frequency sources, a rubidium maser atomic frequency standard was developed as well as a short term stability measuring system.

Application handbook for a Standardized Control Module (SCM) for DC-DC converters, volume 1

The standardized control module (SCM) was developed for application in the buck, boost and buck/boost DC-DC converters. The SCM used multiple feedback loops to provide improved input line and output load regulation, stable feedback control system, good dynamic transient response and adaptive compensation of the control loop for changes in open loop gain and output filter time constraints. The necessary modeling and analysis tools to aid the design engineer in the application of the SCM to DC-DC Converters were developed. The SCM functional block diagram and the different analysis techniques were examined. The average time domain analysis technique was chosen as the basic analytical tool. The power stage transfer functions were developed for the buck, boost and buck/boost converters. The analog signal and digital signal processor transfer functions were developed for the three DC-DC Converter types using the constant on time, constant off time and constant frequency control laws.

Standard spacecraft procurement analysis: A case study in NASA-DoD coordination in space programs

The Space Test Program Standard Satellite (STPSS), a design proposed by the Air Force, and two NASA candidates, the Applications Explorer Mission spacecraft (AEM) and the Multimission Modular Spacecraft (MMS), were considered during the first phase. During the second phase, a fourth candidate was introduced, a larger, more capable AEM (L-AEM), configured by the Boeing Company under NASA sponsorship to meet the specifications jointly agreed upon by NASA and the Air Force. Total program costs for a variety of procurement options, each of which is capable of performing all of the Air Force Space Test Program missions during the 1980-1990 time period, were used as the principal measure for distinguishing among procurement options. Program cost does not provide a basis for choosing among the AEM, STPSS, and MMS spacecraft, given their present designs. The availability of the L-AEM spacecraft, or some very similar design, would provide a basis for minimizing the cost of the Air Force Space Test Program.

Microwave integrated circuit for Josephson voltage standards

A microwave integrated circuit comprised of one or more Josephson junctions and short sections of microstrip or stripline transmission line is fabricated from thin layers of superconducting metal on a dielectric substrate. The short sections of transmission are combined to form the elements of the circuit and particularly, two microwave resonators. The Josephson junctions are located between the resonators and the impedance of the Josephson junctions forms part of the circuitry that couples the two resonators. The microwave integrated circuit has an application in Josephson voltage standards. In this application, the device is asymmetrically driven at a selected frequency (approximately equal to the resonance frequency of the resonators), and a d.c. bias is applied to the junction. By observing the current voltage characteristic of the junction, a precise voltage, proportional to the frequency of the microwave drive signal, is obtained.

Aerospace Ground Equipment for model 4080 sequence programmer. A standard computer terminal is adapted to provide convenient operator to device interface

The Aerospace Ground Equipment (AGE) provides an interface between a human operator and a complete spaceborne sequence timing device with a memory storage program. The AGE provides a means for composing, editing, syntax checking, and storing timing device programs. The AGE is implemented with a standard Hewlett-Packard 2649A terminal system and a minimum of special hardware. The terminal's dual tape interface is used to store timing device programs and to read in special AGE operating system software. To compose a new program for the timing device the keyboard is used to fill in a form displayed on the screen.

An investigation of drag reduction for a standard truck with various modifications

A wind tunnel investigation was conducted to determine the influence of several physical variables on the aerodynamic drag of a standard truck model. The physical variables included: a cab mounted air deflector; a boattail on the rear of the cargo compartment; flow-vanes on the front of the cargo compartment; and a forebody fairing over the cab. Tests were conducted at yaw angles (relative wind angle) of 0, 5, 10, 20, and 30 degrees and Reynolds numbers of 3.4 x 100,000 to 6.1 x 100,000 based upon the equivalent diameter of the vehicles. The forebody fairing and the flow-vane with the closed bottom were very effective in improving the flow over the forward part of the cargo compartment. The forebody fairing provided a calculated fuel saving of 5.6 liters per hour (1.5 gallons per hour) over the baseline configuration for a ground speed of 88.6 km/hr (55 mph) in national average winds.

Optimal tooth numbers for compact standard spur gear sets

The design of a standard gear mesh is treated with the objective of minimizing the gear size for a given ratio, pinion torque, and allowable tooth strength. Scoring, pitting fatigue, bending fatigue, and the kinematic limits of contact ratio and interference are considered. A design space is defined in terms of the number of teeth on the pinion and the diametral pitch. This space is then combined with the objective function of minimum center distance to obtain an optimal design region. This region defines the number of pinion teeth for the most compact design. The number is a function of the gear ratio only. A design example illustrating this procedure is also given.

Standard Transistor Array (STAR). Volume 1: Placement technique

A large scale integration (LSI) technology, the standard transistor array uses a prefabricated understructure of transistors and a comprehensive library of digital logic cells to allow efficient fabrication of semicustom digital LSI circuits. The cell placement technique for this technology involves formation of a one dimensional cell layout and "folding" of the one dimensional placement onto the chip. It was found that, by use of various folding methods, high quality chip layouts can be achieved. Methods developed to measure of the "goodness" of the generated placements include efficient means for estimating channel usage requirements and for via counting. The placement and rating techniques were incorporated into a placement program (CAPSTAR). By means of repetitive use of the folding methods and simple placement improvement strategies, this program provides near optimum placements in a reasonable amount of time. The program was tested on several typical LSI circuits to provide performance comparisons both with respect to input parameters and with respect to the performance of other placement techniques. The results of this testing indicate that near optimum placements can be achieved by use of the procedures incurring severe time penalties.

I-Xe dating - Intercomparisons of neutron irradiations and reproducibility of the Bjurbole standard

Previously unpublished data from the stepwise heating analysis of the Valecitos 1 (V1) Bjurbole standard are presented together with the results of an isotopic dilution measurement of a KI monitor included in the V1 irradiation package. The results of these analyses are compared with the values observed in other irradiations. Apparent I-Xe 'formation' ages are reproducible for three different samples of Bjurbole, suggesting isotopic homogeneity for initial iodine in the bulk material. The systematics of neutron capture in Xe-135 (produced from U-235 neutron fission) are examined and verified in irradiated BCR-1.
