Direct effects protection

Protection of an aircraft and each of its various systems against the direct effects of lightning were analyzed. Components located in different sections of the aircraft were individually examined since they are likely to experience different degrees of susceptibility to lightning, and may be vulnerable to different components of the lightning flash. The basic steps to be followed in establishing lightning protection were presented by discussing the varieties of arc entry and current flow-through damage. The lightning-strike zones and lightning current environments are established, since environmental conditions in the zones are those under which specific protective measures must perform. Airworthiness regulations which apply to lightning protection are cited.

Component damage analysis

Semiconductor breakdown in aircraft was investigated since lightning strikes induce large current and voltage pulses which may cause failure. Work was done to determine whether or not these voltages and currents cause upset or damage to active or passive components. Failure thresholds were studied extensively and an assessment was made of the vulnerability of a system to a transient environment.

LANDSAT application of remote sensing to shoreline-form analysis

The author has identified the following significant results. Using Assateague Island, Cape Hatteras, and Cape Lookout, significantly high correlations were found for most of the six barrier island sections that were examined. Relationships were not consistent from island to island. It was concluded that coastal vulnerability to storm damage can not be assessed based on coastal orientation alone. When orientation data were combined with erosion data for individual barrier islands, the relationship could be used as a basis for barrier island classification. A method was developed to obtain large amounts of historical data on surface coastal process from aerial photography, which was called the orthogonal grid address system. Data on shoreline change and overwash penetration gathered on over 400 km of the mid-Atlantic coast, are being used by various federal and state agencies for planning purposes.

Political and legal implications of developing and operating a satellite power system

A number of political and legal implications of developing and operating a satellite power system (SPS) are identified and studied in this report. These include the vulnerability of SPS to actions of adversaries, communications impacts, the legality of an SPS in orbit including on-orbit military protection, alleviation of political concerns about deployment and operation of SPS, programmatic planning for SPS and the interaction of SPS with federal regulatory agencies and major departments. In comparing SPS to terrestrial power stations, it is seen that the political problems are neither clearly larger nor clearly smaller--they are clearly different and they are international in nature. If SPS is to become a reality these problems must be dealt with. Five major issues are identified. These must be resolved in order to obtain international acceptance of SPS. However, this study has found no insurmountable obstacles that would clearly prohibit the deployment, operation and protection of an SPS fleet.

Contingency plans for chromium utilization. Publication NMAB-335

The United States depends entirely on foreign sources for the critical material, chromium, making it very vulnerable to supply disruptions. The effectiveness of programs such as stockpiling, conservation, and research and development for substitutes to reduce the impact of disruption of imports of chromite and ferrochromium are discussed. Alternatives for decreasing chromium consumption also are identified for chromium-containing materials in the areas of design, processing, and substitution.

Satellite Power System (SPS) military applications

The potential military role, both offensive and defensive, of a Satellite Power System (SPS) is examined. A number of potential military support possibilities are described. An SPS with military capabilities may have a strong negative impact on international relations if it is not internationalized. The SPS satellite would be vulnerable to military action of an enemy with good space capability, but would experience little or no threat from saboteurs or terrorists, except via the ground controls. The paper concludes with an outline of some of the key issues involved, and a number of recommendations for future study, including some areas for long term efforts.

Transfer functions

The vulnerability of electronic equipment to carbon fibers is studied. The effectiveness of interfaces, such as filters, doors, window screens, and cabinets, which affect the concentration, exposure, or deposition of carbon fibers on both (internal and external) sides of the interface is examined. The transfer function of multilayer aluminum mesh, wet and dry, polyurethane foam, and window screen are determined as a function of air velocity. FIlters installed in typical traffic control boxes and air conditioners are also considered.

Surveys for sensitivity to fibers and potential impacts from fiber induced failures

The surveys for sensitivities to fibers and potential impacts from fiber induced failures begins with a review of the survey work completed to date and then describes an impact study involving four industrial installations located in Virginia. The observations and results from both the surveys and the study provide guidelines for future efforts. The survey work was done with three broad objectives: (1) identify the pieces of potentially vulnerable equipment as candidates for test; (2) support the transfer function work by gaining an understanding of how fibers could get into a building; and (3) support the economic analysis by understanding what would happen if fibers precipitated a failure in an item of equipment.

FTMP - A highly reliable Fault-Tolerant Multiprocessor for aircraft

The FTMP (Fault-Tolerant Multiprocessor) is a complex multiprocessor computer that employs a form of redundancy related to systems considered by Mathur (1971), in which each major module can substitute for any other module of the same type. Despite the conceptual simplicity of the redundancy form, the implementation has many intricacies owing partly to the low target failure rate, and partly to the difficulty of eliminating single-fault vulnerability. An extensive analysis of the computer through the use of such modeling techniques as Markov processes and combinatorial mathematics shows that for random hard faults the computer can meet its requirements. It is also shown that the maintenance scheduled at intervals of 200 hr or more can be adequate most of the time.

Assessment of Carbon Fiber Electrical Effects

The risks associated with the use of carbon fiber composites in civil aircraft are discussed along with the need for protection of civil aircraft equipment from fire-released carbon fibers. The size and number of carbon fibers released in civil aircraft crash fires, the downwind dissemination of the fibers, their penetration into buildings and equipment, and the vulnerability of electrical/electronic equipment to damage by the fibers are assessed.

Large-scale fiber release and equipment exposure experiments

Outdoor tests were conducted to determine the amount of fiber released in a full scale fire and trace its dissemination away from the fire. Equipment vulnerability to fire released fibers was assessed through shock tests. The greatest fiber release was observed in the shock tube where the composite was burned with a continuous agitation to total consumption. The largest average fiber length obtained outdoors was 5 mm.

Advanced risk assessment of the effects of graphite fibers on electronic and electric equipment

An assessment of the risk associated with accidents involving aircraft with carbon fiber composite structural components is examined. The individual fiber segments cause electrical and electronic equipment to fail under certain operating conditions. A Monte Carlo simulation model was used to computer the risk. Aircraft accidents with fire, release of carbon fiber material, entrainment of carbon fibers in a smoke plume transport of fibers downwind, transfer of some fibers/into the the interior of buildings, failures of electrical and electronic equipment, and economic impact of failures are discussed. Risk profiles were prepared for individual airports and the Nation. The vulnerability of electrical transmission equipment to carbon fiber incursion and aircraft accident total costs is investigated.

Carbon/graphite fiber risk analysis and assessment study: An assessment of the risk to Douglas commercial transport aircraft

The potential hazard to electrical and electronic devices should there be a release of free carbon fibers due to an aircraft crash and fire was assessed. Exposure and equipment sensitivity data were compiled for a risk analysis. Results are presented in the following areas: DC-9/DC-10 electrical/electronic component characterization; DC-9 and DC-10 fiber transfer functions; potential for transport aircraft equipment exposure to carbon fibers; and equipment vulnerability assessment. Results reflect only a negligible increase in risk for the DC-9 and DC-10 fleets either now or projected to 1993.
