Achieving American Leadership in the Rare Earth Magnets Supply Chain Factsheet

Rare earth permanent magnets are a critical technology for the clean energy transition and electrified transport revolution. The global supply chain for rare earth metals and magnets is almost completely dominated by China, which controlled 58% of rare earth mining and 92% of magnet manufacturing in 2020. The United States produces only 15% of the global supply of raw materials for these magnets, and while the nation has several nascent downstream processing and manufacturing efforts, current domestic production is limited. Investments and incentives to boost the domestic supply chain, especially in the separation and refining phases, point the way to securing stable supplies of these critical clean energy components.

Wind Energy Supply Chain Fact Sheet

Wind energy is essential to achieving the Biden Administration’s goals of a 100% clean electricity sector by 2035 and 30 gigawatts of offshore wind by 2030. On February 24, the U.S. Department of Energy (DOE) released a deep dive assessment of the land-based and offshore wind supply chains in the United States today, highlighting challenges and opportunities for strengthening these supply chains to help achieve the Administration’s goals and create U.S. jobs and economic opportunity.

Battery Critical Materials Supply Chain Challenges and Opportunities: Results of the 2020 Request for Information (RFI) and Workshop

The purpose of this report is to outline and discuss the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE)’s findings related to EERE’s Request for Information (RFI) on Battery Critical Materials Supply Chain Research & Development (R&D) and the EERE R&D Battery Critical Materials Supply Chain Workshop. The United States has committed to achieving 50% or more reduction of greenhouse gas pollution by 2030, with a long-term goal to completely decarbonize the U.S. economy by 2050, and to limit global warming to 1.5 degrees Celsius (The White House, 2021a).

DER Digital Supply Chain Gap Analysis

Solar photovoltaic (PV) cybersecurity is a growing field of research. As deployments of solar PV have increased, cyber risk has also increased. Utility solar PV installations, however, are not required to comply with the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) plan unless they meet a minimum generation threshold of 75 MW. Individual residential-scale solar PV deployments will not meet that generation threshold and are therefore excluded from the NERC CIP requirements. With most solar installations less than 75 MW, solar PV has been deployed with minimal oversight and highly variable cybersecurity maturity. The resources that comprise the digital supply chain can include software, code, data, and other digital components. But as clean energy technologies advance, cybersecurity threats and vulnerabilities continue to evolve and grow in sophistication. Supply chain cybersecurity represents a critical area for ensuring safe operations as the U.S. moves toward a clean energy future.

Large Power Transformer Supply Chain Gap Analysis and Domestic Content Strategies for Hydropower Rehabilitation: Supplemental Report

Large Power Transformers (LPTs) are indispensable to U.S. hydropower operations, serving as generator step-up (GSU) units that interconnect hydro facilities to the transmission grid. Yet the LPT supply chain faces mounting stress from aging infrastructure, limited domestic production, and long lead times. Currently, more than 80% of LPT demand is met through imports, with primary suppliers including Mexico, South Korea, Brazil, Austria, and Canada. Domestic manufacturers supply only about 20% of units, constrained by bottlenecks in high-grade Grain-Oriented Electrical Steel (GOES), copper conductors, bushings, and on-load tap changers (OLTCs). Hydropower rehabilitation projects in particular face additional challenges due to custom design requirements, remote siting, and regulatory needs around domestic content. Regional cost disparities, driven by transportation logistics, labor markets, and import price volatility, further exacerbate project risks. To address these vulnerabilities, coordinated action is required: strengthening domestic capacity for GOES and secondary components, developing near-site assembly hubs, and leveraging IRS domestic content safe harbors to incentivize U.S. manufacturing. This addendum refines the 2024 NREL Hydropower Supply Chain Gap Analysis by focusing specifically on critical issues related to LPT domestic manufacturing capacity and key considerations for hydropower developers and asset owners.

An integrated supply chain analysis for cobalt and rare earth elements under global electrification and constrained resources

As global electrification becomes more prominent, demand is projected to increase for electric vehicles (EVs), their components (EV batteries, rare earth traction motors), and their raw materials (cobalt, rare earths). To analyze the supply chain constraints associated with these components and raw materials, a system dynamics model was developed to simulate the interactions between the rare earth and cobalt supply chains. The results showed that under current understanding of raw material resources, production of the projected volume of EVs could be inadequate. To meet the aggressive EV volume sale projections set by the International Energy Agency, EV manufacturers will need to implement a large portion of traction motors without rare earths and utilize non-cobalt batteries as much as possible. On the supply side, a much faster ramp-up than what being modeled would be needed to meet much higher demand than current market forecasts.

Optimal Financing Decision in a Contract Food Supply Chain with Capital Constraint

To solve the financing problem of the food producers, we consider a two‐echelon contract food supply chain composed of a family farm with capital constraints and a food processing enterprise. With no capital constraints as the benchmark model, we analyze optimal decisions of the family farm and the food processing enterprise in the case of bank financing with bank participation only and bank financing with “government, bank, and insurance” coparticipation. Then, we discuss how the risk of yield uncertainty influences the optimal decisions and profits of the family farm and the food processing enterprise under different financing situation. Meanwhile, the reason why the government subsidizes agriculture is explored, and the policy of minimum purchase price of the food is initiated when the market price is too low. Finally, the numerical examples and sensitivity analysis are presented. The results show that the bank financing with “government, bank, and insurance” coparticipation improves the welfare of supply chain members more obviously than the bank financing with bank participation only; when the rice price is too low, the policy of minimum purchase price of food is initiated, which increases the revenue and the growing enthusiasm of the family farm; the profits of the family farm and the food processing enterprise will decrease as the risk of yield uncertainty increases in the case of bank financing, and the risk of yield uncertainty will be reduced for the family farm when bank financing with “government, bank, and insurance” coparticipation.
