Advanced Algorithms for Scrutiny of Mandatory State Reports Declarations to the IAEA (Final Project Report)

The International Atomic Energy Agency (IAEA, or Agency) has an interest in applying machine learning to safeguards problems. However, the lack of machine training data for outside researchers is a significant impediment for progress in including advanced algorithms in safeguards practices. Information about a State’s inventory and movements of nuclear material is highly sensitive, both from a commercial perspective and from a security perspective. States (and commercial entities) do not freely divulge this information, and the IAEA–which receives detailed information from States as accounting reports–considers all information concerning nuclear materials location and composition to be Safeguards Confidential. Even within the Agency, information marked as safeguards confidential can be accessed only on a direct need-to-know basis by those who analyze and summarize the information for that particular State.

5G Energy FRAME Report on 5G for Grid Use Case (Year 3 Final Report)

This report provides an extensive overview of the interrelationships among energy, communication, and computing—especially in the context of decarbonization goals, challenges, and opportunities. Technical examples enabled by 5G technologies and their performance are presented, discussed, based on the experiment performed at Pacific Northwest National Laboratory. This is the first use case focused on using 5G for the U.S. power grid and will be referred to as the 5G for Grid Use Case from here on. Specifically, this use case looks at the workflow, which integrates the performance data of a real-world 5G communication testbed and a grid transmission and distribution co-simulation platform. The cross-domain information flow and logic design are illustrated with a combination of power grid contingencies and events. Lastly, a summary of the project achievement and outcome is provided, along with a technology roadmap envisioned by the project team.

[NASA/DOD Aerospace Knowledge Diffusion Research Project. Report 5:] Summary report to phase 1 respondents including frequency distributions

Phase 1 of a four part study was undertaken to investigate the use of scientific and technical information (STI) by U.S. aerospace engineers and scientists. Specific attention was paid to institutional and sociometric variables and to the step-by-step process of information gathering used by the respondents. Data were collected by means of three self-administered mail-back questionnaires. The approximately 34,000 members of the American Institute of Aeronautics and Astronautics served as the study population. More than 65 percent of the randomly selected respondants returned the questionnaires in each of the three groups. Respondants relied more heavily on informal sources of information than formal sources and turned to librarians and other technical information specialists only when they did not obtain results via informal means or their own formal searches. The report includes frequency distributions for the questions.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Report 8: Summary report to phase 3 faculty and student respondents

Phase 3 of a four part study was undertaken to investigate the use of scientific and technical information (STI) in the academic aerospace community. Three questionnaires that were sent to three groups (i.e., faculty, librarians, and students) in the academic aerospace community were used. Specific attention was paid to the types of STI used and the methods in which academic users acquired STI. The focus is on the responses of two of the three groups: faculty in aerospace departments and students enrolled in the USRA-funded capstone design courses. Respondents in both groups relied heavily upon informal sources of information, although students were less inclined to regard their personal collections of STI as important. Both groups relied upon most formal sources of STI about the same, but students reported more difficulty in using the formal resources.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Report 11: Chronology of selected literature, reports, policy instruments, and significant events affecting Federal Scientific and Technical Information (STI) in the United States

The chronology is a comprehensive bibliography. It contains 512 entries covering a variety of selected literature, reports, policy instruments, and significant events affecting Federal Scientific and Technical Information (STI) from 1945 to 1990. It includes some publications and events of historic interest which relate to the evaluation of aerospace and aerospace knowledge diffusion. Each entry has been given an item number and items are arranged by columns. To provide an overview of Federal STI developments, the entries are generally arranged by date of publication and event.

Investigations on the stability, oscillation, and stress conditions of airplanes with tab control. Second partial report : application of the solutions obtained in the first partial report to tab-controlled airplanes.

The first partial report, FB 2000, contained a discussion of the derivation of the equations of motion and their solutions for a tab-controlled airplane; the results obtained there are now to be applied to the longitudinal motion of tab-controlled airplanes. In view of the abundance of structural factors and aerodynamic parameters, a general discussion of the problems is unfeasible. Thus it is demonstrated on the basis of examples what stability, oscillation, and stress conditions are to be expected for tab-controlled airplanes. (author)

Education and Training Report. Performance Report, FY 1997

During FY 97, 152 MUREP education and training projects were conducted at OMU institutions. The institutions conducted precollege and bridge programs, education partnerships with other universities and industry, NRTS, teacher training, and graduate and/or PI undergraduate programs. These programs reached a total of 23,748 participants, with the predominant number at the precollege level and achieved major goals of heightening students' interest and awareness of career opportunities in MSET fields, and exposing students to the NASA mission, research and advanced technology through role models, mentors, and participation in research and other educational activities. Also in FY 1997, NASA continued a very meaningful relationship with the Hispanic Association of Colleges students and Universities (HACU) through Proyecto Access, a consortium through which HACU links seven HSI's together to conduct 8-week summer programs. OMU Institutions reported 4,334 high school student in NASA programs and 3,404 of those students selected college preparatory MSET courses. Three hundred and forty-nine (349) graduated from high school, 343 enrolled in college, and 199 selected MSET majors. There were 130 high school graduates (bridge students) in NASA programs, 57 of whom successfully completed their freshman year. There were 307 teachers in teacher programs and 48 teachers received certificates. Of the 389 undergraduate students, 75 received under graduate degrees, and eight students are employed in a NASA-related field.

Technical Report Series on Global Modeling and Data Assimilation: Soil Moisture Active Passive (SMAP) Project Assessment Report for the Beta-Release L4_SM Data Product - Volume 40

During the post-launch SMAP calibration and validation (Cal/Val) phase there are two objectives for each science data product team: 1) calibrate, verify, and improve the performance of the science algorithm, and 2) validate the accuracy of the science data product as specified in the science requirements and according to the Cal/Val schedule. This report provides an assessment of the SMAP Level 4 Surface and Root Zone Soil Moisture Passive (L4_SM) product specifically for the product's public beta release scheduled for 30 October 2015. The primary objective of the beta release is to allow users to familiarize themselves with the data product before the validated product becomes available. The beta release also allows users to conduct their own assessment of the data and to provide feedback to the L4_SM science data product team. The assessment of the L4_SM data product includes comparisons of SMAP L4_SM soil moisture estimates with in situ soil moisture observations from core validation sites and sparse networks. The assessment further includes a global evaluation of the internal diagnostics from the ensemble-based data assimilation system that is used to generate the L4_SM product. This evaluation focuses on the statistics of the observation-minus-forecast (O-F) residuals and the analysis increments. Together, the core validation site comparisons and the statistics of the assimilation diagnostics are considered primary validation methodologies for the L4_SM product. Comparisons against in situ measurements from regional-scale sparse networks are considered a secondary validation methodology because such in situ measurements are subject to upscaling errors from the point-scale to the grid cell scale of the data product. Based on the limited set of core validation sites, the assessment presented here meets the criteria established by the Committee on Earth Observing Satellites for Stage 1 validation and supports the beta release of the data. The validation against sparse network measurements and the evaluation of the assimilation diagnostics address Stage 2 validation criteria by expanding the assessment to regional and global scales.

9- by 15-Foot Low-Speed Wind Tunnel Acoustic Free Field Evaluation; Part 1: Qualification Report Summary and Part 2: Anechoic Environment Characterization Field Test Report

This report describes test results from an assessment of the acoustically treated 9x15 Foot Low Speed Wind Tunnel at the NASA Glenn Research Center in Cleveland, Ohio in July of 2016. The tests were conducted in accordance with the recently adopted international standard ISO 26101-2012 on Qualification of Free Field Test Environments. This method involves moving a microphone relative to a source and comparing the sound pressure level versus distance measurements with theoretical inverse square law spreading.
