Generator Frequency Response Droop Monitoring Tool

Monitoring and analyzing the frequency response performance of power generation units is essential for maintaining reliable and secure power system operation. To address this need, an automation tool has been developed to provide a pipeline for processing historical power plant generation data, including large-scale SCADA archives. The tool performs end-to-end processing, including event detection, frequency response (FR) analysis in accordance with NERC standards, and estimation of speed governor droop characteristics. The tool is designed with a modular architecture, allowing individual components of the workflow to be extended, customized, or deployed independently. In addition, the tool provides an API that enables seamless integration with other production systems and operational analytics platforms.

A Robust Yule-Walker Method for Online Monitoring of Power System Electromechanical Modes of Oscillation

Reliable power system operation requires that system operators maintain a satisfactory small-signal stability margin at all times. Mode meters allow system operators to continuously monitor the stability margin by analyzing synchrophasor measurements. Experience with mode meters at the Bonneville Power Administration (BPA) has revealed that mode meters sometimes suffer severe bias following transient disturbances. In this paper, a robust version of the Yule-Walker mode meter algorithm is proposed to mitigate this bias. The robust capability is introduced by modifying the estimator of the autocovariance sequence (ACS) on which the algorithm depends. Tests with field-measured data demonstrate that the robust Yule-Walker (RYW) algorithm significantly outperforms its conventional counterpart and is better able to provide system operators with accurate information about the system's stability margin.

A data-driven network optimisation approach to coordinated control of distributed photovoltaic systems and smart buildings in distribution systems

The increasing integration of distributed energy resources, including demand-side resources and distributed photovoltaics (PVs), into distribution systems has resulted in more complicated power system operation. A data-driven network optimisation approach is proposed to coordinate the control of distributed PVs and smart buildings in distribution networks considering the uncertainties of solar power, outdoor temperature and heat gain associated with building thermal dynamics. These uncertain parameters have a significant impact on the operation and control of distributed PVs and smart buildings, bringing challenges to the distribution system operation. In the proposed data-driven distributionally robust optimisation (DRO) approach, the Wasserstein ball is used to construct an ambiguity set for the uncertain parameters, which does not require the probability distributions to be known. Furthermore, a conditional value-at-risk is incorporated into the Wasserstein-based DRO model and converted into a computationally tractable mixed-integer convex optimisation problem. Benchmarked with robust optimisation and chance-constrained programming, the proposed data-driven model can give a less conservative robust solution.

Man‐in‐the‐middle attacks and defence in a power system cyber‐physical testbed

Abstract Man‐in‐The‐Middle (MiTM) attacks present numerous threats to a smart grid. In a MiTM attack, an intruder embeds itself within a conversation between two devices to either eavesdrop or impersonate one of the devices, making it appear to be a normal exchange of information. Thus, the intruder can perform false data injection (FDI) and false command injection (FCI) attacks that can compromise power system operations, such as state estimation, economic dispatch, and automatic generation control (AGC). Very few researchers have focused on MiTM methods that are difficult to detect within a smart grid. To address this, we are designing and implementing multi‐stage MiTM intrusions in an emulation‐based cyber‐physical power system testbed against a large‐scale synthetic grid model to demonstrate how such attacks can cause physical contingencies such as misguided operation and false measurements. MiTM intrusions create FCI, FDI, and replay attacks in this synthetic power grid. This work enables stakeholders to defend against these stealthy attacks, and we present detection mechanisms that are developed using multiple alerts from intrusion detection systems and network monitoring tools. Our contribution will enable other smart grid security researchers and industry to develop further detection mechanisms for inconspicuous MiTM attacks.

Wildfire Mitigation Plans in Power Systems: A Literature Review

Some of the deadliest wildfires in the U.S., such as California’s 2018 wildfires, have been ignited by power systems. In an effort to prevent and minimize the ignition of wildfires, or control them if ignited, energy companies have developed wildfire mitigation plans. This paper provides energy companies and power system operators, engineers, researchers, and suppliers an overview of the state-of-the-art studies that address key topics in these wildfire mitigation plans and compares the wildfire mitigation plans of several energy companies. The key topics include grid design and system hardening, asset management and inspection, situational awareness and forecasting, operational response, vegetation management, public safety power shutoff, and risk-spend efficiency. Here this paper also presents a comparison of several energy companies’ decision-making criteria for initiating a public safety power shutoff. Finally, we discuss opportunities for future research studies that could help energy companies prevent wildfire ignitions.

Design considerations for Mars photovoltaic power systems

Considerations for operation of a photovoltaic power system on Mars are discussed with reference to Viking Lander data. The average solar insolation at Mars is 590 W/sq m, which is reduced yet further by atmospheric dust. Of major concern are dust storms, which have been observed to occur on local as well as on global scales, and their effect on solar array output. While atmospheric opacity may rise to values ranging from 3 to 9, depending on storm severity, there is still an appreciable large diffuse illumination, even at high opacities, so that photovoltaic operation is still possible. If the power system is to continue to generate power even on high-optical-opacity (i.e., dusty atmosphere) days, it is important that the photovoltaic system be designed to collect diffuse irradiance as well as direct. Energy storage will be required for operation during the night. Temperature and wind provide additional considerations for array design.

A Regime-Switching Spatio-Temporal GARCH Method for Short-Term Wind Forecasting

The growth of wind energy poses challenges to the integration of wind energy into the power grid. Within a wind farm, the conditions of local wind exhibit sizeable variations in very short term period and temporal wind speed patterns vary from turbine to turbine. Hence, short-term wind forecasting has been adopted to assist power system operations. In this work, we propose a wind plant-level short term wind speed and power forecasting methodology considering turbine contributions. The proposed model utilizes spatio-temporal dependencies and nonstationarity to accommodate the characteristics of wind farm data by using a novel regime-switching spatiotemporal generalized autoregressive conditional heteroscedasticity (RS-stGARCH) model. Case studies based on 2 years of data from a wind farm shows that the proposed RS-stGARCH method outperforms benchmark models by up to 21.10% for wind speed forecasting and up to 58.62% for the wind power forecasting.

Selection of high temperature thermal energy storage materials for advanced solar dynamic space power systems

Under the direction of NASA's Office of Aeronautics and Technology (OAST), the NASA Lewis Research Center has initiated an in-house thermal energy storage program to identify combinations of phase change thermal energy storage media for use with a Brayton and Stirling Advanced Solar Dynamic (ASD) space power system operating between 1070 and 1400 K. A study has been initiated to determine suitable combinations of thermal energy storage (TES) phase change materials (PCM) that result in the smallest and lightest weight ASD power system possible. To date the heats of fusion of several fluoride salt mixtures with melting points greater than 1025 K have been verified experimentally. The study has indicated that these salt systems produce large ASD systems because of their inherent low thermal conductivity and low density. It is desirable to have PCMs with high densities and high thermal conductivities. Therefore, alternate phase change materials based on metallic alloy systems are also being considered as possible TES candidates for future ASD space power systems.

Comparative Analysis of Inter-Area Oscillations in the US Eastern and Western Interconnections

This paper presents a comparative analysis of interarea oscillations in the US Eastern and Western Interconnections using frequency disturbance data collected from the advanced wide-area Frequency Monitoring Network (FNET/GridEye), enabling us to investigate and compare the oscillation characteristics of both regions. The study analyzes the statistical data from the two interconnections, including total oscillation events, average dominant frequencies, damping ratios, and maximum amplitudes. We also explore the impact of seasonal and daily variations on oscillation occurrences and the influence of different grid topologies and operational practices. The results provide insights into both interconnections' stability and control characteristics, offering valuable information for power system operators to enhance grid stability and oscillation suppression measures.

European Union's Action Plan for Power Sector Decarbonisation

A collaborative report from the Clean Energy Ministerial (CEM) on Lessons Learned for Rapid Decarbonization of Power Sectors was delivered to energy ministers and presented at CEM13 in the United States in September 2022. In light of these lessons learned and discussed at CEM13, several countries signaled intent to develop Action Plans for power sector decarbonization that will be presented at CEM14 in India. These action plans complement - but are differentiated from - other international power sector initiatives such as the Breakthrough Agenda - whose broad purpose is to raise collective ambition - and the Global Power System Transformation (G-PST) Consortium - whose goals are to convene power system operators to accelerate research innovations and foster peer learning. These action plans, supported by the 21st Century Power Partnership (21CPP) and other CEM workstreams via direct technical assistance and capacity building, are instead intended to focus on implementation actions given each country's existing power sector goals and activities and are an opportunity for countries to display leadership in power sector decarbonization. These action plans are voluntary, developed by each country individually, and can be viewed as a living document that is subject to change.
