CARILEC Resilient Energy Community CoP for Cybersecurity Workshop Series: Cybersecurity Assessment Tools [Slides]

For the last several years and in collaboration with CARILEC, USAID and NREL have been working to support cyber resilience at power sector utilities in Latin America and the Caribbean. Direct technical assistance with regional utilities has been a key component of USAID-NREL Partnership activities, and technical assistance has typically included a foundational cybersecurity assessment using NREL's Distributed Energy Resource Cybersecurity Framework (DER-CF) tool. The DER-CF allows organizations to benchmark and evaluate their cybersecurity posture across the areas of Governance, Technical Management, and Physical Security. To complement the activities of the newly created CAREC IT/OT and Cybersecurity Team, this webinar on cybersecurity assessment tools includes an overview of the DER-CF tool and a discussion with regional stakeholders and NREL experts on the DER-CF assessment process and other resources for cybersecurity assessments.

Innovation in Radiological Security, Part 2 of 2 – Insights into Developing a Cloud-hosted Security Technology

A Sentry Remote Monitoring System (Sentry-RMS) is a stand-alone security system that provides detection, assessment, and communication of priority alarms as an additional means of thwarting internal and external threats to sites that maintain radiological material. The SEntry-RMS CommUnications and REsponse (Sentry-SECURE) platform is an optional feature of the Sentry-RMS that relays priority alarm information to the identified response stakeholders. Sentry-SECURE is hosted in a cloud environment that abstracts the data owner’s and data consumer’s platforms to allow for greater information sharing. This promotes situational awareness amongst authorized users and enables future innovation among modern response platforms. When securely architecting a cloud solution such as this, the use of design paradigms can be an effective tool to increase the accuracy and reliability of cyber- and information-security-related decisions made throughout the development process. This approach also supports the categorization of design considerations into three levels: industry concepts, project approaches, and data protections for digital processes. Industry concepts consist of the notional underpinnings that guide or motivate a security process, system, or design but often lack any tangible attributes. Project approaches represent decisions made during the design and development process to prioritize a solution, method, or practice above another that may provide a comparable functional output but lacks a desired security benefit. Data protections for digital processes represent the selection, integration, and implementation of specific controls for a given asset. This paper will explore specific examples of how Sentry-SECURE has been designed to account for considerations at each of these three levels, while balancing the operational intent of the platform with the security enhancements necessary to maintain data integrity, availability, and confidentiality.

Cyber-Informed Engineering Overview: Joint NERC/INL/E-ISAC Webinar

In July, NERC, the Electricity Information Sharing and Analysis Center (E-ISAC), and Idaho National Laboratory (INL) will host a joint informational webinar to highlight areas focused on integrating cyber and physical security with conventional engineering practices (security integration). NERC's work on these topics represents one of the first focused applications of Cyber-Informed Engineering (CIE). INL is leading the development of philosophy and practices to identify and mitigate the inherent risks of digital technology by including cybersecurity as a core element of engineering risk management. This presentation will provide an overview of CIE, a discussion of how NERC's work represents one of the first new discipline-specific applications of CIE, and an update on significant milestones and resources from the CIE program.

Operational Guidelines for Use of Radiation Portal Monitors in Nuclear Facilities

This article provides guidelines (not requirements) for the testing, operation, and maintenance of radiation portal monitors used to scan pedestrian and vehicular traffic entering or exiting nuclear facilities to prevent unauthorized removal of nuclear material. The intended audience is facility managers, supervisors, and operators who are responsible for establishing and maintaining radiation detection systems, who are likely well acquainted with physical security procedures, but may not have a familiarity with the operation of radiation detection.

Risk Informed Timelines (RIT) v.1.0

Risk Informed Timelines (RIT) is a more modern and holistic method for understanding how access delay timelines are developed and utilized in physical security system evaluations. The software utilizes Bayesian methods to combine subject matter expert judgement and small performance test datasets in a consistent and defensible way. It allows a more holistic view of delay performance that provides distributions of task times and task success probabilities to account for tasks that, if failed, would result in failure of the attack. The RIT methodology is meant to enable security risk managers to begin the transition into more comprehensive delay timeline analysis. Sandia National Laboratories is a multimission laboratory managed and operated by National Technology & Engineering Solutions of Sandia, LLC, a wholly owned subsidiary of Honeywell International Inc., for the U.S. Department of Energy’s National Nuclear Security Administration under contract DE-NA0003525. Data-based and secure switched cyber–physical systems

In this work, we develop a completely model-free moving target defense framework for the detection and mitigation of sensor and/or actuator attacks in cyber–physical systems with dynamics that evolve in discrete-time. We incorporate an intrusion detection mechanism based on an approximate dynamic programming technique that learns the policies for optimal regulation and optimal tracking while simultaneously defending against actuator and sensor attacks in a model-free fashion. Switching rules are leveraged to force proactive and reactive defense mechanisms as well as, guarantee the stability of the equilibrium point. Finally, as a case study, we apply the proposed moving target defense framework to a DC–DC converter that is used in electric vehicles.

A Proactive Stochastic Framework for Cyber-Physical Power Systems Security

This paper presents a framework for cyberphysical power systems security in which defensive action is proactive, striving to mitigate the harm from strategic cyber attacks before they occur. The prospect is formulated in a previously-studied context of state estimation via the Kalman filter under false data injection attacks. Assuming a cognitive attacker who is both advanced and persistent, the proactive defense rests upon stochastically influencing the sensors, Phasor Measurement Units, such that subsequent falsification attacks are countered. Examples are crafted to illustrate both the efficacy of the proactive approach in ideal situations and the practical challenges implied by non-ideal situations.

Secure Firmware Update and Device Authentication for Smart Inverters using Blockchain and Physically Uncloable Function (PUF)-Embedded Security Module

Cybersecurity of inverters has been significantly important as inverters become smarter in cyber-physical environments. However, firmware security of smart inverters against firmware attacks from various attack vectors has been less studied. Furthermore, this paper proposes a secure firmware update and device authentication method using a blockchain-based public key infrastructure (PKI) management system and a physically unclonable function (PUF)-embedded security module in a smart inverter. The proposed method is validated by experiments.

Solvability, Operability, and Security for Cyber-Physical Systems: New Computational Methods with Revised Assumptions

In this paper discusses the use and integration of disparate but complementary tools for dealing with solvability, operability, and security challenges in Cyber-Physical Systems (CPSs): the Koopman Operator (KO) for solvability, Disjunctive Programming (DP) for operability, and Multi-Level Optimisation (MLO) for security. These methods can obviate the need for some of the traditional assumptions used in modelling CPSs. This paper demonstrates the methods' capabilities and considers ways to advance each method individually. It concludes by discussing how to integrate the different methods and identify useful synergies generated by doing so.
