Reconceptualizing Off-Ramps as a Tool of U.S.-China Escalation Management

Great power rivalry, at any point on the competition spectrum, involves assessments of risks and decisions on where to take them. Assessing risk versus reward is also integral to the decision to cooperate in the form of arrangements like arms control. As Donald Brennan wrote more than sixty years ago, the value in arms control lies in whether it “reduce[s] the hazards of the present armament policies by a factor greater than the amount of risk introduced by the control measures themselves.” 2 States can assume in peacetime the risks inherent in cooperating with an adversary, to attempt to mitigate risks likely to arise in crisis or conflict. Or they can choose to forgo cooperation and assume risks later, which will complicate their ability to manage crises, war, and war termination.

The Workforce Readiness Index: A Local and Regional Assessment Tool for Energy Sector Preparedness

Building up a workforce that is properly trained and adequately sized is essential to ensuring that the deployment of energy generation sources in the United States meets future energy demand. Workforce development to support supply chain or large infrastructure investments typically occurs at a local level. However, there is a critical gap in understanding where and to what extent regional workforces are equipped to meet the needs of an energy industry. The Workforce Readiness Index ("the index") was developed to assess and compare energy sector workforce readiness across the United States at the county level to provide granular information to various stakeholders such as industry members, state decision makers, and training program developers. Workforce readiness is defined as the ability to recruit from the general labor market, transition workers with comparable skill sets, and train a workforce using scalable or existing training programs near a specific location. Therefore, the index evaluates readiness levels based on the likelihood that a county possesses the workforce development infrastructure needed to support the occupations required by an energy-related industry or sector. Furthermore, the index offers a standardized yet flexible approach that captures regional variations and highlights local strengths and challenges.

Single Spoke Resonator (SSR) Cryomodules Assembly Tooling and Procedure for PIP-II

This report is a resume of the activities in which I was involved during my internship at Fermilab Particle Physics and Accelerator Laboratory in Batavia. The project at whom my work is connected is the PIP-II (Proton Improvement Plan – II), in particular I worked on the SSR cryomodules. The main task of my training program was to write an Engineering Note concerning the design of the lifting holders for the SSR1 and SSR2 string assembly. In the meanwhile, I was also commissioned to design some additional components that will take part actively in the project as well. During the initial phase I was lightly trained about the project and its general design, then I was supervised on my specific tasks. I want to thank primarily Jacopo Bernardini that was my supervisor, he attempted to create a favorable workplace, suggesting, listening and meeting all the requests, without his help achieving the result would have been greatly harder. Donato Passerelli and Mattia prise deserve a special thanks too for being always available for support and source of motivation. I had also the chance to share my work during the "Weekly Students Meetings" dealing with other bright engineers and students such as Colin Narug and Caleb Denton. I want also to express my gratitude to Simone Donati, Giorgio Bellettini and Emanuela Barzi that make this unique experience possible organizing this program for decades.

Integrated Molten Salt Reactor Modeling Capabilities in NEAMS Thermal Hydraulics Tools

The DOE Nuclear Energy Advanced Modeling and Simulation (NEAMS) program supports a full range of computational thermal fluids analysis capabilities and code developments for a broad range of advanced reactor concepts. The research and development approach under the thermal fluids technical area synergistically combines three length and time scales in a hierarchical multi-scale approach. To enable multi-scale thermal fluids capability using these codes, a key joint effort has been underway to develop an integrated system- and engineering-scale thermal fluids analysis capability, through integration of SAM and Pronghorn codes, both based on the MOOSE framework.

LLGOMAX: Enhancing Industry-Standard Tools for AC Optimal Unit Commitment (CRADA Final Report)

This was a collaborative effort between Lawrence Livermore National Security, LLC ("LLNS"), as manager and operator of Lawrence Livermore National Laboratory ("LLNL") and ECCO International Inc. ("Participant"). The team designed and implemented a new approach for the Security-Constrained Alternating-Current Unit Commitment (SCACUC) problem. The SCACUC problem is a mathematical optimization problem that decides which generating units should be online and how much power should be produced (and consumed) at each point of the power grid. The decisions are made so as to minimize the total cost of supplying electricity while respecting technical constraints of the power grid, both under normal and emergency conditions. The team developed a solution for SCACUC as specified in the ARPA-E Grid Optimization Competition (GOC) Challenge 3, which put forth a forward-looking version of the problem, which many features not present in today’s electricity market specifications for SCACUC.

Efficient genetic code expansion tools enable in vivo study of lysine acetylation in non-model bacteria

Recent proteomic advancements have revealed widespread Nε-lysine acetylation in pathways governing pathogenicity, metabolism, and antibiotic resistance in bacteria. The spontaneous, non-specific nature of this modification in prokaryotes obscures its biological role, necessitating prokaryotic specific in vivo interrogation systems. Genetic Code Expansion (GCE) offers a powerful method to investigate the roles and regulation dynamics of acetyl-lysine in vivo with the precise incorporation of a suite of non-canonical amino acids, including acetyl-lysine analogs. However, its use has been largely restricted to E. coli strains due to challenges associated with implementation and optimization of the technology in more diverse bacterial strains. Here, we present a bacterial host-agnostic, readily optimizable GCE platform designed to site-specifically incorporate non-canonical amino acids into target proteins within living bacteria. We further demonstrate the versatility of this technology by showcasing, for the first time, the successful incorporation of acetyl-lysine in a non- E. coli bacterium.

Evaluating Tools and Technologies for Monitoring Baleen Whales During Offshore Wind Foundation Installation

Impacts to baleen whales are of particular concern in the context of offshore wind development because of their conservation status, the overlap of their habitat with current and planned offshore wind energy facilities, and their expected sensitivity to low-frequency sounds, such as those produced during pile driving. Therefore, this report focuses on monitoring technologies capable of detecting this species group. The scope of this report is to assess the current state of technologies and methods for monitoring baleen whales in low- and no-light conditions in conjunction with offshore wind foundation installation. This work considers the performance of various sensing technologies that can be used to observe the presence of baleen whales near offshore construction activities. The scope of work includes: 1. Technology Performance Metrics – Identify metrics that can be used to assess technology performance. 2. Technology Evaluation – Synthesize the past performance of technologies with respect to the performance metrics based on available literature. 3. Technology Characterization Framework – Describe a potential framework to characterize technology performance with a standardized approach. 4. Technology Research and Development Needs – Identify future needs and opportunities for research, development, and deployment to improve technologies.

Survey Report on Commercial Off-The-Shelf (COTS) Tracking Tools

Radioactive/nuclear (R/N) materials are integral parts of many business sectors such as medicine, industry, and research. In the United States alone, approximately 3 million packages containing R/N materials are shipped annually via highways, rail, air, and water. These materials are utilized in medical diagnostics and treatments, industrial radiography, and scientific research. The secure and efficient transportation of R/N materials is paramount to public safety and national security. Recent incidents involving the loss of R/N materials during transportation highlight significant security and safety concerns. For instance, in December 2024, a package containing four encapsulated Selenium-75 sources was reported lost in transit from the Czech Republic to Madrid, raising alarms about the security of such shipments. Similarly, a Germanium-68 pin source was reported lost in transit in New Jersey in December 2024, underscoring the risks associated with transporting radioactive materials.
