Preparing for New Challenges

I think the biggest single issue in addressing any of the problems that I have mentioned is we do not have a way to marshal the adequate academic and intellectual resources in this country to solve these problems. So I would suggest that the country take a look at some of the national educational institutes that we have in the military. There are eight or nine of them The National War College, Industrial College of the Armed Services, and so forth. We need to have a National Space Institute that has some kind of Federal Charter. Its purpose would be to make available the intellectual resources necessary for the human exploration of space. It would have this as a single purpose. It would be a place where the appropriate knowledge, the experience, and the intellectual energy could be focused on this single goal. It would have the status of other national colleges. It would also be a virtual college or a university, and it would be collaborative with colleges and universities and other learning institutions all across the country and perhaps the world. Experts on space from almost any corridor could participate and contribute to what this institute would do. It also would have very strong business participation. We would have folks from industry come to this environment, learn, go back and work, and then come back and teach. It would be a means for individuals to become more proficient in the technical engineering operations, as well as the business and political aspects of space exploration. Such a national space institute also would need to establish and maintain close contact with ongoing development and operations in human space programs.

Preparing project managers for faster-better-cheaper robotic planetary missions

The authors have developed and implemented a week-long workshop for Jet Propulsion Laboratory Project Managers, designed around the development phases of the JPL Project Life Cycle. The workshop emphasizes the specific activities and deliverables that pertain to JPL managers of NASA robotic space exploration and instrument development projects.

Tunable Infrared Lasers: Preparing for Expanded use in Environmental Monitoring

The literature on the use of tunable infrared lasers, for atmospheric trace gas detection and monitoring is about 25 years of age. However, this field, whith its myriad of potential application areas, has always been driven by the available laser technology. As new or improved laser devices become available, with characteristics which lend themselves to operation in compact, nearly autonomous instruments, their application to atmospheric science and environmental measurements expands.

Preparing for the Huygens Probe Mission, Cassini orbit determination results for the first and second targeted Titan encounters

Dynamic modeling of the spacecraft and Saturn system, tracking data, including radio-metric and optical navigation data, and measurement modeling associated with the final trajectory analysis are described. Navigation predictions produced during the operational phase are compared with the final trajectory in order to gain insight into navigation performance and maneuver execution errors. Special attention is given to refinement of the dynamical environment of Saturn, particularly Titan, during the first two orbits.

Methods of preparing polyimides and artifacts composed thereof

Methods of converting essentially unpolymerized precursors into polyimides in which the precursors are exposed to microwave radiation. Preheating, thermal post-curing, and other techniques may be employed to promote the development of optimum properties; and reinforcements can be employed to impart strength and rigidity to the final product. Also disclosed are processes for making various composite artifacts in which non-polymeric precursors are converted to polyimides by using the techniques described above.
