On the nature and evolution of the windy binary pulsar PSR 1744 - 24A

It is suggested that the companion of the pulsar PSR 1744 - 24A is an approximately 0.1 solar mass main-sequence star that slightly underfills its Roche lobe and is sending off a cool wind due to excitation by radiation from the pulsar. Unlike in the similarly excited system of pulsar PSR 1957 + 20, pulsar radiation pressure here almost balances wind pressure at the companion distance, leading to vastly fluctuating eclipse patterns and to occasional attempted accretion episodes that are aborted by the propeller effect and result in X-ray bursts. If this picture is correct, multiwavelength continuous observations of PSR 1744 - 24A will give valuable information about the accretion process onto neutron stars rotating with millisecond periods.

High resolution gamma-ray astronomy - Observations and predictions of line shapes

The shapes of gamma-ray lines carry unique information about the physical processes and conditions in astrophysical sites. Galactic center and SN 1987A lines have been observationally resolved allowing their shapes to be studied. There are also significant new theoretical results concerning line shapes from Type I supernovae, supernova remnants and the interstellar medium. New work is presented on a simple treatment of line profiles for rotating disks and spherical shells.

Advanced infrared astronomy

This task supports the application of infrared heterodyne spectroscopy and other high resolution techniques, as well as infrared arrays to ultra-high resolution studies of molecular constituents of planetary atmospheres. High spectral and spatial resolution measurement and analysis of individual spectral lines permits the retrieval of distributions of atmospheric molecular abundances and temperatures and thus, information on local photochemical processes. Determination of absolute line positions to better than 10(exp -8) permits direct measurement of gas velocities to a few m/sec and thus, the study of dynamics. Observations are made from ground based observatories.

Use of Taguchi Design of Experiments to Determine ALPLS Ascent Delta-5 Sensitivities and Total Mass Sensitivities to Release Conditions and Vehicle Parameters

The objective of this study is to evaluate the use of Taguchi's Design of Experiment Methods to improve the effectiveness of this and future parametric studies. Taguchi Methods will be applied in addition to the typical approach to provide a mechanism for comparing the results and the cost or effort necessary to complete the studies. It is anticipated that results of this study should include an improved systematic analysis process, an increase in information obtained at a lower cost, and a more robust, cost effective vehicle design.

A robust low-rate coding scheme for packet video

Due to the rapidly evolving field of image processing and networking, video information promises to be an important part of telecommunication systems. Although up to now video transmission has been transported mainly over circuit-switched networks, it is likely that packet-switched networks will dominate the communication world in the near future. Asynchronous transfer mode (ATM) techniques in broadband-ISDN can provide a flexible, independent and high performance environment for video communication. For this paper, the network simulator was used only as a channel in this simulation. Mixture blocking coding with progressive transmission (MBCPT) has been investigated for use over packet networks and has been found to provide high compression rate with good visual performance, robustness to packet loss, tractable integration with network mechanics and simplicity in parallel implementation.

Small Business Innovation Research. Program solicitation. Closing date: July 21, 1992

The National Aeronautics and Space Administration (NASA) invites small businesses to submit Phase 1 proposals in response to its Small Business Innovation Research (SBIR) Program Solicitation 92-1. Firms with research or research and development capabilities (R/R&D) in science or engineering in any of the areas listed are encouraged to participate. This, the tenth annual SBIR solicitation by NASA, describes the program, identifies eligibility requirements, describes the proposal evaluation and award selection process, and provides other information to assist those interested in participating in NASA's SBIR program. It also identifies, in Section 8.0, the technical topics and subtopics in which SBIR Phase 1 proposals are solicited in 1992. These topics and subtopics cover a broad range of current NASA interests but do not necessarily include all areas in which NASA plans or currently conducts research. The NASA SBIR program seeks innovative approaches that respond to the needs, technical requirements, and new opportunities described in the subtopics. The focus is on innovation through the use of emerging technologies, novel applications of existing technologies, exploitation of scientific breakthroughs, or new capabilities or major improvements to existing technologies. NASA plans to select about 320 high-quality research or research and development proposals for Phase 1 contract awards on the basis of this Solicitation. Phase 1 contracts are normally six months in duration and funded up to $50,000, including profit. Selections will be based on the competitive merits of the offers and on NASA needs and priorities.

Expert decision-making strategies

A recognition-primed decisions (RPD) model is employed as a framework to investigate crew decision-making processes. The quality of information transfer, a critical component of the team RPD model and an indicator of the team's 'collective consciouness', is measured and analyzed with repect to crew performance. As indicated by the RPD model, timing and patterns of information search transfer were expected to reflect extensive and continual situation assessment, and serial evaluation of alternative states of the world or decision response options.

Method and apparatus for filtering visual documents

A method and apparatus for producing an abstract or condensed version of a visual document is presented. The frames comprising the visual document are first sampled to reduce the number of frames required for processing. The frames are then subjected to a structural decomposition process that reduces all information in each frame to a set of values. These values are in turn normalized and further combined to produce only one information content value per frame. The information content values of these frames are then compared to a selected distribution cutoff point. This effectively selects those values at the tails of a normal distribution, thus filtering key frames from their surrounding frames. The value for each frame is then compared with the value from the previous frame, and the respective frame is finally stored only if the values are significantly different. The method filters or compresses a visual document with a reduction in digital storage on the ratio of up to 700 to 1 or more, depending on the content of the visual document being filtered.

A PC-based simulation of the National Transonic Facitity's safety microprocessor

A brief study was undertaken to demonstrate the feasibility of using a state-of-the-art off-the-shelf high speed personal computer for simulating a microprocessor presently used for wind tunnel safety purposes at Langley Research Center's National Transonic Facility (NTF). Currently, there is no active display of tunnel alarm/alert safety information provided to the tunnel operators, but rather such information is periodically recorded on a process monitoring computer printout. This does not provide on-line situational information nor permit rapid identification of safety operational violations which are able to halt tunnel operations. It was therefore decided to simulate the existing algorithms and briefly evaluate a real-time display which could provide both position and trouble shooting information.

Sensor-knowledge-command fusion paradigm for man/machine systems

Sensing-knowledge-command (SKC) fusion is presented as a fundamental paradigm of implementing cooperative control for an advanced man-machine system. SKC fusion operates on the 'SKC fusion network,' which represents the connection between sensor data to commands through knowledge. Sensing, knowledge, and command of a human and a machine are tapped into the network to provide inputs, or stimuli, to the network. Such stimuli automatically invoke an SKC fusion process and generate a fused output for cooperative control. Once invoked by stimuli, the SKC fusion process forces the network to converge to a new equilibrium state through the network dynamics composed of data fusion, feature transformation, and constraint propagation. The SKC fusion process thus integrates redundant information, maintains network consistency, identifies faulty data and concepts, and specifies those concepts to be strengthened through sensor planning.

Wave interactions with continuous fractal layers

Many natural structures possess self-similar multiscales which can be characterized by power law spectra. Under appropriate conditions, knowledge of the strength of these scale sizes provides information on the physical processes which formed these objects. In this paper, we investigate wave interactions with continuous fractal layers which model geological and variegated structures. Since fractal characteristics of the layers are embedded in the scattered field, they can be retrieved under appropriate conditions. This inversion can be performed in either the frequency or the time domain as desired.

Estimating Antenna-Pointing Error Using A Focal-Plane Array

Common method of determining residual errors in pointing of paraboloidal-reflector microwave antennas involves constantly dithering antenna mechanically about estimated direction of source. For cases where expense of additional focal-plane collecting horns (and their amplifiers) justified, new method eliminates mechanical dithering. Outputs of multiple receiving feed horns processed to extract phase information indicative of direction of arrival of signal received from distant source.

The 3-D Moons: The Voyager stereo atlas of the outer solar system

Comprehension and analysis of geologic features on any planet is enhanced manyfold by a clear perception between albedo and topography. On many of the icy satellites significant albedo contrasts due to mixtures of dark rocky and bright icy materials can be associated with topographic features. Subtle topographic features can be masked by albedo variation and under high solar illumination albedo and topography can be difficult to separate. To this end we are compiling an atlas of stereo image pairs of the outer solar system based on Voyager imaging for the investigation of various geologic problems and for general use. For the icy satellites, general perceptions of topography are usually gleaned from shape-from-shading information in the images processed by the human brain (i.e. visual inspection). With few exceptions, actual topography has been measured on a spot-by-spot basis using shadow heights or photoclinometry, or along limb profiles (where geographic context may be unavailable). Shadow heights are limited to regions within approximately 10 deg of the terminator and images with resolution better than approximately 1 km/pixel. Photoclinometric scans can be used more widely but are subject to a variety of errors, primarily uncertain assumptions of uniform scene albedo or poorly understood photometry. Stereoscopic analysis, where available, has the potential for greatly expanding topographic perception.

Mineralogy of dark clasts in primitive versus differentiated meteorites

The presence of dark lithic clasts within meteorites can provide information concerning asteroidal regolith processes, the extent of interactions between asteroids, and the relationship between meteorite types, micrometeorites, and interplanetary dust particles. Accordingly, we have been seeking and characterizing dark clasts found within carbonaceous chondrites, unequilibrated ordinary chondrites, howardites, and eucrites. We find that unequilibrated chondrites in this study contain fine-grained, anhydrous unequilibrated inclusions, while the howardites often contain inclusions from geochemically processed, hydrous asteroids (type 1 and 2 carbonaceous chondrites). Eucrites and howardities contain unusual clasts, not easily classified.

A reference model for space data system interconnection services

The widespread adoption of standard packet-based data communication protocols and services for spaceflight missions provides the foundation for other standard space data handling services. These space data handling services can be defined as increasingly sophisticated processing of data or information received from lower-level services, using a layering approach made famous in the International Organization for Standardization (ISO) Open System Interconnection Reference Model (OSI-RM). The Space Data System Interconnection Reference Model (SDSI-RM) incorporates the conventions of the OSIRM to provide a framework within which a complete set of space data handling services can be defined. The use of the SDSI-RM is illustrated through its application to data handling services and protocols that have been defined by, or are under consideration by, the Consultative Committee for Space Data Systems (CCSDS).
