Study of short-haul aircraft operating economics. Phase 2: An analysis of the impact of jet modernization on local service airline operating costs

The objectives of this phase of the study were (1) to assess the 10 year operating cost trends of the local service airlines operating in the 1965 through 1974 period, (2) to glean from these trends the technological and operational parameters which were impacted most significantly by the transition to newer pure jet, short haul transports, and effected by changing fuel prices and cost of living indices, and (3) to develop, construct, and evaluate an operating cost forecasting model which would incorporate those factors which best predicted airline total operating cost behavior over that 10-year period.

Remarks by Dr. James C. Fletcher at Conference on Satellite Communication and Public Service

The present status of communications satellites, together with the future goals and technology developments in use of public service, is assessed. Improvements in design during the last decade considerably cut the cost of their development and launching, and the systems carry information to millions of people on earth. The space shuttles will change the rules in design and make it possible for communications satellites to have multiple frequencies operating at high power.

Statistical distribution of time to crack initiation and initial crack size using service data

Crack growth inspection data gathered during the service life of the C-130 Hercules airplane were used in conjunction with a crack propagation rule to estimate the distribution of crack initiation times and of initial crack sizes. A Bayesian statistical approach was used to calculate the fraction of undetected initiation times as a function of the inspection time and the reliability of the inspection procedure used.

The plan for the economic evaluation of the public service communication satellite system

A plan for the economic evaluation of the Public Service Communications Satellite (PSCS) within domestic markets is presented. It extends through the planning, performance and evaluation of economic experiments following the launch of the PSCS in 1982, and includes the consideration of how the results of these experiments impact the transfer from demonstration to operations. The implementation of this plan will provide information needed to understand and manage the economic and social impacts of the PSCS program.

Judgements of relative noisiness of a supersonic transport and several commercial-service aircraft

Two laboratory experiments were conducted on the relative noisiness of takeoff and landing operations of a supersonic transport and several other aircraft in current commercial service. A total of 96 subjects made noisiness judgments on 120 tape-recorded flyover noises in the outdoor-acoustic-simulation experiment; 32 different subjects made judgments on the noises in the indoor-acoustic-simulation experiment. The judgments were made by using the method of numerical category scaling. The effective perceived noise level underestimated the noisiness of the supersonic transport by 3.5 db. For takeoff operations, no difference was found between the noisiness of the supersonic transport and the group of other aircraft for the A-weighted rating scale; however, for landing operations, the noisiness of the supersonic transport was overestimated by 3.7 db. Very high correlation was found between the outdoor-simulation experiment and the indoor-simulation experiment.

The Potential for Helicopter Passenger Service in Major Urban Areas

An interurban helicopter cost model having the capability of selecting an efficient helicopter network for a given city in terms of service and total operating costs was developed. This model which is based upon the relationship between total and direct operating costs and the number of block hours of helicopter operation is compiled in terms of a computer program which simulates the operation of an intracity helicopter fleet over a given network. When applied to specific urban areas, the model produces results in terms of a break-even air passenger market penetration rate, which is the percent of the air travelers in each of those areas that must patronize the helicopter network to make it break even commercially. A total of twenty major metropolitan areas are analyzed and are ranked initially according to cost per seat mile and then according to break-even penetration rate.

Remote servicing of free-flying spacecraft

A ground simulation to demonstrate system compatibility by enacting satellite ground installation, orbit delivery, space servicing, and contingency retrieval with the space shuttle orbiter was conducted. The basic configuration approach adopted for the spacecraft groups the standardized subsystems in the aft portion of the spacecraft and leaves the volume forward of the transition structure available for the mission peculiar equipment and sensors. The version used for this simulation is configured as an earth observatory with multispectral mapping and high resolution imaging sensors. All modules including the propulsion package and the sensor modules are replaceable on orbit in the event of depletion, wearout, malfunction, or the availability of an improved version.

The plan for the economic evaluation of the Public Service Communication Satellite system

A total plan for the economic evaluation of the PSCS public service communication satellite program within domestic markets is presented. It extends from the present through the planning, performance and evaluation of economic experiments following the launch of the PSCS, and includes the consideration of how the results of these experiments impact the transfer from demonstration to operations. The implementation of this plan will provide NASA with information needed to understand and manage the economic and social impacts of the PSCS program.

Bayesian estimation of crack initiation times from service data

Lockheed C-130 Hercules aircraft have during their service life been periodically inspected and growing cracks around rivet holes were recorded. This record has recently been used to determine the statistical distributions of crack initiation times and the distribution of initial crack sizes. When crack initiation times are calculated from such cracks, by backward extrapolation of the growth relation, the resulting distribution of crack initiation times will indicate a preponderance of short times to crack initiation. If however, such distributions are combined with the reliability of the inspection procedure, the statistical distribution of missed initiation times can be estimated. The method used is based on Bayes theorem which permits the calculation of the 'prior' distribution (initiation times before inspection) from a knowledge of the 'posterior' distribution (initiation times obtained from the inspection) and a 'likelihood function' (reliability of the inspection) procedure. The results indicate that during an early inspection a large percentage of initiation times will be missed and that the fraction of located initiation times increases during later inspections.

Public service satellites

The development of the communications satellite system is discussed, taking into account a suggestion by Clarke in 1945 concerning the significance of geosynchronous satellites, the establishment of Intelsat, reductions in the cost of transatlantic telephone calls as a result of satellite communications service, questions of satellite cost, and the need for larger satellites. It is pointed out that the use of the Space Shuttle will reduce the cost of placing a satellite in orbit from more than half to less than a quarter of the total cost of design, construction, and launch. Attention is given to studies of a personal communications system which involves direct broadcast from a 'wrist watch radio' to a high-capacity, multibeam satellite for retransmission to ground communications centrals.

Parametric studies of North East Corridor rail passenger service between New York City and Washington, D. C.

Speed profiles of rail passenger service between New York City and Washington, D.C. were developed and showed progressively fewer speed restrictions and increasing maximum speeds. The significant equipment characteristics include the portion of the total weight on driven axles, i.e., multiple unit (MU) cars versus locomotive hauled trains, and the short term tractive effort rating of the motors. The ratio of acceleration plus braking time to total time is provided for validation of the use of the short term propulsion equipment ratings. Absolute trip times are shown to be determined primarily by the allowed speed profile. Locomotive hauled train weights and lengths and the locomotive capabilities and characteristics that are required to make the performance of this type of train comparable to that of MU trains are given.

Benefit-cost evaluation of an intra-regional air service in the Bay area

Utilization of an iterative statistical model is presented to evaluate combinations of commuter airport sites and surface transportation facilities in confunction with service by a given commuter aircraft type in light of Bay Area regional growth alternatives and peak and off-peak regional travel patterns. The model evaluates such transportation options with respect to criteria of airline profitability, public acceptance, and public and private nonuser costs. It incorporates information modal split, peak and off-peak use of the air commuter fleet, terminal and airport cost, development costs and uses of land in proximity to the airport sites, regional population shifts, and induced zonal shifts in travel demand. The model is multimodal in its analytical capability, and performs exhaustive sensitivity analysis.

Some of the predominant characteristics of AFOS are: (1) communications will be consolidated and streamlined, (2) the system is modular in structure, (3) it is not subject to catastrophic failure, (4) it can be implemented in phases adaptable to changing conditions and requirements. Aviation forecast products now available and future products are discussed.
