Summary of Apollo and Lunar Logistics System Plans

The basic mission objective of Project Apollo is to land men on the Moon and return them to Earth at the earliest practicable date. The Apollo crew will consist of three men, two of whom will land on the surface of the Moon, conduct surface operations for up to 24 hr, and then rejoin the third crew member in lunar orbit for return to Earth. Initial Apollo spacecraft capabilities will require the early landings to be within +or-lO deg of the lunar equator on the visible side of the Moon, with preference for landing sites in the leading quadrant (between 270 and 360 deg lunar longitude). As presently planned, the Apollo spacecraft will be capable of carrying approximately 200 lb of scientific equipment to the lunar surface and of bringing approximately 80 lb of lunar material back to Earth. A detailed plan for utilization of crew capabilities while on the lunar surface is not expected to be complete for some time. The first Apollo lunar mission is now scheduled for the late 1960's with additional launches planned at reasonable intervals. i

Health-care district management information system plan: Review of operations analysis activities during calendar year 1975 and plan for continued research and analysis activities

Operations research activities developed to identify the information required to manage both the efficiency and effectiveness of the Veterans Administration (VA) health services as these services relate to individual patient care are reported. The clinical concerns and management functions that determine this information requirement are discussed conceptually. Investigations of existing VA data for useful management information are recorded, and a diagnostic index is provided. The age-specific characteristics of diseases and lengths of stay are explored, and recommendations for future analysis activities are articulated. The effect of the introduction of new technology to health care is also discussed.

OSTA data systems planning workshop recommendations

The Integrated Discipline Requirements are presented, including the following needs: (1) quality data sets, (2) a systematic treatment of problems with present data, (3) a single integrated catalog or master directory, (4) continuity of data formats, (5) a standard geographic and time basis, (6) data delivery in terms of easy rather than immediate accessibility, (7) data archives, and (8) cooperation with user agencies.

Engineering calculations for communications systems planning

The single entry interference problem is treated for frequency sharing between the broadcasting satellite and intersatellite services near 23 GHz. It is recommended that very long (more than 120 longitude difference) intersatellite hops be relegated to the unshared portion of the band. When this is done, it is found that suitable orbit assignments can be determined easily with the aid of a set of universal curves. An attempt to develop synthesis procedures for optimally assigning frequencies and orbital slots for the broadcasting satellite service in region 2 was initiated. Several discrete programming and continuous optimization techniques are discussed.

Engineering calculations for communications satellite systems planning

Progress is reported on a computer code to improve the efficiency of spectrum and orbit utilization for the Broadcasting Satellite Service in the 12 GHz band for Region 2. It implements a constrained gradient search procedure using an exponential objective function based on aggregate signal to noise ratio and an extended line search in the gradient direction. The procedure is tested against a manually generated initial scenario and appears to work satisfactorily. In this test it was assumed that alternate channels use orthogonal polarizations at any one satellite location.

Engineering calculations for communications satellite systems planning

Computer-based techniques for optimizing communications-satellite orbit and frequency assignments are discussed. A gradient-search code was tested against a BSS scenario derived from the RARC-83 data. Improvement was obtained, but each iteration requires about 50 minutes of IBM-3081 CPU time. Gradient-search experiments on a small FSS test problem, consisting of a single service area served by 8 satellites, showed quickest convergence when the satellites were all initially placed near the center of the available orbital arc with moderate spacing. A transformation technique is proposed for investigating the surface topography of the objective function used in the gradient-search method. A new synthesis approach is based on transforming single-entry interference constraints into corresponding constraints on satellite spacings. These constraints are used with linear objective functions to formulate the co-channel orbital assignment task as a linear-programming (LP) problem or mixed integer programming (MIP) problem. Globally optimal solutions are always found with the MIP problems, but not necessarily with the LP problems. The MIP solutions can be used to evaluate the quality of the LP solutions. The initial results are very encouraging.

Engineering calculations for communications satellite systems planning

Observed solution times were analyzed for the extended gradient and cyclic coordinate search procedures. The times used in the analysis come from computer runs made during a previously-reported experiment conducted to assess the quality of the solutions to a BSS synthesis problem found by the two search methods. The results of a second experiment with a Fixed Satellite Service (FSS) test problem are also presented. Computational results are summarized for mixed integer programming approaches for solving FSS synthesis problems. A promising heuristic algorithm is described. A synthesis model is discussed for orbital arc allotment optimization. Research plans for the near future are also presented.

Engineering calculations for communications satellite systems planning

A procedure is described that was used to calculate minimum required satellite separations based on total link carrier to interference requirements. Also summarized are recent results with a switching algorithm for satellite synthesis problems. Analytic solution value bounds for two of the satellite synthesis models studied are described. Preliminary results from an empirical study of alternate mixed integer programming models for satellite synthesis are presented. Research plans for the near future are discussed.

Approach trajectory planning system for maximum concealment

A computer-simulation study was undertaken to investigate a maximum concealment guidance technique (pop-up maneuver), which military aircraft may use to capture a glide path from masked, low-altitude flight typical of terrain following/terrain avoidance flight enroute. The guidance system applied to this problem is the Fuel Conservative Guidance System. Previous studies using this system have concentrated on the saving of fuel in basically conventional land and ship-based operations. Because this system is based on energy-management concepts, it also has direct application to the pop-up approach which exploits aircraft performance. Although the algorithm was initially designed to reduce fuel consumption, the commanded deceleration is at its upper limit during the pop-up and, therefore, is a good approximation of a minimum-time solution. Using the model of a powered-lift aircraft, the results of the study demonstrated that guidance commands generated by the system are well within the capability of an automatic flight-control system. Results for several initial approach conditions are presented.

Engineering calculations for communications satellite systems planning

The final phase of a satellite synthesis project is described. Several methods for generating satellite positionings with improved aggregate carrier to interference characteristics were studied. Two general methods for modifying required separation values are presented. Also, two methods for improving aggregate carrier to interference (C/I) performance of given satellite synthesis solutions are presented. A perturbation of the World Administrative Radio Conference (WARC) synthesis is presented.
